SUMMARY OF WORK

PART 1 SCOPE OF WORK
1.1 GENERAL
1.1.1 The work to be performed under the terms of this Contract consists of furnishing all plant, labor, equipment, instruments, materials, transportation, and incidentals required to replace lighting in the Backshop area of B3001 and install emergency egress lighting in the same area. Existing lighting, consisting of fluorescent fixtures and emergency wall packs, is to be demolished. Emergency lighting will require the installation of a UPS system on the elevated electrical room. All work to take place in B3001, which is located on Tinker AFB, OK.
1.2 SPECIAL REQUIREMENTS
1.3 Government Occupancy of Facilities & Responsibilities
1.3.1 The facility shall remain occupied throughout construction. The Contractor shall protect the existing equipment and shall consult with the Government during the pre-bid site visit to develop a timeline and plan that accommodates the continued performance of the User’s mission function during the renovation. Costs associated with this liability
1.3.2 Phasing
There is no Government-required construction phasing for this project.
1.3.3 Secured Area(s)
Project is not located in a secured area; however, badges (including temporary badges) shall be displayed at all times.
1.3.4 Working Hours
Non-Standard work hours have been identified for this project.
Holidays are not included. Contractor shall notify the Technical Representative of the Contracting Officer 3 days prior to start of afterhours work.
1.3.5 Safety, FOD & Quality Control
The work to be performed in this project will require the contractor to work in or travel through areas near operational and/or production aircraft or related components. As such, all contractor personnel and their subcontractors working on this project will be required to complete FOD awareness and prevention training. The Contractor is responsible for ensuring and enforcing industry safety practices, compliance with FOD requirements and quality control
1.3.6 EPA Comprehensive Procurement Guide (CPG)
There are no EPA-designated CPG products that are applicable to the scope of this project.

1.3.7 Environmental/Bio-Environmental
1.3.7.1 An EM/BIO survey indicates there are no abatement requirements other than heavy metal wipe downs on all horizontal surfaces. Should the Contractor encounter suspect materials during construction, the Contractor shall notify the Contracting Officer or his/her representative immediately. For requirements relating to HEPA vacuuming and wet wiping of lights and conduits to be demolished, see requirements in section 0720. Samples will have to be tested and if found to be hazardous concentrations, drums will be supplied for disposal of the materials/waste.
1.3.8 Storage, Staging & Lay down areas
1.3.8.1 At this time, there are no designated areas available. Costs associated with this liability shall be identified as a separate line item in the estimate and proposal.
1.4 DEMOLITION AND PRE-CONSTRUCTION ITEMS:
NOTE 1: Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer.
NOTE 2: Before beginning any demolition work, the Contractor shall survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government; any damaged items shall be repaired or replaced as approved by the Contracting Officer.
NOTE 3: It shall be the responsibility of the contractor to verify conditions and Pre-Construction Items, including location and depth of all utilities in the immediate construction area.
NOTE 4: The contractor shall record all subsurface utilities (structural members, pipe sizes, material, depth and distance from an above ground landmark) encountered during demolition/construction and reflect the information on the project as-builts or as per as-built requirements.
1.4.1 Electrical
[NOTE 1: All electrical demolition work shall be accomplished IAW the requirements of NFPA 70 (National Electric Code), TAFB Base Standard for Building/Utility Electrical Distribution Systems, federal, state, and local codes.
NOTE 2: Remove all conduit/conductors, as required, complete to source (conduit shall not be abandoned in place).
NOTE 4: Any pull box, conduit, cable or other material that is damaged during demolition shall not be reused but shall be replaced with new materials.
NOTE 3: Contractor shall be responsible to restore electrical service to all equipment, devices and circuits that are to remain if such items are affected by demolition.

