Questions
| # | RFP Section | PAGE # | PARA # | Questions to the Government | Government Responses |
| 1 | GENERAL QUESTION | N/A | N/A | The extension to 16 December is insufficient to price this effort given that the government responses have created even more questions (presented below) and given that the government will not be providing the software source code and related software documents (which are significant cost drivers for this pricing proposal) until the 9th of December. In order to decrease the programmatic/procurement risk associated with this FFP LPTA, the contractor recommends an extension to January 16th. | Proposal deadline has been extended to 6 Jan 2017. |
| 2 | GENERAL QUESTION | N/A | N/A | Given that the government only requires offerors to submit updated pricing (only submitting a new pricing proposal; no technical proposal) upon what basis will the government determine that an offeror's pricing proposal fully meets the PWS 8.1 BCU requirements and is fully compliant with government programmatic and techncial criteria? | Technical capabilities have already been reviewed for acceptability. It is the Government's position that no additional technical review is needed for the BCU. Only pricing remains to be evaluated. |
| 3 | Governments response to contractor question 1 | N/A | N/A | The Government's answer to the contractor's question is incomplete and appears to be cut off (excel cell was not fully open so the answer appears cut off and incomplete). Please supply the complete answer. | Concur. Government will correct the Excel spreadsheet and attach again. |
| 4 | Governments response to contractor question 1 | N/A | N/A | The Government response to contractor question 1 indicates "Example: Year 1 should be proposed for a start in the first year with performance to include ALL actions." Although the remainder of the provided answer is cut off, it appears the Government wants costs associated with the identified BCU completely included in year 1. |
a) Please clarify if that is the Government's request.
| b) Please provide the additional 1067s that the contractor is required to bid / perform in the Option Years, based on implications from the Government's requests to include BCC pricing for out-years ("i.e., what does the contractor bid for Option Years 1-4). | Bids for the existing appx J 1067s are all that are needed for this proposal. Additional 1067 s will require contract modification and negotiation. | |||||
| 5 | Governments response to contractor question 4 | N/A | N/A | Please confirm that by "contractor is expected to submit a new cost proposal", the Government only expects offerors to submit a Volume I as defined in the updated Section L provided with Amendment 5. | Yes. | |
| 6 | Governments response to contractor question 7 | N/A | N/A | The following Contractor Questions refer to the below government-identified Pocket J software modules that are to be maintained by the Pocket J support contractor: |

| 6.A | As it relates to the software packages identified in 6 above | N/A | N/A | For each software package listed above in item 6, is the software package MS Windows 10 compatible | PMO assumes it isn't compatible with Win10 since it was written at least 10yrs prior to release of Win10. |
| 6.B | as it relates to the software packages identified in 6 above | N/A | N/A | For each software package listed above in item 6, will the government supply source code for any of the software packages. | Much of the software is OEM source, freeware, of licensed per response to question #6 |
| 6.C | as it relates to the software packages identified in 6 above | N/A | N/A | For each software package listed above in item 6, what software packages are the contractors responsible to modify, change, enhance to meet the PWS para 8.1 BCU requirements. | PMO is only aware of REMS s/w requiring changes to meet the requirements in the BCU (A) Modify Pocket J FE Dashboard. |
| 7 | Governments response to contractor question 7 | N/A | N/A | The government's answer only mentioned Source Code for the FE Dashboard would be provided. Will the Government also be providing the necessary software development environment (compilers, make files, third party libraries, etc.) to generate accurate FFP costs? | see response to qustion #6 |
| 8 | Governments response to contractor question 7 and Item F in Appendix J to the PWS | N/A | N/A | In Appendix J Item F of the Pocket J PWS, the Government requires the contractor to "Upgrade Pocket J to Windows 10 OS, integrate the latest TDL s/w". |
(A) Based on the current Pocket J TDL software (which is JRE); Is the Government expecting the contractor to include in their Cost Proposal the price of integrating the latest TDL software (which is JRE Version 6.x) so that it operates under Windows 10 ?
(B) Will the Government be providing the contractor with an updated Pocket J API (which is already updated to interface with JRE S/W Version 6.X) ? If not, is the Government expecting the contractor to provide a price within their cost proposal for updating the Pocket J API (to interface with JRE S/W Version 6.X) and all associated software documentation. (NOTE: to do this pricing effort, the contractor requires all Pocket J API source code and software documentation).
