AFRL/RDKT – KIRTLAND AFB, NEW MEXICO EVALUATION ADDENDUM
FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the lowest price technically acceptable.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
ADDENDUM TO FAR 52.212-2, Evaluation – Commercial Products and Commercial Services
1.0 INTRODUCTION
This section defines the criteria the Government will consider in its evaluation of an offeror’s quotation submitted for the Phillips Research Site Technical Library Services 2.0 (PRS-TLS 2.0) acquisition. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This is a 100% 8(a) small business set-aside competitive acquisition. The applicable NAICS is 519210, Size Standard $21M. PSC Code R605. The Defense Priorities and Allocation System (DPAS) assignment is: Unrated.
The Government’s intent is to award a contract resulting from this solicitation to the responsible offeror whose quotation represents the lowest price technically acceptable. Award may be made without discussions with the offeror(s). The Government intends to award one contract, or to not award any contracts, depending on the quality of quotations submitted and availability of funds. No partial awards will be made. The offeror’s quotation shall be composed of the completed Technical and Request for Quotation & Contract Documentation volumes. Responses to any additional information requests from the Government will also be evaluated.

1.1 Compliance with Terms and Conditions
Offerors are cautioned to submit sufficient information in the format specified in the quotation preparation instructions located in FAR 52.212-1, Instructions to Offerors -- Commercial Products and Commercial Services and addendum. Failure to comply with the terms and conditions of the solicitation may result in the offeror being removed from consideration for award.
Offerors must clearly identify any exception to the solicitation’s terms and conditions and provide complete accompanying rationale in appropriate volumes in addition to the Contract Documentation volume.
2.0 BASIS FOR AWARD
This acquisition is a competitive acquisition using Simplified Acquisition Procedures in accordance with FAR Part 13 and will result in a commercial contract in accordance with FAR Part 12. Award will be made to the offeror whose quotation is deemed the lowest price technically acceptable to the Government and who is deemed responsible in accordance with FAR Subpart 9.1 and whose quotation conforms to the solicitation requirements.
The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by FAR 52.212-1, Instruction to Offerors – Commercial Products and Commercial Services and addendum. While the Government Evaluation Team will strive for maximum objectivity, the evaluation process, by its nature, is subjective, therefore; professional judgment is implicit throughout the entire process. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.
3.0 EVALUATION FACTORS FOR AWARD
Award will be made to the offeror whose quotation is evaluated as the Lowest Price Technically Acceptable to the Government. The Government will evaluate quotations based upon the following factors:
· Factor 1: Technical
· Sub-factor 1: Key Positions/Staffing Plan
· Sub-factor 2: Management Approach
· Factor 2: Price
3.1 Evaluation of Factors
3.1.1 In arriving at the award decision, the Government will do the following:
Step 1: Evaluate all quotations for responsiveness.
Step 2: List all responsive quotations based upon offeror’s Total Evaluated Price (TEP). Step 3: Evaluate lowest price offeror’s technical acceptability. If technically acceptable, the Government will move to step four. If not technically acceptable, the Government will evaluate the next lowest priced offer.
Step 4: Make an award decision based on technical acceptability and a determination that the price is fair, reasonable, and not unbalanced.
3.2 Factor 1: Technical
Each offeror’s technical quotation shall be evaluated, based on the sub-factors below to determine the offeror:
(a) meets the minimum requirements of the Performance Work Statement (PWS); and
(b) demonstrates a thorough knowledge, understanding, and approach to meeting those PWS requirements.
Technical quotations will be rated in accordance with Table 1 below:

3.2.1 Sub-factor One: Key PositionsKey Positions/ Staffing Plan
The Government will evaluate the Key Positions/Staffing Plan resumes provided by each offeror against the minimum requirements identified in Table 3.2.1 below and will assign a rating in accordance with the definitions in Table 1. Minimum Qualifications outlines the specific qualifications the Government anticipates will be required to perform on this effort. To demonstrate the offerors approach to meeting the requirements of each skill set, offerors shall submit Resumes without individual’s names for each position. Resumes shall have sufficient documentation to substantiate and validate the qualifications of the key personnel identified and outlined in Table
5.3 under Attachment 6 52.212-1 Instructions to Offerors. This sub-factor is met when the offeror provides adequate Key Positions/ Staffing Plan resumes for each position meeting the minimum requirements documented in 5.3 Table 5.3 under Attachment 6 52.212-1 Instructions to Offerors. No elaborate formatting, binding, detailed artwork, or other embellishments are necessary or desired in the Key Positions/ Staffing Planresume.

