Statement of Work

Design-Build Task Order Revision 3 (30 Oct) 09

PROJECT: WWYK070244 RENOVATE CENTER PORTION B2122

1. SCOPE OF WORK

1.1 GENERAL

1.1.1 Conventional Design-Build services shall be required for this Task Order. The work to be performed under the terms of this Task Order consists of furnishing all personnel, labor, equipment, tools, materials, plant, transportation, supervision, testing services, quality control, and other items and services necessary to design, manage, and accomplish the renovation of the Services Office areas located at column lines B-D, 26-27 and the encapsulation of floor areas at column lines F-D, 41-44.

1.1.2 The "work" shall mean to provide and install a fully operating and functioning system, assembly, framework, fixture or apparatus that is complete, finished and ready for use by the Government.

"Retrofit" shall mean to also provide the additional work required to modify or integrate an existing system, assembly, framework, fixture or apparatus as necessary to accomplish the "work" and ready for use by the Government.

1.1.3 The Contractor shall be responsible for identifying the necessary logistical, architectural, structural, mechanical and electrical work elements required to install the new systems and assemblies as described herein. Assemblies, framework, fixtures or apparatus not readily identified on plans or the SOW shall be provided by the Contractor as required for a complete, fully operating and functioning system or systems, ready for use by the Government.

1.1.4 All plan information such as floor plan layouts; dimensions; structural, mechanical and electrical data; and location of underground utilities provided by the Government for existing and new construction are based on available as-built documentation, field observation, and equipment selected as design basis by the Government. This information is to be considered approximate and shall be field verified by the Contractor.

1.1.5 The Contractor, as a minimum, is required to comply with the current editions of each of the following base requirements for design and/or construction. The term “most current” is to be understood to mean, “most current as of date of issuance of the task order.”

The above publications are incorporated by reference as mandatory compliance requirements to this SOW. When a UFC specifically states that it shall take precedence; or where requirements of the referenced codes or standards are modified by a UFC, the UFC shall take precedence.

1.2 SPECIAL REQUIREMENTS

1.2.1 Government Occupancy of Facilities & Responsibilities

1.2.1.1 Remaining portions of the facility shall remain occupied throughout construction. The Contractor shall consult with the Contracting Officer, Construction Inspector and the Using Agency POC to

Revision 3 (30 Oct) 09 Statement of Work - 3 of 9 WWYK070244 develop a timeline that accommodates the continued performance of the mission and functions during the renovation. Costs associated with this liability shall be identified as a separate line item if they are significant.

1.2.1.2 Prior to construction, the using agency shall remove all existing furniture, equipment, storage shelves, etc. from the construction area and the immediate vicinity.

1.2.1.3 Prior to construction, the using agency shall coordinate with 72d Comm Squadron to disconnect and remove all existing voice and data cabling from the construction area. At completion of construction, the using agency shall coordinate with 72d Comm. Squadron for installation of voice and data cabling, outlets, etc.

1.2.2 Phasing & Schedules

1.2.2.1 The work shall be phased as follows:

• Phase 1 - Area A (Encapsulation)

• Phase 2 - Area B (Office Renovation)

1.2.2.2 The contractor shall submit a proposed design and construction schedule, which incorporates these phasing requirements, along with their bid.

1.2.3 Secured Area(s)

Project is not located in a secured area; however, badges (including temporary badges) shall be displayed at all times.

1.2.4 Working Hours & Outages

Standard work hours have been identified for this project. Construction shall take place during normal working hours (7:00 a.m. – 4:00 p.m.). Outages may be the exception. The Contractor shall submit outage requests for approval in accordance with Tinker Spec 00 70 00.

1.2.5 Safety, FOD & Quality Control

1.2.5.1 The work to be performed in this project will require the contractor to work in or travel through areas near operational and/or production aircraft or related components. As such, all contractor personnel and their subcontractors working on this project will be required to complete FOD awareness and prevention training.

1.2.5.2 The Contractor is responsible for ensuring and enforcing industry safety practices, compliance with FOD requirements and quality control of the job site.

1.2.6 Air Field Operations

1.2.6.1 All contractor activities on the airfield shall be pre-coordinated with the Contracting Officer in conjunction with the Chief, Airfield Management (CAM) prior to the Contractor proceeding on the airdrome. The provisions of OCALC-TAFBI 13-201 and TAFB SPEC 00 71 00 shall be strictly adhered to.

