Government Response

1 Attachment 7 3.2.2 Subfactor Two

The government removed the following language from Attachment 7 “the offeror shall include a narrative description of the technical approach or methods the offeror will employ to accomplish contractual tasks and projects, and describe the staffing required for proper accomplishment of each contractual task by skill type, skill level, and number of personnel”. However, this language still appears in Attachment 6 under section 5.4. Can the government please clarify if a technical narrative is still required or if this language should also be omitted from Attachment 6?

The following sentence has been removed from Attachment 6, section 5.4. "The offeror shall include a narrative description of the technical approach or methods the offeror will employ to accomplish contractual tasks and projects for proper accomplishment of each contractual task by skill type, skill level, and number of personnel.

We have reached out to all of the vendors identified for the subscription CLIN as stated in the PWS. Only 50% provided rates, the remainder refused to provide rates without a direct association without a commitment for a client on a contract. For this reason, the FFP Subscription CLIN cannot be accurately priced by any offeror other than the incumbent, giving them an unfair advantage. Would the government please provide a set number for the Subscription CLIN to ensure fair opportunity for all offerors?
