4.1.2 The PWS states “Services will also be

provided at contractor’s facility capable of hosting a fixed and remote element.”

Please define fixed and remote element.

There are 3 fixed elements (FE) and 36 remote elements (RE).

The 36 REs provide and receive datalink data from the FEs. The REs host the radios that communicate with the aircraft.

The equipment mentioned in PWS para 4.1.2 is the RE and FE that is provided as lab equipment. TOs and training material have been provided.

015 PWS 4.0 15 of

4.3 The PWS states “The Contractor shall

provide management of and secure storage space for GFE that will be provided under this contract.” The Government does not provide any specifications for the space. Please provide historical data indicating:

how large the secure storage space needs to be

Infrastructure systems that are required

Security/access systems required

What level of classification does it require

Cryptographic Controlled Items (CCI) GFE will fit in 5ftx5ft space and will be unkeyed

Remainder can be stored in roughly a 24 feet x 24 feet space.

4.3 The PWS states “The Contractor shall

provide management of and secure storage space for GFE that will be provided under this contract.”

The Government does not indicate where the bidder should place costs for the secure storage space. Please provide cost/price direction for the secure storage space ODC(s). What Section B Item should these costs be placed?

Cost and Price Direct for ODCs is a business decision.

Therefore, the Government will not make this determination.

4.4

The PWS states “The Contractor shall furnish, repair, replace, or provide new components, equipment, and materials that shall conform to Government-approved baseline specification.” Please provide historical data as to the cost of the components, equipment, and materials. This solicitation is a small business set aside and the outlay of funds for purchases prior to reimbursement by the Government needs to be known.

Funds for the purchase of GFE will be provided on a cost-reimbursable basis. This para has moved to PWS 4.0.

Please see the GFP Attachment for the list of equipment.

4.2.1 4.2.1 Tasks indicates “The Contractor shall provide the necessary labor, materials, facilities and equipment required to analyze, assess IA vulnerabilities, troubleshoot, repair, overhaul, integrate and test Pocket J assemblies, parts and the Pocket J Software that is maintained or repaired under this contract. These services also include alignment, adjustment, calibration, testing, movement (shipping), storage and reporting status related services to the repair and return of parts to the user.”

The contractor clearly manages GFE as a component of this contract.

What items does the contractor procure parts on behalf of the Government? Or, manage them once they have been delivered to the Pocket J program?

A combination. Historically, the contractor is allotted a sum of money for purchase of consumable materials and for repair of broken equipment. If equipment is not economical to repair or becomes an obsolescence issue, Government can elect to negotiate purchase of replenishment equipment/spares.

Yes, cost breakdowns for Engineering Change Proposals are required whenever ECPs are submitted. However, there is not list of ECPs at this time and no pricing is needed for the initial proposal.

Will the government provide specific requirements for each option year period CLIN or change CLINs 1011, 2011, 3011, 4011 to TBD dependent on block cycle upgrade change requests?

The requirement to conduct the upgrade in the base year has been removed. Future Block Cycle Upgrade requests will be negotiated under this CLIN, was changed to To Be Determined (TBD) via RFP Amendment -0001.

It is our understanding that Best Value is an actual evaluation and procurement methodology that is separate from LPTA. The use of “best value” conflicts with the LPTA source selection criteria.

Will the Government please confirm if “best value” was inadvertently used in paragraph 1 and FAR 15.101-2 LPTA will govern the source selection process?

Will the Government provide further definition of appropriate CLINs for the delivery of consumable/expendable GFE if the contractor is responsible for maintaining sufficient inventory levels under this PWS requirement? There also appears to be an incomplete sentence at the end of Paragraph

regarding the maintaining of inventory levels related to this PWS paragraph?

The first sentence of

4.3.1 references shipping replacement parts to the remote elements.

GFE consumable items (non-repairable) are reimbursable under CLIN 0015. Price will be negotiated at time task order is issued.

Incomplete sentence within para 4.3.1 has been removed entirely.

X002 RFP, PWS 15 4.3.2 PWS paragraph 4.3.2 references the supply of contractor repaired items. How does this PWS element for contract repair services differ from PWS Section 4.17 and associated CLIN X014 or X007.

There are some items the contractor may deem repairable at their facility (para 4.17) and some items will have to be shipped to OEM or other facility for repair (para 4.3.2).

Will the Government further detail appropriate repair CLIN for Contractor repaired items?

Contractor repair items will be repaired under CLIN 0014. Cost to be negotiated later.

X003 RFP, PWS 15 4.4 PWS paragraph 4.4 describes general work requirements to furnish, repair, replace, or procurement of new components, equipment and materials. How does this CLIN and referenced paragraph differ from delivery of components, equipment, and materials referenced under CLIN X015 PWS Paragraph 4.3.1? X006 RFP, PWS 16 4.6.1 Please confirm that all contractor furnished equipment (CFE) necessary to maintain adequate spare part levels is reimbursable under CLIN X006 at the time of purchase by Contractor. Also, does Appendix G indicate the required quantities necessary to ensure adequate sparing of the system?

PWS appendix G is a list of consumables on hand with the current contractor, not a list of recommended quantity levels.

Contractor furnished property will be reimbursed under CLINs 0002 and 0015.

X011 RFP, PWS 29 8.1.1a PWS 8.1.1 requires the upgrade of the Remote Crypto Management System (RCMS) to Window's 7. Would the Government consider alternate approaches to upgrading the RCMS to Windows 7 Professional in lieu of purchasing new RCMS units from the OEM?

Yes, Government would consider alternate approaches to remove Win XP from RCMS NOTE: previous PWS version listed the change of RCMS to Win 7.

8.1.1b was deleted in current version of PWS.

Current API was developed by Engility.

Pocket J PMO (Gov't) currently does not have an API to interface with the JRE v5.3.14

There is no requirement for a 2 week training class.