1.2.6.2 All runways, taxiways and aprons shall remain open during this project, unless specified otherwise by the Contracting Officer. The height of construction vehicles and equipment shall be limited to 12 feet above the surface, unless approval is obtained from the Contracting Officer.

Absolutely no equipment or personnel will be allowed on the aircraft movement area or within 200 feet of the runways without permission from the Tinker Control Tower.

1.2.6.3 All Contractor personnel who will be operating their equipment or vehicles within the movement area or on any aircraft-parking ramp shall receive flight line driver training and have portable radios capable of communicating with Tinker Ground.

1.2.6.4 Prior to commencing work on this project, the Contractor shall coordinate with the Contracting Officer for any airfield authorization passes or flight line training that is required.

1.2.6.5 Taxiing and towed aircraft shall have the right-of-way at all times. Close coordination will be maintained between the Contractor’s on-site foreman and the Airfield Manager.

1.2.7 EPA Comprehensive Procurement Guide (CPG)

There are no EPA-designated CPG products identified in this concept scope of work. If the Engineer of Record determine that use of CPG products are feasible, the Government shall be notified prior to implementation into the construction documents.

1.2.8 Environmental/Bio-Environmental

An EM/BIO survey indicates that Asbestos is present on overhead piping located above existing restroom in Area B does have asbestos insulation. Previsions shall be made to not disturb existing insulation during construction.

1.3 DESIGN/ENGINEERING SERVICES BY CONTRACTOR

1.3.1 The Government has provided a 15% level scope of work. The Contractor shall be required to coordinate this information into their design and provide a 65% design, IAW Section A paragraph

1.2.8.3 of the 16 Oct 08 MACC SOW, as amended, with the proposal. The following are required:

1.3.1.1 The Contractor shall perform an initial site investigation to verify existing conditions and if necessary, pull additional as-builts if available from B400, Engineering Support. After contract award, the selected Contractor will be allowed to further explore the site and make any changes warranted.

1.3.1.1 The design shall consist of drawings, specifications and a design analysis (DA). The design analysis shall consist of but not be limited to providing design solutions showing manufacturer’s or technical drawings/ schematics for fabrication and assembly of structural elements; form, fit and attachment details for installation of materials/equipment; and design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e. HVAC loads, lighting, platform supports, etc). Reference Attachment 1 for a typical DA template.

1.3.1.2 After award of the seed projects for design the Contractor will be allowed to visit the site and perform a thorough site investigation. A conference with Government personnel will be allowed to discuss any revisions needed as a result of the site visit. The Contractor will be given seven calendar days for additional site visits and the review conference with the Government. After the review the contractor shall update the design to the 95% stage IAW Section A paragraph 1.2.8.4 of the 16 Oct 2008 MACC SOW, as amended. The Government will review and provide comments that shall be incorporated into the design documents. The final design shall be stamped and sealed by a Professional Architect or Engineer licensed in the State of Oklahoma IAW Section B paragraph 1.1.1 of the 16 Oct 2008 MACC SOW, as amended, prior to construction start.

1.4 DEMOLITION, PRE-CONSTRUCTION and CONSTRUCTION ITEMS: (Note: This section represents a 15% level scope of work. The Contractor shall perform all the necessary investigation and design/engineering required to complete this design to a 100% design level. Reference 1.3 for more details.)

1.4.1 GENERAL ITEMS

NOTE 1: Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer.

NOTE 2: The Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government; any damaged items shall be repaired or replaced by the Contractor and at no further expense to the Government..

NOTE 3: It shall be the responsibility of the contractor to verify conditions and Pre- Construction Items, including location and depth of all utilities in the immediate construction area.

NOTE 4: The contractor shall record all subsurface utilities (structural members, pipe sizes, material, depth and distance from an above ground landmark) encountered during demolition/construction and reflect the information on the project as-builts or as per as-built requirements.

NOTE 5: Fire alarm system evaluation, design, installation, and testing shall be performed by qualified/experienced personnel as defined in NFPA 72, Chapters 4, 10, and Annex A.

NOTE 6: All electrical work shall be accomplished IAW the requirements of NFPA 70 (National Electric Code), TAFB Base Standard for Building/Utility Electrical Distribution Systems, federal, state, and local codes.

NOTE 7: Remove all conduit/conductors, as required, complete to source (conduit shall not be abandoned in place).

