About this file
This is a Request for Information (RFI) and Responses document addressing 37 clarifications regarding a high-bay roof replacement and masonry wall repair project at Fermilab's Minos Service Building.
The project involves two phases: Phase 1 comprises a lump-sum masonry wall investigation and roof system scope, while Phase 2 consists of unit-price masonry repair work with quantities determined after field investigation. The roofing system is specified as a Sika Sarnafil adhered PVC membrane assembly (FM Assembly No. 461650-0-0) with R-30 minimum insulation (5.2 inches total, including 2.6-inch base layer and 2.6-inch tapered layer), 30-year total system labor and material warranty, and FM Approvals/RoofNav compliance. The anticipated Notice to Proceed date is approximately November 16, 2026, with a 140-calendar-day contract period. The bid bond requirement is 20 percent of the total proposed evaluation price, including lump-sum base items and extended unit-price totals. Key masonry work includes tuckpointing, brick replacement, coping stone resetting/replacement, through-wall flashing and membrane installation, weep/cavity restoration, and masonry joint/crack sealing. Approximately 125 matching 8x8 face bricks are available from the owner at no cost, with contractors responsible for furnishing any additional brick required. The roofing installer must be Sika-authorized with NRCA ProCertified Foreman credentials and five years' experience with the specified system. Masonry subcontractors must demonstrate documented successful performance on comparable projects. No retention will be held for the one-year leak detection test, but bidders must include pricing for testing until completion one year after initial testing. The building, constructed in 2004, has been tested for hazardous materials with results provided. Unforeseen metal deck repairs discovered after removal will be addressed through the change order process. Lightning rod reinstallation by qualified certified personnel is required in accordance with NFPA 780.

RFI # Question RESPONSE
Detail 3/A-02 identifies exterior-grade fire-treated wood blocking as part of the proposed roof assembly.
Please confirm whether the wood blocking shown is intended to be new blocking furnished and installed by the Contractor, or existing blocking to remain and be reused. If existing blocking is intended to remain, please confirm that replacement is required only where existing blocking is deteriorated, damaged, or otherwise unsuitable for the new roofing assembly.
Per the Detail 3/A-02 Sika Sarnaclad PVC scupper detail (Detail 1-5), the wood existing nailers can be retained if nailer is properly attached and If there is no visible damage/ deterioration.
The existing nailer may remain in place as long as it is installed correctly for new roof assembly as per manufacturers guidelines.
External grade fire treated wood blocking/nailer will be required if existing nailer is replaced.
The roof hatch detail requires removal of the existing 2'-0" x 8'-0" roof hatch and existing L5x3x1/4 frame, installation of new metal decking, and states “provide supplemental steel supports as required.” Please identify the required supplemental steel framing members, sizes, locations, connections, and attachment requirements necessary to support the new deck infill. Please also confirm that no other new structural steel framing is required as part of the project.
No supplemental steel is expected at the hatch opening, and the metal deck infill can be installed over existing roof framing.
During removal of the hatch, if interferences are identified requiring supplemental steel, subcontractor is to contact Construction Coordinator and Project Manager.
The Statement of Work, Section 2.0.B.1, indicates that the metal roof coping at the curtain wall parapet is to remain and be protected. The Project Manual indicates removal and replacement of roofing trim, fascia, gravel stops and coping. Please clarify the limits of existing coping to remain versus coping to be removed and replaced.
As stated in Statement of Work, existing coping at curtain wall parapets shall remain in place and be protected. All other roof edge metal associated with the roof replacement shall be removed and replaced per Section 076200 Sheet Metal Flashing and Trim and drawings.
Refer to Amendment 02- Revision 1 on revised Sheet A-01, Roof Plan dated 09/25/26 showing locations referring to Keynote A9 - Roof coping to remain and to be protected. Any deterioration or deformities must be communicated to Construction Coordinator and Project Manager before proceeding.
Sheet G-01 identifies RoofNav Assembly No. 213439-0-0 and FM Assembly No. 461650-0-0. Specification 075419 and the Statement of Work identify the Sika Sarnafil adhered assembly as RoofNav Assembly No.

Applicable to subcontracts that have design/build, delegated design, or construction management services requirements.
19 What quantity of brick is available for contractor to use? Refer to RFI #10 response 20 Will Fermilab provide a crane, or do we need to provide or own crane? Fermilab will not provide a crane.
Please confirm the masonry scope includes the entire exterior masonry wall, not just the area at the high bay roof.
Masonry wall repair scope includes the masonry wall in it's entirety. Please refer to drawings, sheet G-02 and Statement of Work.