3.2.2 Sub-factor Two: Management Approach
The Government will evaluate the quoted management approach and will assign a rating in accordance with the definitions in Table 1. The offeror shall submit a Quality Control Plan in accordance with PWS 3.1.5. The Quality Control Plan shall demonstrate the offeror’s understanding and approach for the sections and specifics described in the PWS. At a minimum, the Quality Control Plan shall address all aspects of PWS 3.1.5 through 3.1.5.4. The offeror’s quotation shall also discuss the program management approach that shall address, at a minimum, all aspects of PWS sections 3.1.1, 3.1.2, 3.1.4, and 3.1.6. The offeror shall include a narrative description of the technical approach or methods the offeror will employ to accomplish contractual tasks and projects, and describe the staffing required for proper accomplishment of each contractual task by skill type, skill level, and number of personnel.
3.2.3 Technical Ratings
One technical rating will be assigned to each technical sub-factor. In order for a technical volume to be considered acceptable, the offeror must receive an acceptable rating for each sub-factor.
3.3 Factor 2: Price
3.3.1 Price Evaluation: Quotations that received acceptable ratings for Factor 1 will be evaluated to determine if the quoted prices are reasonable and balanced. The Total Evaluated Price (TEP) consists of the base year and the four option years. Additionally, the 6-month extension in accordance with FAR clause 52.217-8, Option to Extend Services, is also considered part of this overall evaluation. The sum of the FFP effort CLINs, Subscriptions CLINs, and Books CLIN(s) for the Base Period and for each Option Period will be included as part of the Offeror’s TEP. New Mexico Gross Receipts Tax (NMGRT) may be applied to all CLINs EXCEPT the Government Book CLINs, where NMGRT has already been applied.
Quoted prices for all contract periods will be evaluated for reasonableness, which may be determined based on prices submitted by the competition, historical pricing, current market conditions, comparison to similar services in the industry, the Independent Government Estimate or and/or any reasonable basis in accordance with FAR 13.106-3(a). The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate price reasonableness.
Quotations will be evaluated for unbalanced pricing. Unbalanced pricing exists when, despite an acceptable Total Evaluated Price, the price of one or more contract line items or subline item(s) appear to be significantly overstated or understated as indicated by the application of price analysis techniques. An offeror’s quotation may be rejected if the CO determines the lack of balance poses an unacceptable risk to the Government.
If the quotation analysis techniques listed above are insufficient to make a determination of price reasonableness, or if the CO determines that adequate price competition no longer exists, the CO may request submission of other than certified cost or pricing data and may use other quotation analysis techniques as described in FAR 13.106-3(a), to the extent necessary, in order to make a determination of price reasonableness.
The contract will include FAR clause 52.217-8, Option to Extend Services with the potential to extend the contract an additional 6 months beyond the awarded contract performance period. The pricing for the 6-month extension will be evaluated at time of award. In the event the Government requires continued performance, the Government’s evaluation of quoted prices will be considered fair and reasonable as applied to an extension of services. Should an extension of services be required, the rates will only be adjusted as a result of revisions to applicable prevailing Department of Labor wage rates. Evaluating the option CLINs does not obligate the Government to exercise options.
3.3.2 Prime offerors are permitted to propose whatever mix (prime vs. subcontractor) they choose provided the offeror meets the requirements of FAR 52.219-14 Limitations on Subcontracting. To meet the requirements of FAR 52.219-14, the offeror must meet the required 50% percentage. The offeror shall provide a table indicating which positions will be held by prime contractor employees and subcontractor employees and provide the percentage of work each will perform over the life of the contract (base, four option years, and 6-month extension).
3.4 SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being deemed ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale in the cover letter located in the Request for Quotation and Contract Documentation volume (Vol. III).