NOTE 8: Any pull box, conduit, cable or other material that is damaged during demolition shall not be reused but shall be replaced with new materials.

NOTE 9: Contractor shall be responsible to restore electrical service to all equipment, devices and circuits that are to remain if such items are affected by demolition.

NOTE 10: All new fire sprinkler system work shall be accomplished IAW UFC 3-600-01, NFPA, federal, state, and local requirements.

1.4.1.1 Patch and repair all existing concrete at all floors, walls and ceiling surfaces, in need of repair in the project area or damaged by demolition activities.

1.4.1.2 Remove all existing bulletin boards and cases on walls and return back to the Government.

1.4.1.3 Rework the existing fire sprinklers within project areas and relocate heads to accommodate new ceiling layouts. Where applicable all sprinkler heads shall be semi-recessed heads centered in the acoustical ceilings per Tinker AFB standards.

1.4.1.4 Test connections and all required fire sprinkler appurtenances per IAW NFPA 13.

1.4.1.5 Verify number of existing Audio/Visual devices, fire sprinkler and pull stations. If area is does not meet NFPA life safety standards, then area will need to be brought up to code.

1.4.1.6 Remove notification devices and pull stations. These devices shall be demolished back to their original source.

1.4.1.7 Verify condition of existing fire alarm system(s) and maintain existing system within project area and relocate heads to accommodate renovated area.

1.4.1.8 Furnish and install a new Analog Loop Unit (ALU) connect and install in the nearest FACP.

Extend conduit from the chosen panel and install conduit to meet NFPA 72. Relocate the existing Base Transmitter, generation type 2 (BT2) to the main FACP in the network. Contractor to verify the number and audio/visual characteristics of notification devices to meet the requirements of NFPA 72 spacing complying with the UFAS and ADDAG standards.

1.4.1.9 Submit all fire alarm devices including panel upgrade devices, audio visual devices, duct detector transducers, pull stations, wiring, conduit, and other devices for approval.

1.4.1.10 Coordinate all audio visual devices and new pull station locations on existing columns and all new drop ceilings.

1.4.1.11 Submit testing certificate for approval after testing and commissioning are complete.

AREA A:

1.4.2 ARCHITECTURAL

1.4.2.1 Remove existing carpet and steam clean the floor.

1.4.2.2 Encapsulate and fill in existing sumps in floor concrete or grout, and apply polyurethane floor sealant on top.

1.4.2.3 Level floor as required for new epoxy flooring.

1.4.2.4 Furnish and install new 16’ x 8’ rollup door at column line F41-F42.

1.4.2.5 Provide (2) new 5’W x 3’H windows in existing office wall. See drawing A03.

1.4.2.6 Clean and paint all walls, doors and frames and columns in newly renovated area, see finish schedule below.

1.4.2.7 Furnish and install new floor transition between hangar space and shop area.

1.4.2.8 Furnish and install new non-skid epoxy flooring in new shop area.

1.4.3 MECHANICAL

1.4.3.1 Determine the needed outside air requirements to meet code for this space. Determine if existing units have the capacity to meet the heating and air movement requirements for this area. If so refurbish the existing mechanical systems including cleaning, lubrications, and new filters and commissioning. Add any duct work and diffusers that are needed to evenly distribute the heating and ventilation though out the space. If not provide new units, duct and diffusers as necessary to adequately heat and ventilate this space. Existing duct work and diffusers may be reused.

1.4.3.2 Secure the chill water supply and return valves going to the existing unit(s). Remove chilled water back to source and patch any holes in walls and floors etc. to match.

1.4.3.3 Refer to drawing M01 for location of new pneumatic drops. Pressure required for drop shall be 90 psi.

1.4.4 PLUMBING

1.4.4.1 Remove and relocate existing eyewash station.

1.4.5 ELECTRICAL

1.4.5.1 Provide electrical system modifications to serve, convenience receptacles, electrical drops and user equipment.

1.4.5.2 Install emergency lighting as required by NFPA 101. Along all project areas and paths of egress to facilitate exit from area. Emergency lighting shall be equipped with emergency ballasts or battery backup, to provide a minimum of 90 minutes of lighting in the event of power failure.