Warranty term. For the roofing, the specifications call for a 30-year, 120 mph warranty, but plan sheet G- 02, Part 4, item E states 20 years. Please clarify which term governs.
Refer to RFI #5 response.
Please clarify the roof insulation requirements. Section 075419, 2.7, A., 5., a and b specifies a base layer of
2.6 inches and an upper layer of 2.6 inches (tapered). Is the intent that the upper or tapered layer has a
2.6 inch starting thickness? Also, is the required R-value an average of 30 or a minimum of 30?
Based on Specification section 075419, the roof insulation requirements are as follows:
The tapered insulation layer shall begin at a minimum thickness of 2.6 inches as defined in Section 075419, 2.7.A.5. The total required thermal resistance of the roof insulation assembly is a minimum R-30, not an average value. The tapered insulation layout must be configured such that the complete insulation assembly meets or exceeds R -30 at all locations on the roof.
Overflow scuppers. Depending on the answer to the insulation question, the new insulation package may bury the existing overflow scuppers. Based on their current locations directly below the existing coping caps, there may not be available height to raise them. How should the overflow scuppers be addressed?
Refer to sheet G-06, Detail C/A-14 for reference only showing the existing overflow scupper design. If additional insulation reduces the opening of the overflow scupper, this must be communicated to Construction Coordinator and Project Manager before proceeding. It is expected that the overflow scupper provide a minimum 3" x 12" wide overflow opening.
FM insured status. Is the building FM insured? This directly affects the required fastening and insulation adhesive patterns.
Fermilab is requiring that the roofing assembly meets FM Approvals/RoofNAVnumber 461650-0-0 and meet manufacturer requirements for assembly to meet wind load and design load requirements. Refer to project manual for more information.
Leak detection retention. The scope includes a leak detection system with a test performed after installation and again one year later. Will any retention be held for the year until the final test is performed?
Retention will not be held, however we are asking bidders to include a price for testing (as per spec) and this will be withheld until test is completed one year after initial testing. Refer to revised Price Proposal Form enclosed with Amendment 02.
Masonry Wall Repair Scope: The Price Proposal Form identifies Phase 1 as a lump-sum masonry wall investigation and Phase 2 as unit-price masonry repair work, with final quantities to be determined after the field investigation.
The SOW and drawings identify several potential repair conditions, including tuckpointing, brick replacement, coping stone resetting/replacement, through-wall flashing and membrane work, weep/cavity restoration, and masonry joint/crack sealing.
Please confirm whether the masonry unit-price items listed on the Price Proposal Form are intended to represent the complete pricing basis for Phase 2 masonry repair work.
If additional masonry-related work beyond the listed unit-price items is expected to be included in the proposal, please identify the required scope and pricing basis so all bidders can price the work consistently.
Refer to RFI #7 response.
Electrical Scope: The contract documents reference relocation and reinstallation of existing rooftop equipment and also identify existing electrical conduits located below the roof deck and within the deck flutes that require coordination during the roofing work.
Please clarify whether any specific electrical work is required as part of this project.
If electrical work is required, please identify the intended scope, including whether the contractor is expected to provide any of the following:
•Disconnect and reconnect of exisƟng rooŌop equipment;
•Temporary electrical power or temporary disconnects;
•ModificaƟon, relocaƟon, or replacement of exisƟng conduit or wiring;
•Electrical work associated with antennas, cameras, roof-mounted equipment, or other exisƟng systems;
•Any other Division 26 work required for compleƟon of the project.
If no separate electrical installation scope is intended and the electrical references are limited to protection and coordination with existing systems, please confirm.
As noted in #3 of General Notes for Drawing A-01, the subcontractor is responsible for locating any existing conduit locations in flutes of metal decking. Conduits must be located , coordinated, and marked on roofing materials prior to installation of any mechanical fasteners. Confirmation with Fermilab construction coordinator is required prior to installation of mechanical fasteners.
There is no existing rooftop equipment requiring electrical work. No separate electrical installation scope that is part of this contract other than installer requirements for lightning rod reinstallation.
Lightning Rod reinstallation: : Addendum 02 -Revision 01- sheet A-01 - keynote A11 is revised to state:
EXISTING LIGHTNING ROD TO REMAIN. PRIOR TO REMOVAL, THE SUBCONTRACTOR SHALL DOCUMENT EXISTING CONDITIONS.