JRE v6.x will come compatible with Win10
Pocket J to JRE API is proprietary to Engility
Item (F) ":Upgrade Pocket J to Windows 10 OS, integrate the latest TDL s/w." The Gov't will move Pocket J to SPIDR s/w as soon as possible. The winning vendor will be expected to integrate SPIDR into Pocket J. SPIDR source code will not be provided. SPIDR is already on Win 10.
| 9 | Governments response to contractor question 7 | N/A | N/A | What software currently running on the Pocket J system (FE Dashboard, RCMS, JRE, etc.) will the contractor be responsible for maintaining? | See attached Pocket j v2.3.1 SSP. Please provide clarity on what is meant by "maintaining" in this question. |
| 10 | Governments response to contractor question 7 | N/A | N/A | What software source code will the government be releasing on 9 December? | Provided the REMS s/w source code |
| 11 | Governments response to contractor question 7 | N/A | N/A | Will the government provide Window 10 compatible versions of Pocket-J software that is not identified as being maintained by the contractor, or is it the contractors responsibility to purchase sufficient software/licenses to complete the proposed BCC? | See attached Pocket J v2.3.1 SSP. Win 10 licenses will need to be purchased |
| 12 | Governments response to contractor question 7 | N/A | N/A | The government's answer to question 7 only lists the releasing of software source code on 9 December. When will the government release all of the software source code related documentation for software that the contractor is responsible for maintaining (TRD, SSP H/W, SPP S/W, SVDD, ICD and drawings)? | SSP S/W and SSP H/W are attached. Other requested documents are not available. |
| 13 | Governments response to contractor question 8 | N/A | N/A | For pricing purposes, please clarify if "**Kelly, Otis, Seymour Johnson, Ellsworth, and Grand Folks" requires hardware and/or infrastructure to finalized TADL WAN implementation. | Government has already provided all pertinent information in its posession. The Pocket J PMO did not have the TDL WAN upgrade contract. PJ PMO has limited visibility in what was/was not accomplished. |
| 14 | Governments response to contractor question 8 | N/A | N/A | For pricing purposes, please clarify if "**Atlantic City, Portland, Fresno, McEntire, Barnes, Bangor, Toledo, Duluth, Milwaukee, and Kingsley" requires hardware and/or infrastructure to finalized TADL WAN implementation. | Government has already provided all pertinent information in its posession. The Pocket J PMO did not have the TDL WAN upgrade contract. PJ PMO has limited visibility in what was/was not accomplished. |
| 15 | Governments response to contractor question 8 | N/A | N/A | Will the contractor or the local sites be responsible for ensuring the appropriate network circuits are installed/available/operational? | DISA is primarily responsible for the circuits (some are commercially owned). If connectivity is lost between local site and Air Defense Sector, the winning company is expected to coordinate with DISA and the local base as needed to restoret eh circuit. |
| 16 | Governments response to contractor question 9 | N/A | N/A | Since this is a FFP cost proposal and is evaluated based upon LPTA pricing evaluation standards, the contractor requests specific information on the site by site exceptions for PRC-117 antenna/cabling removal in order to clearly and completely price the required FFP work for the government. | Price as though removal would be accomplished at each site |
| 17 | Governments response to contractor question 12 | N/A | N/A | The government's response of "8-12" trips per month for Unscheduled Maintenance creates a potential variance of 50% differences in contractor pricing if one bids 8 trips vs another contractor bidding 12 trips (all other pricing elements being equal. This response does not lend itself to FFP LPTA pricing since both offerors would be responding properly based upon government specified requirements and yet the contractor who bid 8 trips would be in a pricing advantage. Please correct or clarify. | Use 10 trips per mo as baseline for pricing |
| 18 | Governments response to questions 4 & 14. | N/A | N/A | The governments response to question 4 indicates offerors are not to submit pricing for CLIN 0007. The Governments response to question 14 indicates offerors are to include pricing (although it will not be used in the TEP). Please clarify. | Government requests pricing information for CLIN X007, however, pricing for this CLIN will not be included in the evaluation of proposals. |
| 19 | Governments response to questions 11 | N/A | N/A | The governments response to question 11 indetified the Dell M4600 and M4700 would be solutions but the Dell website clearly states that Dell will not be supplying Windows 10 drivers for this products. Based upon the Dell response, will the government must therefore accept the risk of proposing this workstation solution. | According to http://www.dell.com/support/article/us/en/19/SLN302709/en the M4700 has been tesed for upgrade to WIn10 and drivers have been updated. The system spares are Dell M4800. If there are any M4600 remaining in the system they can be replaced with the M4800s. The Gov't accepts the risk. (I can't actually say that) WH |
