158 Design/Build
Reference responses to “Questions/Answers #1” dated 13 August
2009, RFI no. 1, and “Questions/Answers #2” dated 20 August 2009, RFIs no. 108, 117, and 135 seem to conflict. For practical purposes, most A/E’s will be reluctant to sign and seal 100% drawings and specifications without having first having performed a thorough site inspection/evaluation (which could not be provided for the MACC proposal participants owing to logistical and time constraints). It would appear that the successful Offerors for seed projects A and B would then be afforded an opportunity to conduct a thorough site inspection/evaluation subsequent to notice of intent to award, and then sign and seal the drawings and specifications. The response to
“Questions/Answers #2” RFI no. 108 seems to concur with this approach. The responses to “Questions/Answers #1” RFI no. 1 and
“Questions/Answers #2” RFI no. 117 disagree with this approach, while “Questions/Answers #2” RFI no. 135 is less clear. Please confirm the requirement for the seed project submission.

Offerors will be required to provide completed (100%) design drawings, specifications, design analysis and supporting documentation as specified in the contract documents. These documents are not required to be signed and sealed. After award of the contract the contractor will be allowed to visit the site and perform a thorough site investigation. A conference with Government personnel shall be held to discuss any changes that need to be made as a result of the site visit and the design philosophy in general. A reasonable time will be given to the contractor to finalize the changes.
The Government will review and agree with the changes before the contractor seals the final design. Once design has been sealed contractor may move forward to construction.
All subsequent full design-build task orders (as defined in Section A paragraph 1.1.1 of MACC SOW) awarded under the basic contract will require 100% design documents to be signed and sealed.

Minimal design-build task orders (as defined in paragraph 1.1.2 of the
MACC SOW) will generally not require signed/sealed drawings unless indicated in the statement of work for the individual task order.
The 42 division Unified Facility Guide Specifications along with the
Tinker Specifications provided in Section F of the MACC Contract
Statement of Work will be used as the basis for all specifications generated in support of task orders awarded under this contract (seed projects and task orders subsequent to award). These specifications are to be edited to meet the requirements of each individual task order.
The offerors may obtain editable versions of the UFGS by downloading either the UFGS Master (which contains all sections of the UFGS) or the individual sections. UFGS specifications are edited using the program SpecsIntact, available at:

159 Contracting
Section L- G. Volume 3 Cost/Price Proposal paragraph 3 states
“NOTE: All sections, (Sections A through K), of the SF 1442 must be returned to be considered responsive to the solicitation requirements”.
Please confirm that this is required.
Yes, follow all instructions in Section L of the solicitation.
