About this file
This document is a Statement of Work (SOW) for the US Department of Agriculture (USDA) Black Mountain Trailhead Improvements project in Pisgah Forest, North Carolina.
The SOW outlines the scope of work, which includes erosion control, clearing and grubbing, site grading, aggregate and asphalt surfacing, and installation of parking lot features such as signage, bollards, and pavement markings. The existing gravel lot was constructed in 2021 and will require scarifying, additional aggregate, and compaction prior to asphalt paving. The contractor shall furnish all labor, materials, and equipment to complete the project in accordance with the drawings and specifications. The contractor must submit a proposed work schedule, erosion and sediment control plan, and product submittals for approval 10-14 days prior to construction. The contractor shall assign a point of contact who must be present on-site during all work. There will be no government-furnished property or facilities.
This SOW is related to a broader solicitation for a 5-year Multiple Award Task Order Contract (MATOC) for road maintenance, construction, and minor engineering services on National Forests in North Carolina and surrounding states. Offerors are required to submit separate quotations for each of the four forest zones.

Project Black Mountain Trailhead Parking Lot Construction
Location of work is east of the existing Pisgah Ranger Station entrance drive and parking lot located on State Highway 276, northeast of Brevard, in Transylvania County, North Carolina.
General Information
1.0 Scope of Work
This work shall consist of improvements to an existing gravel surfaced parking lot and related facilities. The work shall include the following: erosion control, clearing & grubbing, site grading, aggregate surfacing, asphalt surfacing, and parking lot features such as signage, bollards, pavement marking, and other items necessary to complete the project in accordance with the plans and specifications.
2.0 Background
The existing gravel lot was constructed in 2021. Most of the existing lot is at the proposed grade and will require scarifying, additional ABC aggregate, and compaction to prepare for asphalt paving. A portion of the existing lot will require re-grading (cut and fill) to provide proper slopes for the accessible parking and trailhead area. The gravel that is removed for the re-grading operations shall not be re-used in the parking lot (drive aisle and parking bays). This material will be re-used to construct pedestrian pathways along the perimeter of parking areas, driveway shoulder, and to fill parking lot islands. New, imported gravel will be used to re-construct the parking lot drive aisles and parking bays as necessary to provide a minimum of 6 inches compacted ABC base course prior to asphalt paving.
