001 Part I, Section B
7 of
Item No
The Government answered Question #37 submitted on 12/14/2015 in the following manner: “Will not provide detailed travel information as this information will not be included in the evaluation.” However, the answer to Question #8 submitted on 12/14/2015 was answered in the following manner:
“Propose pricing for Travel CLINs. However, the Travel CLINs (0007, 1007, 2007, 3007, and 4007) will be excluded in the Total Evaluated Price.” Request the Government provide a plug number for CLINs 007, 1007, 2007, 3007 and 4007 since detailed travel information was not provided.
The US Government (USG) will not provide plug numbers in this section.
The offerors should provide an estimate based on the information provided in question 037.
4-8 Scheduled trips per month.
Single SME (additional 2- 14 unscheduled trips per
mo) This estimate will just not be evaluated in the Total Evaluated Price
(TEP).
002 Part I, Section B
The Government has not identified a CLIN for Other Direct Costs (ODCs). Is it the government’s intention for ODCs to be included in labor CLINs?
It is a business decision for the offeror to decide where ODC fits best.
003 PWS 4.0 13 of
4.2.1 The Government’s answer to Question #38
submitted on 12/14/2015 stated: “…The SADL radio is only piece of equipment that requires calibration. (Calibration equipment not currently part of GFE)” Is the Contractor required to provide/purchase the calibration equipment for the SADL radio?
Government provides no calibration equipment for SADL, beyond lab equipment currently used for replicating and troubleshooting issues in the field.

5.5.4.1 The Government’s answer to Question #43
indicates that the Safety and Health Plan is required to be submitted prior to contract award. Request the Government answer the following questions: In which Volume is the Safety and Health Plan to be included, Volume I or Volume II? Are there page limits to the Safety and Health Plan? Is the Safety and Health Plan evaluated? If so, request Section M be modified to include the evaluation criteria of the Safety and Health Plan.
Safety and Health Plan will be submitted separate from proposal volumes. Safety and Health Plan is not due at time of proposal and will not be evaluated as part of proposal. Government only requires Safety and Health Plan be provided before contract award. Safety and Health Plan has no page limit.

6.2.1 The Government’s answer to Question #46
addresses the controls that the Contractor SHALL implement. Request the Government provide the CURRENT Contractor implemented controls that are being performed by the legacy incumbent contract on the Pocket J systems(s).
Government deems providing security posture for system not in best interest.

4.3 What exactly are the Contractor Repair (Non
Expendable) items (excluding MILSTRIP)?
These items will be those not included in Appendices E and G. For example, the

KG-250 would be one in that it’s typically more advantageous to repair than replace from Government perspective.
Government will (to some degree) depend on Contractor to assess minimum costs to Government in decisions to expend or repair items.
Contractor will be incentivized through CPAR ratings.

4.3.3 Are all of the LRUs listed in Appendix E
MILSTRIP repair?
At this time, yes.

4.2.5 The Government’s answer to Question #26
states: “See the attached Technical Orders.”
Appendix C lists the titles of Technical Orders not the actual Technical Orders themselves.
Request the Government provide the full Technical Orders.
Amendment 0003 has been placed in FBO with this attached in Section J.
