About this file
This document is Amendment 02 to a Request for Proposal (RFP) for the Kautz Road Substation E-Control House, issued by FFDG. The RFP seeks a prefabricated building with specified contents, to be placed, assembled, and tested on site foundations by September 30, 2027. Key technical requirements include arc fault rated equipment, with ABB and Siemens as the only acceptable circuit breaker manufacturers. The scope covers the prefabricated building and its contents, with foundations and site preparation to be handled by others.
The amendment includes responses to nine prospective offeror questions, clarifying project details such as no bond or labor/wage requirements, and confirming the RFP is exclusively for the prefabricated building and its equipment. A site visit is scheduled for September 24, 2025, at 10:30am CT, with interested parties directed to review the Fermilab Site Map and Business Visitor Registration Instructions. The RFP does not provide a cost estimate, and potential vendors are limited in equipment manufacturer options and enclosure specifications.

AMENDMENT 02 to RFP KRS-369604-JK Kautz Road Substation E-Control House
Responses to Prospective Offerors’ Questions
Question 1: The specifications name ABB and Siemens as acceptable manufactures for the breakers.
Given that Powell breakers are equal in durability and flexibility, as well as BABA compliant, we ask that you please consider Powell as an acceptable manufacturer.
Response 1: We are not currently accepting alternate circuit breaker manufacturers.
Question 2: Is there a cost estimate, budget or ballpark figure for the project listed? Is there an actual start date for the project?
Response 2: FFDG cannot provide a cost estimate/ballpark figure. The control house building shall be delivered by September 30, 2027.
Question 3: In reference to Attachment 8 – Control Building Specification, under 3.2 – Work Not Included, 3.2.2 states that 15kV Switchgear to be provided under separate specification. Can you please confirm when this separate specification can be sent?
Response 3: The specification is included in that same Attachment 8 – Control Building Specification, starting on page 43 of the pdf.
SECTION 261326
MEDIUM-VOLTAGE METAL-CLAD SWITCHGEAR
Question 4: Is this RFP for the contractor to perform the entire scope of work, such as foundation, MV cable run/installation, as well as indoor prefab building wiring? From my understanding, it appears that this RFP is only for the purchase of the equipment.
Response 4: This RFP is for the prefabricated building including the contents specified, placed, assembled and tested on the designated site foundations (constructed by others), ready for connection to the substation.
Question 5: Based on the drawings, it appears the gear you’re considering is arc fault rated. However, the only option we currently have for arc fault resistant gear is a NEMA 1 enclosure. Alternatively, we can offer non-arc resistant gear in either NEMA 3R or NEMA 1 enclosures. Could you confirm whether you would be open to accepting arc fault resistant gear with a NEMA 1 enclosure, or would you prefer a non-arc resistant gear option in either NEMA 3R or NEMA 1?
Response 5: Arc fault rated equipment is required.
Question 6: Can we schedule a site visit for this project?
Response 6: Yes. A site visit has been scheduled for Wednesday, September 24, 2025 at 10:30am CT. Please see the Fermilab Site Map – Kautz Road Substation and the Business Visitor Registration Instructions and Directions if you plan to attend.
Question 7: Since the RFQ Scope of Work states, "includes providing detailed design, procurement, fabrication, shipment, offloading/placement, and assembly of one (1) Substation switchgear & control building," are the vendors responsible for the following scopes to prepare the site to receive the prefab building?
a. Demolition of existing Building scope
b. Concrete and Foundation Work scope
c. Utility and Communication Connection of Prefab Building to Site Facility Scope
d. Landscape Scope
e. Site and grading Scope
f. Utility Scope
Response 7: No. This RFP is for the prefabricated building including the contents specified, placed, assembled and tested on the designated site foundations (constructed by others), ready for connection to the substation.
Question 8: What is the Bond % requirement?
Response 8: There is no bond requirement for this project.
Question 9: What is the Labor /Wage requirement? (Open Shop, Prevailing Wages or Union)
Response 9: There are no labor/wage requirements for this project.
