About this file
This document is an addendum to FAR clause 52.212-2, establishing the evaluation criteria and approach for commercial products and commercial services procurements. The Government will award a purchase order to the responsible quoter whose conforming quotation provides the most advantage to the Government based on price and other factors. All quotations must meet the minimum solicitation requirements, and the Government will not accept alternate quotations.
The evaluation will use three factors: Technical, Past Performance, and Price, assessed through a comparative evaluation process where quotations are compared against one another rather than to a fixed standard. The Technical factor evaluates quotations based on the extent to which they meet or exceed Government requirements as outlined in the solicitation and instructions to quoters. The Past Performance factor assesses relative risks associated with a quoter's likelihood of success by examining contracting officer knowledge, customer surveys, past performance questionnaire replies, and Contractor Performance Assessment Reporting System (CPARS) records, or other reasonable basis. The Price factor is calculated by adding the total of all line item prices. The Government reserves the right to select a quotation other than the lowest price that provides additional benefits and may select quotations that exceed minimum requirements.
