DATA ITEM DESCRIPTION

1. TITLE

PROGRAM PLAN

2. IDENTIFICATION NUMBER

DI-FAA-M001

3. DESCRIPTION/PURPOSE

3.1 The Program Plan describes and depicts the Contractor’s management structure.

3.2 The Program Plan provides current information, which is used to describe the approach, resources, and needs of the Contractor to perform the management effort.

7. APPLICATION/INTER-RELATIONSHIP

This Data Item Description (DID) contains the format and preparation instructions for the data product generated by the requirements defined in the contract.

8. PREPARATION INSTRUCTIONS

8.1 Format. The Program Plan format must be contractor selected.

Written documents must be furnished in the following format:

a) Hard copy on 8.5” x 11” paper, as requested by the COR.

b) Hard copy drawing inserts maximum 11” x 17”, as requested by the COR.

c) Soft copy MS Word

d) Drawings could be PDF files or graphic inserts into Word documents.

8.2 Content. The Program Plan will provide information on the Contractor's organization, practices and techniques to be used in managing the Program, specifically Management of Subcontracts.

8.2.1 The Plan must specifically contain the following:

a) A Chart showing the Structure of the Program Organization by Title and Name. Identify the Program Office, Support Contractors, and Major Subcontractors.

b) A Chart showing the Relationship of the Program Functions to the Functional Organizations, indicating Lines of Authority and Communications.

PROGRAM MANAGEMENT REPORT

3. DESCRIPTION/PURPOSE

Report on the status of the program projects and orders.

7. APPLICATION/INTER-RELATIONSHIP

This Data Item Description (DID) provides the format and preparation instructions for the data product generated by the requirements defined in the contract.

8. PREPARATION INSTRUCTIONS

8.1 Format. Written documents must be furnished in the following format:

a) Hard copy on 8.5” x 11” paper, landscape orientation and as requested by the COR.

b) Soft copy MS Excel

8.2 Content. The Annual Program Management Report, and any Program Management Report submitted either weekly or quarterly, will provide information on the status of the Contractor’s site survey, design and installation program. The report must be broken out by FAA program, and contain the following information: task order number, date of award, project title, work being performed, dollar value of the task order award, task order completion date, status of work, identify any modifications to the task orders, the value of the modifications, and description of the modifications.

Site investigation for power systems work.

7. APPLICATION/INTERRELATIONSHIP

This Data Item Description (DID) provides the format and preparation instructions for the data product generated by the requirements defined in the task order(s).

8. PREPARATION INSTRUCTIONS

Site Survey Reports must contain the information detailed in Section 3.2.5 of the SOW and as defined in the Task Order.

This document establishes the requirements for submission of Site Survey Reports.

8.1 General. The Software versions of Microsoft Word, Microsoft Excel, Microsoft Project, AutoCAD, and MicroStation will evolve with time; therefore, the Government reserves the right to change soft copy versions as the agency upgrades its LAN enterprise services. Provide softcopy via email, FAA’s Knowledge Services Network (KSN), or as directed by the COR.

8.1.1 Written documents must be furnished in the following format:

a) Hard copy on 8.5” x 11” paper, as requested by the COR.

b) Hard copy drawing inserts maximum 11” x 17”, as requested by the COR.

c) Soft copy MS Word

d) Drawings could be in Portable Document Format (PDF) files or graphic inserts into Word documents.

8.1.2 Spreadsheet documents must be delivered in the following format:

a) Hard copy on 8.5” x 11” paper, as requested by the COR.

b) Soft copy MS Excel

8.1.3 Project Schedules must be furnished in the following format:

a) Hard copy on 8.5” x 11” Portrait or Landscape, as requested by the COR.

b) Softcopy MS Project

8.1.4 Computer-aided Design (CAD) drawings must be delivered in the following format:

a) Hard copy on drawing size “A”, “B” or “D”, as requested by the COR.

b) Softcopy provided in AutoCAD .dwg and .dxf

8.2 Site Survey Report. Use 8.5” x 11” paper in binder. Use 11” x 17” foldouts as necessary for larger drawings as requested. Cost estimate must be Construction Specification Institute’s Division 1 through 17 format,.

Example: Mechanical costs are listed under Division 15, and Electrical costs are in Division 16.

