About this file
The document is a Design Guide for Security and Access Control from Fermilab's ISD Engineering, detailing technical specifications for card readers, surveillance cameras, and access control systems. The guide specifies that Fermilab uses Personal Identity Verification (PIV) cards and requires compatibility with federal government identity standards, mandating specific hardware like HID Signo PIV readers (mullion and wall-mounted models) and AXIS surveillance cameras for exterior and interior locations. The design team must coordinate with Fermilab's Security and Emergency Services Department (SEMD) to confirm device compliance and identify surveillance areas.
The technical requirements include precise specifications for access control components, such as power supplies from Software House and Johnson Controls, with battery backup configurations, and Altronix power supplies for electric door locks and strikes. Camera requirements include detailed technical parameters like AXIS Q6315-LE for exterior use (white, outdoor-ready, IP66 rated) and M3088-V for interior spaces (white, compact, with Deep Learning Processing Unit), with specific features like 256GB commercial SD cards and camera licenses to be paid by the project.

ISD Engineering – Design Guide
| Security and Access Control |
| Section X.0 |
Introduction Site security and emergency management for Fermilab’s employees, users, affiliates, subcontractors, visitors and property is overseen through a combination of emergency management, fire protection, and safeguard and security programs.
These efforts are coordinated by line management, construction and service coordinators, managers, sponsors and designated point of contacts.
Under the leadership of the Security and Emergency Services Department (SEMD), dedicated teams strive to maintain a safe and secure environment on the Fermilab campus.
1.0 Applicable Codes/Standards
A. International Building Code (IBC), latest edition B. Architectural Barriers Act of 1968 (42 U.S.C. §§ 4151--57) C. Fermilab ES&H Manual (FESHM)
1.1 Related Sections
A. All Design Guide sections shall be carefully integrated and coordinated with the architecture and interior design of a facility or space.
2.0 Card Readers
When ID card access is required, Fermi Forward uses Johnson Controls Cardkey 2000 site-wide security system and is monitored by Fermilab site-wide FIRUS system. Doors interfaced with electronic locks must be coordinated with the Fermilab SEMD prior to design completion.
A. Basis of Design:
· Fermilab uses PIV (Personal Identity Verification) cards designed for U.S. Federal Government identity, credential, and management. Compatibility with PIV cards is required for all devices controlling accessed areas at Fermilab.
· The proximity readers are PIV Class and are dual technology, working with 125-kHz and13.56-MHz cards.
