1. Introduction
1.1 Purpose
This Geotechnical Data Report (GDR) presents the subsurface investigation data developed and collected specifically for the 100% Final Design Phase of the Utility Infrastructure Project (UIP). The purpose of this report is to document factual data associated with the Geotechnical Investigation (GI) carried out by Arup in
July 2025 for the 100% design phase of the project. Rubino Engineering, Inc., (Rubino) of Elgin, Illinois was the drilling contractor. Laboratory testing was contracted to Terracon Consultants, Inc. (Terracon).
This data includes:
• “As-drilled” boring locations
• Methodologies and procedures adopted for field investigations and laboratory testing;
• Results of field and laboratory testing.
The data presented in this report represents the subsurface site conditions during the time of drilling. Soil properties and groundwater conditions may vary seasonally or over time.
1.2 Project Overview
The KRS upgrades project is based on works defined in the Conceptual Design Report (CDR) prepared by
Jacobs in July 2020. This CDR was used by the Fermi Forward Discovery Group, LLC (FermiForward) to establish the programmatic baseline and costs for the project and establish CD-1.
Arup US, Inc (Arup) has been appointed by FermiForward to provide design services for its UIP. The UIP is a project that aims to modernize Fermilab’s utilities infrastructure over a phased 10-year program. At the time of writing, Arup US, Inc has the scope for design services for the Central Utility Building (CUB) expansion and extension and upgrades of the existing Kautz Road Substation (KRS).
Power is distributed throughout the campus through two on-site electrical substations - Kautz Road Substation
(KRS) and Master Substation (MSS). Kautz Road Substation was built in 1998 as part of the Main Injector facility. The Master Substation was built in 1969 as part of the original laboratory construction and was fully renovated in 2017 with state-of-the-art equipment and a new enclosure building (FNAL, 2018).
The scope of the Project under consideration for this study will consist of upgrades of various components within the existing KRS, extension of four new feeders from the KRS, and main injector feeder replacement upgrades. This report focuses on the project scope involving the KRS upgrades and the KRS new feeder extension.

2. Site Description
2.1 Site Location
The Site is located in Batavia, DuPage County, Illinois, USA as a part of the Fermi National Accelerator
Laboratory, also known as Fermilab.
Fermilab was founded in 1967 by the United States Atomic Energy Commission, later becoming part of the
Department of Energy (DOE) (Fermilab, 2024). Its establishment was driven by the need for a national laboratory dedicated to high-energy particle physics research.
The Kautz Road Substation (KRS) is a key component of Fermilab's infrastructure, supporting its operations and experiments. The KRS is located just south-west of the laboratory's iconic main ring, a 6.3-kilometer circular particle accelerator known as the Tevatron, as shown in Figure 1.
Figure 1: Project Site Location and Footprint
Task Order 5 | Geotechnical Data | 24 September 2025 | Arup US, Inc. Geotechnical Data Report Page 4
2.2 Site History
Historical aerial photographs and topography of the Site are available from Historic Aerials Website (since
1939) and from Google Earth (since 1985). The available imagery suggests that the Site was clear of vegetation and possibly used for agricultural purposes between 1939 and approximately 1963. Construction began in the late 1960s, and by the early 1970s, the Tevatron was completed. The campus had many changes through the years, but the project Site remained largely unchanged through 1994. Starting 1994, the KRS is seen to be constructed and appears to become fully operational by 2002. The Site has remained largely unchanged since
2002.
2.3 Geologic Setting
A Geotechnical Desk Study was developed and included in Appendix C of the Basis of Design Report (Arup, 2024). This provides a review of the existing information collated to date, and assessment of the geology of the site and identified gaps and served to develop the GI program.

3.2 Borings
3.2.1 Soil Drilling and Sampling
The top 6ft of each borehole was cleared using a vacuum truck and then subsequently followed by continuous
Standard Penetration Test (SPT) sampling until 20ft below grade. Sampling was performed at every 5ft interval at depths greater than 20ft.
The overburden soil was drilled by using the auger method. The boreholes were drilled using two different diameters - 2.25"(8 boreholes) and 3.25" (5 boreholes) - depending on the type of drill rig employed. All information regarding the sampling such as sampling type, sample depth, driven length and recovery were recorded in the borehole logs in Appendix A.
Split spoon sampler was used to obtain samples at SPT locations.
Shelby tube sampling was used to obtain intact samples of fine-grained soils at selected depths in accordance with the procedures specified by ASTM D1587. The sample tubes had an outside diameter of 2” and a tube length of 30”.
Task Order 5 | Geotechnical Data | 24 September 2025 | Arup US, Inc. Geotechnical Data Report Page 6

No visible sign of rock material weathering: perhaps, slight discoloration on major discontinuity surfaces.
Discoloration indicates weathering or rock material and discontinuity surfaces. All rock material may be discolored by weathering and may be somewhat weaker externally than in its fresh condition.
Less than half of the rock material is decomposed and/or disintegrated to a soil. Fresh or discolored rock is present either as a continuous framework or as corestones.
More than half of the rock mateial is decomposed and/or disintegrated to a soil. Fresh or discolored rock is present either as a discontinuous framework or as corestones.
All rock material is decomposed and/or disintegrated to soil. The original mass structure is still largely intact.
All rock material is converted to soil. The mass structure and material fabric are destroyed. There is a large change in volume, but the soil has not been signficantly transported.
