About this file

This is an instructional guide issued by the Kenton County Airport Board (KCAB) for vendors regarding the RSVP process for pre-bid and pre-proposal meetings using the OpenGov platform. The guide outlines mandatory registration requirements for all attendees of KCAB pre-bid and pre-proposal meetings, which must be completed at least 24 hours in advance of the scheduled meeting. The RSVP process is designed to enable KCAB to conduct required security clearances and arrange adequate transportation prior to site visits. The guide specifies that the individual actually attending the meeting must personally complete the RSVP to ensure accurate attendee documentation. For the Concourse A Ramp Level Office Upgrades project, the mandatory pre-bid meeting and site visit is scheduled for Wednesday, April 1, 2026 at 10:00 am at CVG Airport's Main Terminal Ticketing area located at 3087 Terminal Drive, Hebron, Kentucky. Written questions must be submitted by 11:59 pm on Friday, April 17, 2026, with responses posted by 11:59 pm on Tuesday, April 21, 2026. Sealed bids are due no later than 2:00 pm Eastern Time on Thursday, April 30, 2026, with contract award anticipated for May 26, 2026. The contract term is 212 calendar days with liquidated damages of $500.00 per day for delays.

The estimated project cost is approximately $951,000.00, with construction and installation costs of $790,000.00 plus contingency, design, force labor, and miscellaneous costs. Bidders must provide a proposal bond equal to 5 percent of the total bid amount and furnish performance and payment bonds each equal to 100 percent of the contract price upon award. The project is federally funded under the Airport Improvement Program and requires Buy American Act compliance for all steel and manufactured goods unless an FAA waiver is granted. All project personnel require airport identification badges at $44.00 per badge, and a $500.00 key deposit is required. Contractors must demonstrate specific qualifications including airport Security Identification Display Area (SIDA) experience within the past five years with active airfield operations and eligibility for airport badging in compliance with FAA, TSA, and airport security requirements. Mobilization costs are capped at 10 percent of the total project cost, with payment released in phases based on progress inspections and completion milestones. The procurement encourages disadvantaged business enterprises to submit bids and requires full and fair opportunity for participation without discrimination.

Kenton County Airport Board Instructional Guide for Vendors to RSVP to PreBid/PreProposal Meetings

KCAB requires all attendees for all pre-bid and pre-proposal meetings to pre-register using the RSVP function in OpenGov at least 24 hours in advance of the meeting. Properly completing this RSVP process ensures that KCAB can perform all required security clearances prior to the site visit and ensures that adequate transportation is arranged.

The person attending the meeting must be the one to RSVP so that we have an accurate list of attendee names.

This document is being provided as a brief overview of the RSVP process. Bidders are encouraged to review the online Help Center provided by OpenGov, accessible at this link:

https://opengov.my.site.com/support/s/procurement for more in depth instructions pertaining to accounts and system navigation.

Adding users to your account

Admin is available for users with an admin role, and it allows them to add and disable users as part of their company account. An admin for your company must add every individual who is attending the meeting.

Then the individual attending the meeting must complete the RSVP. Multiple people from the same company can register, but each must complete the RSVP individually.

RSVP

Each person attending the pre-bid or pre-proposal meeting must log into their OpenGov account and follow these steps to RSVP for the meeting.

1. Click the Events RSVP drop down located next to Draft Response.

2. Find the meeting you will be attending (Prebid Meeting or Pre-Proposal Meeting) and click the Not Attending option to flip it to Attending.

An individual can click the Attending box again to remove the RSVP if they decide they can no longer attend.
