About this file
This document appears to be a set of questions and answers related to a Request for Information (RFI) for the North Carolina Roads Maintenance/Construction Multiple Award Task Order Contract (MATOC) solicitation.
The key details are:
- The MATOC has a $50M ceiling and the Contracting Officer may select 3-7 contractors per zone. Contractors do not need to provide a bid bond with their MATOC proposal, but will need to provide performance and payment bonds if awarded a task order. The agency does not have a list of approved suppliers for the specified materials. The proposal due date is May 24, 2024 by 5pm Eastern time. The contract will have a 5-year period of performance. For the past performance evaluation, offerors only need to submit the J1F form and the agency will reach out to the listed client references. The period of performance for individual task orders will be determined at the task order award stage.

Text version
1. Tell us what the ceiling $$ amount is and how many contractors that will be selected for the MATOC.
The Ceiling is $50M. Contracting Officer may select 3-7 Contractors per zone.
2. Reading the main MATOC SOW it appears that we need to show proof of the ability to bond but not necessarily provide a bid bond with the MATOC itself? Then I assume that if we were selected for one or more of the zones, and then when a task order is presented, at that point we would provide a performance & payment bond?
Correct!
3. Do you have a list of suppliers for the Geogrid, Pet Coated, Type IV, Type V. Or the Bi- Directional Delineator. My supplier does not carry some of those items.
We do not have a List of suppliers for the specified materials.
4. In review of the 40 or so files for the NC MATOC bid,, I do not seem to locate a SF 1442 with pertinent information such as date for submission. Can you please check on this and add to the file contents.
SF 1442 added in this amendment (0001).
5. Can you please confirm the proposal due date for the North Carolina Roads Maintenance/Construction MATOC project. The updated date offers due says May 18, 2024 at 5:00 PM which is a Saturday.
Due by date is May 24, 2024 by 5pm Eastern time.
6. In review of the documents on SAM.gov, it appears the Little Yellow Mtn project files are in there twice. The details for Black Mountain Trailhead Improvements do not appear anywhere in the 40 or so documents. The labels, J6 and J8 are both Yellow Mtn files..
We do have some files twice, but the Black Mountain Trailhead files are there as well. J7L to J70 BMTI.
7. Please confirm the only form required for Experience and Past Performance Qualification is J1F, and no technical volume is required with submission. . And all that we need to do for the Factor 2 Past Performance is to provide CPARS reports? And for this Factor 2 the USFS evaluation team will reach out to the clients listed on our J1F Past Performance Experience Questionnaire that we submitted for Factor 1, correct?
Correct!
8. The periods of performance for task orders are incorrect it seems. Will these adjust with award dates? If so, are you looking for them to be finished by the end of this year (2024)?
The Period of Performances for the task orders/seed projects will vary per project and shall reflect appropriately at award.
