REFERENCE SPECIFICATION NO: Section 3.1.6.3 and Section 3.4.13 of the Scope Document – Tower
Inspection, Maintenance and Repair of U.S. Coast
Guard Towers at Various Sites in CG District Eleven (California) and District Thirteen
(Oregon/Washington).
QUESTION/CLARIFICATION: Section 3.1.6.3 states that subsurface investigations of guy anchors are part of the seed project scope. 3.4.13 asks for a detailed cost
The cost estimation described in Section 3.4 is for an estimation of future costs based on the current condition found during the inspection of the tower. So in this case
Section 3.1.6.3 requires an inspection of guy anchors and foundations and Section 3.4.13 requires a cost estimate in the final report to make any repairs based on the condition found.
mailto:Denver.L.Johnson@uscg.mil mailto:Travis.Cohen@uscg.mil estimate for subsurface investigation as part of the final report.
Please clarify which specification is applicable?
23.

44217. No other towers have inspection reports available.
24.
Rates are applicable to all service and maintenance work to be performed and are in effect at the time of issuance of a task order.” Section H.16 (Item 2.a.)
states “The requirements of the solicitation, in descending order or precedence: a) Standard Form 1442, Price Schedule, and Davis-Bacon Wage Rates.”
A Davis-Bacon wage determination was included in the
RFQ to be used in pricing the Seed projects.
It appears that the Seed Task scope is maintenance related, implying that the Service Contract Act wage determination is applicable, not the Davis Bacon wage determination. Per section H.16, it appears that the government is applying the Davis Bacon wage determination to the Seed Task. Please confirm that offerors are to use the Davis Bacon wage determination on the Seed Task. If the government determines that the Service Contract Act is applicable for the Seed Task pricing, please provide a copy of the Service Contract
Act wage determination?
Please use Davis Bacon Wage Determination provided with the Request for Proposal.
25. Would you please clarify the bid bond requirement? A bid Bond is not required. Bonding will only be required for individual task orders.
END.