Engineering Design Documents

2. IDENTIFICATION NUMBER

3. DESCRIPTION/PURPOSE

Provide engineering designs for installation of power systems equipment and any modifications necessary to support that equipment.

7. APPLICATION/INTERRELATIONSHIP

This Data Item Description (DID) provides the format and preparation instructions for the data product generated by the requirements defined in the task order(s).

8. PREPARATION INSTRUCTIONS

Engineering design services must be accomplished in accordance with Section 3.2.6 of the SOW and as defined in the task order(s).

Level of engineering effort is determined on a site-by-site basis; small projects will not require the same design effort as larger projects.

Document Submittal Standards

8.1 General. The Software versions of Microsoft Word, Microsoft Excel, Microsoft Project, AutoCAD and MicroStation will evolve with time therefore the Government reserves the right to change soft copy versions as the agency upgrades its LAN enterprise services.

8.1.2 Spreadsheet documents must be delivered in the following format:

a) Hard copy on 8.5” x 11” paper, as requested by the COR and for 8.2.3 below.

8.1.3 Project Schedules must be furnished in the following format:

a) Hard copy on 8.5” x 11” Portrait or Landscape, as requested by the COR and for 8.2.3 below.

b) Softcopy MS Project, Windows

8.1.4 CADD drawings must be delivered in the following format:

a) Hard copy on drawing size “A”, “B” or “D”, as requested by the COR and for 8.2.3 below.

b) Softcopy provided in editable AutoCAD .dwg and .dxf translatable to MicroStation .dgn drawing format.

8.2 Engineering Design Documents.

8.2.1 Specifications. Specifications must be prepared by the Contractor in accordance with Construction Specification Institute (CSI) three-part format (PART 1-GENERAL, PART 2-PRODUCTS, PART 3-EXECUTION) performance-based specifications.

8.2.2 Drawings. The Contractor must submit a complete set of reproducible drawings for the final designs. The designs must be prepared on standard FAA “D” size sheets 36” by 24”. Prior to the start of work, the Contractor must coordinate with the Contracting Officer’s Representative (COR), for CADD standards to be used in the design document deliverable drawings. This coordination will include standard symbols library, naming conventions, layering schemes, standard fonts, database setup, standard title blocks, etc.

8.2.3 Arc Flash Hazard Analysis, Coordination Study and Short Circuit Analysis must be submitted, as required and in accordance with FAA Order JO 6950.27B (or current version) as part of the engineering design documents. The aforementioned analyses and study must be conducted using SKM, or other power system analysis software as specified and will be site specific. The electronic copy of the program files used for the site to perform the analysis/study must be supplied as part of the engineering design documents.

This Data Item Description (DID) provides the format and preparation instructions for the data product generated by the requirements defined in the task order(s).

8. DOCUMENT PREPARATION INSTRUCTIONS

8.1 General. a) Hard copy on 8.5” x 11” paper, as requested by the COR.

b) Soft copy MS Excel.

8.1.3 Project Schedules must be furnished in the following format:

a) Hard copy on 8.5” x 11” Portrait or Landscape, as requested by the COR.

b) Softcopy MS Project.

8.1.4 CADD drawings must be delivered in the following format:

a) Hard copy on drawing size “A”, “B” or “D”, as requested by the COR.

b) Softcopy provided in AutoCAD .dwg and .dxf

8.2 TASK DELIVERABLES

8.2.1 General - The Contractor must deliver the following:

a) Division 1 Specification deliverables per paragraphs 8.1.1, 8.1.2 and 8.1.3 above.

b) Power cut over and outage schedule.

c) Project Construction Schedule per paragraph 8.1.3 above.

d) Equipment Start-up test report.

e) Contractor Acceptance Inspection report. The CAI report found in Section-J, Attachment J.05.

f) Redlines/As-Built Drawings per paragraph 8.1.4 above.

g) Review and sign FAA Pre-Construction/Installation Environmental and Occupational Safety and Health Checklist.

Attachment J.9.

h) Attend Pre-Construction Conference and sign DOT F4220.3. Attachment J.10.

i) Comply with all current and future FAA Operational Risk Management requirements.

8.2.2 Delivery - The Contractor must be responsible for the delivery of documents required by this contract/task order requirement to the Contracting Officer or their designated representative.
