| Paragraph 1 states “…and also provides the best value to the Government based on the results of the evaluation described in paragraph 2 below.” |
It is our understanding that Best Value is an actual evaluation and procurement methodology that is separate from LPTA. The use of “best value” conflicts with the LPTA source selection criteria. Will the Government please confirm if “best value” was inadvertently used in paragraph 1 and FAR 15.101-2 LPTA will govern the source selection process?
Change has been made.
Correction: A LPTA is still considered a type of best value; therefore, nothing should change in section M. DOD procedures state that there are two types of best values, LPTA and a tradeoff.

| As Section 8 of the PWS makes no mention of specific requirements for block cycle upgrades in the out years, should CLINs 1011, 2011, 3011 & 4011 be marked Reserved? |
| These CLINs will be changed to CPFF. |
Correction: These CLINs will be changed to ‘To Be Determined’ (TBD).
| The amendment did not replace Schedule B in its entirety; it only updated the CLINs series that changed (x011, x012, and x015). Can the KO provide instructions or an updated Section L, specifying how we should present the new CLIN schedule in the proposal, considering the CLINs are now split between 2 documents (solicitation and amendment 01)? I would assume the KO would request that we complete the solicitation (page 1-91), with an “X” over CLIN series 11, 12, & 12. After the initial solicitation, we would attach a signed copy of amendment 01, which would contain the pricing for the updated CLINs (11, 12, and 15). |
| The contractor should not provide any pricing for CLINs X011 or X012. For CLINs X015, the contractor should be their cost estimates; however, that price will not be included in the evaluated price for this effort. The contractor could provide the cost in the original RFP for CLINs X015 or in Amendment 0001. Both the original RFP and the amendment should be signed when submitting their proposal. |
