About this file
This is a General Conditions cost breakout template required for submission with the Schedule of Values on a federal construction contract. The document establishes mandatory cost categories and allocation requirements for a renovation project at the James H. Quillen VA Medical Center in Mountain Home, Tennessee, specifically for the renovation of Building 204 for Cath Lab II. Per VAAR 852.243-70, the template restricts how contractors may classify overhead and fee percentages, requiring that certain costs be absorbed within these percentages rather than claimed separately.
The breakout template organizes General Conditions costs into three primary categories: Project Management (including superintendent, safety manager, schedulers, quality assurance personnel, project managers, and support staff), Bonds and Insurance (builder's risk insurance, general liability insurance, and security/payment/performance bonds), and Site Conditions (encompassing temporary utilities, infrastructure, site protection, safety measures, security, documentation, and restoration activities). The template provides line items for each cost component with corresponding value fields, all currently populated at zero dollars, requiring contractors to complete actual cost estimates during bid preparation. This structured approach ensures transparent cost allocation and compliance with federal contracting requirements while preventing duplicate cost recovery across overhead, fees, and direct charges.

| GENERAL CONDITIONS BREAKOUT | ||
| When entering a line item for General Conditions costs on Schedule of Values, a breakout of the General Conditions costs must be provided. Per VAAR 852.243-70 Construction Contract Changes-Supplement, paragraph (c)(1), the following contractual restrictions apply: Overhead and Contractor's fee percentages shall be considered to include insurance other than mentioned herein, field and office supervisors and assistants, security police, use of small tools, incidental job burdens, and general home office expenses and no separate allowance will be made. Assistants to office supervisors include all clerical, stenographic and general office help. Incidental job burdens include, but are not necessarily limited to, office equipment and supplies, temporary toilets, telephone and conformance to OSHA requirements. Items such as, but not necessarily limited to, review and coordination, estimating and expediting relative to contract changes are associated with field and office supervision and are considered to be included in the Contractor's overhead and/or fee percentage. | ||
