COMMANDANT INSTRUCTION M5100.47A

Subj: SAFETY AND ENVIRONMENTAL HEALTH MANUAL

1. PURPOSE. This Manual sets forth the key elements of the Coast Guard’s Safety and

Environmental Health Program, assigning responsibilities for the implementation of those program elements and specifying the Safety and Environmental Health (SEH) standards that are to be applied within the Coast Guard. 4. DISCUSSION.

a. This Manual is not designed to be a single-source document for all guidance required to implement, monitor and support the Coast Guard’s SEH Program. Wherever possible, at the beginning of each chapter, this Manual references other applicable CG directives, federal regulations, and established standards rather than repeating their content, and in order to preserve the correct lines of authority for several interrelated

SEH sub-topics.

b. This Manual originates specific policy guidance only when required by federal law or service standards. In writing this policy Manual, all attempts were made to avoid prescriptive guidance and procedural details better suited for promulgation in SOP or

Tactics, Techniques, and Procedures (TTP) publications.

c. This manual does not apply to bargaining unit employees covered by a negotiated agreement with safety and health provisions. In that circumstance, the negotiated agreement covering safety and health shall apply. Refer to the appropriate negotiated agreement for guidance. For bargaining unit employees not covered by a negotiated agreement with safety and health provisions, all appropriate labor relations obligations must be met before initiating, modifying, or terminating a safety and health program. Supervisors of civilians must contact their servicing Command Staff

Advisor (CSA) or Human Resources (HR) Specialist to discuss labor-management obligations.

5. DISCLAIMER. This guidance is not a substitute for applicable legal requirements, nor is it itself a rule. It is intended to provide operational guidance for Coast Guard personnel and is not intended to nor does it impose legally-binding requirements on any party outside the Coast Guard.

6. MAJOR CHANGES. Major changes to this Manual are summarized below:

a. All enclosures, except for a list of acronyms, have been removed, as they are more suited to be desk reference guides and Standard Operating Procedures (SOP).

b. The chapters have been re-organized to better align with Department of Homeland

Security (DHS) Safety and Heath Manual in the following manner:

(1) Chapter 2 is now Safety and Environmental Health (SEH) Responsibilities and

Standards. Aviation Safety information is now located in Chapter 20.

(2) Chapter 3, Mishap Response, has been substantially re-written and should be reviewed in its entirety.

(3) Chapter 4 covers Identification and Control of Workplace Hazards. Occupational

Health (OH) and Industrial Hygiene (IH) information is now contained in Chapter

27. Hearing Conservation (HCN) is located in Chapter 10. Thermal Stress is covered in Chapter 8.

(4) Chapter 5 has been changed to Councils and Committees. Environmental Health information is now contained in Chapter 25. Blood borne Pathogen (BBP) information is contained in Chapter 15.

(5) Chapter 6 is now Safety and Environmental Health (SEH) Training. Confined

Spaces information is covered in Chapter 13.

(6) Chapter 7 has been changed to Personal Protective Equipment (PPE).

Radiological information is now contained in Chapters 22 and 23.

(7) Chapter 8 is now Thermal Stress. Vessel/afloat safety information is contained in

Chapter 21. Training information is located in Chapter 6. Mishap response information is available in Chapter 3.

c. Additional Chapters have been added, as follows:

(1) Chapter 9 – Respiratory Program

(2) Chapter 10 – Hearing Conservation Program

(3) Chapter 11 – Hazard Communication Program

(4) Chapter 12 – Asbestos Awareness Program

(5) Chapter 13 – Confined Space Entry Program

(6) Chapter 14 – Isolation of Energy Sources (Lockout/Tagout) Program

(7) Chapter 15 – Bloodborne Pathogens (BBP) Program

(8) Chapter 16 – Motor Vehicle and Recreational Off-Duty Safety program

(9) Chapter 17 – Ergonomics Program

(10) Chapter 18 – Shore Fire Protection program

(11) Chapter 19 – Electrical Safety Program

(12) Chapter 20 – Aviation Safety Program

(13) Chapter 21 – Afloat Safety Program

(14) Chapter 22 – Ionizing Radiation Program

(15) Chapter 23 – Non-Ionizing Radiation Program

(16) Chapter 24 – Fall Protection Program

(17) Chapter 25 – Environmental Health Program

(18) Chapter 26 – Industrial Hygiene Program

7. IMPACT ASSESSMENT. No personnel, training or funding increases were generated by the reissue of this Manual.

8. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS.

a. The development of this Manual and the general policies contained within it have been thoroughly reviewed by the originating office in conjunction with the Office of

Environmental Management, and are Categorically Excluded under current USCG categorical exclusion (CE) # 33 from further environmental analysis, in accordance with Section 2.B.2. and Figure 2-1 of the National Environmental Policy Act

Implementing Procedures and Policy for Considering Environmental Impacts, COMDTINST M16475.1 (series). Because this Manual contains guidance on, and provisions for, compliance with applicable environmental mandates, categorical exclusion # 33 is appropriate. Each topic meets or exceeds the requirements of the

DHS Safety and Health Manual.

b. This directive will not have any of the following: significant cumulative impacts on the human environment; substantial controversy or substantial change to existing environmental conditions; or inconsistencies with any Federal, State, or local laws or administrative determinations relating to the environment. All future specific actions resulting from the general policies in this Manual must be individually evaluated for compliance with the National Environmental Policy Act (NEPA), Council on

Environmental Policy NEPA regulations at 40 CFR Parts 1500-1508, Department of

Homeland Security (DHS) and Coast Guard NEPA policy, and compliance with all other environmental mandates. This manual does not provide procedural guidance.

Procedural guidance can be obtained by contacting HSWL SC (se) at https://cgportal2.uscg.mil/units/hswlsc/SafeEvHealth/SitePages/Home.aspx

9. DISTRIBUTION. No paper distribution will be made of this Instruction. An electronic version will be located on the following Commandant (CG-612) web sites. Internet:

http://www.uscg.mil/directives/, and CGPortal:

https://cgportal2.uscg.mil/library/directives/SitePages/Home.aspx.

10. RECORDS MANAGEMENT CONSIDERATIONS. This Manual has been evaluated for potential records management impacts. The development of this Manual has been https://cgportal2.uscg.mil/units/hswlsc/SafeEvHealth/SitePages/Home.aspx http://www.uscg.mil/directives/ https://cgportal2.uscg.mil/library/directives/SitePages/Home.aspx thoroughly reviewed during the directives clearance process, and it has been determined there are further records scheduling requirements, in accordance with Federal Records

Act, 44 United States Code (U.S.C.) §3101 et seq., National Archives and Records

Administration (NARA) requirements, and the Information and Life Cycle Management

Manual, COMDTINST M5212.12 (series). This policy has significant or substantial change to existing records management requirements.

11. FORMS/REPORTS. The forms referenced in this Manual are available in USCG

Electronic Forms on the Standard Workstation or on the Internet:

http://www.uscg.mil/forms/; CG Portal:

https://cgportal2.uscg.mil/library/forms/SitePages/Home.aspx; Intranet at http://cgweb.comdt.uscg.mil/CGForms.

12. REQUEST FOR CHANGES. Units and individuals may recommend changes by writing via the chain of command to: Commandant (CG-113); ATTN: Office of Safety and

Environmental Health; U. S. Coast Guard; 2703 Martin Luther King Jr. Ave. SE; Stop