AREA B:

1.4.6 ARCHITECTURAL

1.4.6.1 Remove all existing demountable partitions.

1.4.6.2 Remove existing suspended ceiling in area.

1.4.6.3 Remove existing tile flooring in office areas.

1.4.6.4 Furnish and install new VCT in the offices, see finish schedule below.

1.4.6.5 Construct new gypsum board and 2 ½” metal stud wall assembly for new office layout. See drawing A05.

1.4.6.6 Clean and paint all walls and columns at all newly renovated areas, see finish schedule below.

1.4.6.7 Furnish and install new 2’x 2’ lay-in acoustical ceilings tiles, see finish schedule below.

1.4.6.8 Demolish existing sink, counter top and restroom walls.

1.4.7 MECHANICAL

1.4.7.1 Remove existing A/C window units located in O’Brian paneling and deliver back to the Government.

1.4.8 PLUMBING

1.4.8.1 Remove existing fixtures and cap utilities lines in chase wall.

1.4.9 ELECTRICAL

1.4.9.1 All existing electrical outlets shall be replaced currently on demountable panels. Newly install receptacles shall be located approximately in the same area within the new gypsum wall assemblies.

1.4.9.2 Provide electrical system modifications to serve new lighting, convenience receptacles, electrical drops and user equipment.

1.4.9.3 The area which is currently a restroom shall be converted to open office. Contractor shall verify and provide 120V duplex receptacles, location and amount of receptacles and electrical circuits.

Refer to Tinker Base Standard for Building/Utility Electrical Distribution Systems and provided As-builts.

1.5 PROJECT DOCUMENTATION

1.5.1 Or Equal Clause

Where reference is made in the specification or on the drawings to specific manufacturers and/or model numbers of equipment or materials, the information is provided to indicate design intent and to establish the minimum quality standards, physical attributes, and performance characteristics which are required for the referenced item. The use of specific names and/or model number is not intended to limit selection of other manufacturers; equipment or materials meeting these criteria may be submitted to the Contracting Officer for consideration and shall be clearly identified, in writing, as a substitution. The Burden of proving equality for proposed substitutions shall be the responsibility of the Contractor and submittals for said substitutions shall include detailed manufacturer’s specifications, dimensioned drawings, performance data and any other information necessary to clearly indicate that the proposed item meets or exceeds the quality standards, physical characteristics, and performance criteria established by the contract documents. Submittals, which do not provide proof of equality, will be rejected.

1.5.2 Construction Drawings & Red Lines

The Contractor shall keep current “approved for construction” work plans/drawings on site throughout construction for quick reference for on-site discussions. Field changes shall be shown in red lines. Contractor shall submit a copy of the final red lined drawings to the Government for approval prior to the request for a final inspection. Government shall provide comments/approval after final inspection.

1.5.3 Final As-Built Drawings

Upon approval of the red lines, the Contractor shall submit final drawings as part of the Project Closeout requirements. Both hardcopy sets and electronic CADD files (in AutoCAD format)

Revision 3 (30 Oct) 09 Statement of Work - 8 of 9 WWYK070244 shall be marked “As-builts” and delivered to the Contracting Officer after Final Inspection and prior to period of performance completion.

1.5.4 O&M Manuals & Training

Contractor shall provide operations and maintenance training manuals and personnel training as specified on the AF 66. O&M’s shall be in electronic format if possible.

1.5.5 1354 Requirement

The Contractor shall furnish a DD Form 1354, Transfer and Acceptance of Military Real Property Checklist, to the Contracting Officer prior to the final inspection. This Checklist is to consist of list all equipment, materials and manufacture’s name, size, type and serial number of all submitted real property approved for installation within the project.

1.5.6 Storage & Staging Area(s):

1.5.6.1 The Contractor shall limit all applicable storage of materials, equipment, and incidentals to the immediate construction site. If the Contractor requires additional storage area(s) other than the project site, a request shall be submitted, in writing to the Contracting Officer for approval.

These areas are on a first come first served basis and are very limited. A request shall not be considered a guarantee that space is available.

1.5.6.2 During the prebid walk through, the Contractor shall determine the square footage needed and request the area prior to bid submittal. It is recommended that the contractor make arrangements for storage of equipment between its delivery and its installation, as availability of space and security during non-working hours cannot be guaranteed.

3. GOVERNMENT FURNISHED PROPERTY:

There is no Government Furnished Property included in this Task Order.

4. LOCATION

Project areas are located in B2122, on Tinker Air Force Base, Oklahoma. Refer to the drawing cover and location plan drawing for more information.
