The solicitation is restricted to small business concerns that are independently owned and operated, not dominant in their field of operation, and meet the applicable size standards. Any offers received from non-small business concerns will be rejected as nonresponsive, and any resulting award must be made to a small business concern. Under section (c), small business concerns submitting offers must furnish end items manufactured or produced by small business concerns within the United States or its outlying areas, except when the subcontract value does not exceed $25,000, in which case products from any domestic concern are acceptable. This requirement does not apply to construction or service subcontracts. The principal North American Industry Classification System (NAICS) code for this procurement is 236220.