PROVIDE REMOVAL, TEMPORARY PROTECTION, REINSTALLATION, ADJUSTMENT, AND CERTIFICATION OF THE EXISTING LIGHTNING PROTECTION SYSTEM BY A QUALIFIED LIGHTNING PROTECTION SUBCONTRACTOR. THE LIGHTNING PROTECTION SUBCONTRACTOR SHALL EMPLOY PERSONNEL CERTIFIED BY THE LIGHTNING PROTECTION INSTITUTE (LPI) AS A MASTER INSTALLER OR MASTER INSTALLER/DESIGNER, OR BE A UL LISTED LIGHTNING PROTECTION SYSTEM INSTALLER.
REINSTALLATION OF LIGHTNING ROD SHALL BE IN ACCORDANCE WITH NFPA 780 AND UL 96A. PROVIDE FINAL INSPECTION AND
CERTIFICATION DOCUMENTATION AT PROJECT COMPLETION.
Unforeseen metal deck repair pricing: Please clarify the pricing basis for unforeseen metal roof deck repairs discovered after removal of the existing roofing system. Should bidders include an assumed allowance or quantity in the base bid, or will unforeseen deck repairs be addressed separately after existing conditions are exposed?
Refer to RFI #2 response.
Please clarify the required extent of masonry wall dismantling during the Phase 1 scope investigation. Is the contractor required to open only one location at the highest point of the wall, or should multiple exploratory openings be included to investigate coping, flashing, membrane, cavity, and drainage conditions?
The investigative area is at the highest point of the wall above the high bay area. No other areas are expected to be opened unless investigation deems additional areas to be tested. Please include in your estimate a fee for multiple openings.
Please provide the anticipated size and number of masonry/coping exploratory openings to be included in the lump-sum investigation price. The documents require investigation of concealed conditions but do not establish a defined quantity.
Refer to RFI #30 response.
Following exploratory demolition, should the contractor fully reconstruct the opened masonry/coping condition during Phase 1, or only provide temporary weatherproofing until FFDG approves the permanent repair approach? The SOW states that opened portions must be weather-tight at completion of the investigation.
Bidders to provide a price for Phase 1 investigation showing that closing of investigation areas are permanent and weather-tight.
Please confirm whether the contractor should assume full-height/full-length scaffold access along the entire curved masonry wall for the duration of the repair work, or whether localized lifts/scaffolding are acceptable.
The contract documents do not dictate the contractor’s means and methods for accessing the curved masonry wall. Either full-height scaffolding or localized lifts/scaffolding may be used at the contractor’s discretion, provided the selected approach allows the work to meet all specified performance, safety, and quality requirements.
The design intent requires that the masonry repair be completed in accordance with the drawings and specifications; however, the contractor is responsible for determining the appropriate temporary access systems and construction sequencing necessary to achieve this.
Please confirm that exploratory masonry/coping removal, investigation, temporary weatherproofing, documentation, and preparation of the repair approach are included in the lump-sum Phase 1 investigation price, while permanent repairs identified after investigation will be paid under the applicable unit-price items.
Confirmed.
Are we responsible for any third-party testing associated with the phase 1 investigation? Engineers - Simpson Gumpertz and Heger (SGH) have been contracted by FFDG to provide investigation services for wall repair.
Their scope of work is to work with Subcontractor and FFDG to investigate the wall repair. SGH will assess, report findings and recommendations for the observed brick veneer on cmu wall (exterior wall) deterioration and water infiltration issues at the Minos Service Building.
If any additional third party testing is required, Subcontractor must include this in their Phase I investigation price.
Can you explain the scope of work behind item 003-G? Is this at existing control/expansion joints? It is expected that any Masonry Joint/ Crack injection and sealing: Deep-fill sealant or specialized elastometric joint sealant at coping/ wall stress points will occur at existing locations. There may be additional locations/ quantities and factors determined after field investigation and this will be field verified jointly by the Subcontractor, SGH and FFDG.
The contract documents identify the new high-bay roofing system as a Sika Sarnafil adhered PVC assembly and require the roofing installer to be an authorized Sika Sarnafil applicator. The roofing specification also references the possibility of approved equal products meeting the specified performance requirements.
Please confirm whether a Johns Manville roofing system meeting the specified membrane thickness, FM RoofNav, wind-uplift, warranty, and other performance requirements would be considered an acceptable substitute for the specified Sika Sarnafil system.
If substitutions are permitted, please also confirm whether the Sika Authorized Applicator qualification requirement would be waived or replaced by the applicable Johns Manville installer qualification requirements for the substituted system.
Substitution of the specified PVC roofing system by another roofing manufacturer is not permitted. Refer to the revisions to Section 075419 Polyvinyl-Chloride (PVC) Roofing (pg. 7 of the Section 075419 document) with Amendment 02.