1.4.1.1 Demolition of existing fluorescent ceiling mount fixtures in Backshop area.
1.4.1.1.1 Disconnect circuits and remove existing Backshop area fixtures as shown on plans. Demo conduit and wire back to source panel. Handle florescent ballast and transformers per Tinker AFB requirements as identified in the specifications.
Do not begin demolition work until new lighting is in service.
1.4.1.2 Demolition of existing emergency lights and exit signs.
1.4.1.2.1 Disconnect circuits and remove fixtures and remove from the site. Demo conduit and wire back to source panel. Do not begin work until new emergency lighting and exit signs are installed.
1.5 CONSTRUCTION
1.5.1 Electrical
All electrical requirements have been verified and designed by a licensed professional engineer in the State of Oklahoma. The design considers the following:
NOTE 1: All new electrical work shall be accomplished IAW the requirements of NFPA 70 (National Electric Code), TAFB Base Standard for Building/Utility Electrical Distribution Systems, federal, state, and local codes.
NOTE 2: Contractor shall be responsible to restore electrical service to all equipment, devices and circuits that are to remain if such items are affected by construction.
NOTE 3: When electrically driven equipment furnished under this contract materially differs from the design, the contractor shall make the necessary adjustments to the conductors, disconnect devices, circuit breakers, fuses, controllers, overload protection, etc. to accommodate the equipment actually installed.
1.5.1.1 Install new lighting panel for Backshop Lights and associated Emergency lights and Exit signs. Connect to elevated 480V bus. Install on elevated electrical platform.
Modify platform as required to accommodate panels and UPS. Maintain 36” front clearance on all 480V panels and 6’ on 15 kV front access equipment.
1.5.1.2 Install new UPS system and associated batteries on elevated electrical room.
Connect to new Backshop electrical panel.
1.5.1.3 Install new electrical sub-panels in the Backshop area and wire to either new Backshop electrical panel or UPS, per plans.
1.5.1.4 Install in new Backshop area high bay 1000W Metal Halide light fixtures in areas with high ceilings (25’ or more).
1.5.1.5 Install new fluorescent area lights in Backshop area for low ceiling areas, consisting of industrial fluorescent per plans and specifications. Install in areas with ceilings 12’ or less.
1.5.1.6 Install in egress path, per plans, ceiling mounted 2 lamp 54T5HO high output flourescent fixtures along exit path. Connect to emergency lighting panel or sub-

UPS.
1.6 PROJECT DOCUMENTATION
1.6.1 Submittal Register
Contractor shall furnish submittal/document data on the items listed on the Government provided AF Form 66 utilizing AF Form 3000.
1.6.2 Or Equal Clause
Where reference is made in the specification or on the drawings to specific manufacturers and/or model numbers of equipment or materials, the information is provided to indicate design intent and to establish the minimum quality standards, physical attributes, and performance characteristics which are required for the referenced item. The use of specific names and/or model number is not intended to limit selection of other manufacturers; equipment or materials meeting these criteria may be submitted to the Contracting Officer for consideration and shall be clearly identified, in writing, as a substitution. The Burden of proving equality for proposed substitutions shall be the responsibility of the Contractor and submittals for said substitutions shall include detailed manufacturer’s specifications, dimensioned drawings, performance data and any other information necessary to clearly indicate that the proposed item meets or exceeds the quality standards, physical characteristics, and performance criteria established by the contract documents. Submittals, which do not provide proof of equality, will be rejected.
1.6.3 Construction Drawings
Contractor shall be required to provide a minimum of three sets of the approved design and required shop drawings to the Contracting Officer prior to beginning construction. Additional copies may be required, as specified on the AF 66.
1.6.4 As-Built Drawings
1.6.4.1 All design drawings which form part of the Project's construction contract shall be revised as required by the Contractor during construction, with revision dates noted, in order to accurately convey actual construction in place.
1.6.4.2 All design drawings shall be stamped 'field verified as-built' by the Contractor prior to their final submittal as part of the Project Documentation requirements. Both hardcopy sets and electronic CADD files (in AutoCAD 2004 format) of the field verified as-built drawings shall be delivered to the Contracting Officer prior to the Project's final inspection.
1.6.4.3 All design drawings prepared by the Government for this project are available in electronic format from the Contracting Officer.
1.6.5 O&M Manuals & Training

1.6.5.1 The Contractor shall provide operations and maintenance training manuals as specified on the AF 66. O&M’s shall be in electronic format if possible.
1.6.5.2 Provide training for shop personnel as specified on the AF 66.
1.6.6 1354 Requirement
The contractor shall furnish a DD Form 1354, Transfer and Acceptance of Military Real Property Checklist, to the Contracting Officer prior to the final inspection. Checklist is to consist of list all equipment, materials and manufacture’s name, size, type and serial number of all submitted real property approved for installation within the project.
