# Subject Question/Answer
1 Design/Build
During the pre-proposal conference it was announced that 100% signed and sealed design documents are due August 28, 2009. Tinker MACC SOW explains a phased method of deliverables and review of design documents. Please clarify the SOW directive as it relates to the seed projects and future design build contracts.
Seed projects shall require a 100% signed and sealed design to be submitted by the RFP closing date. Future design-build projects shall be according to the MACC SOW and individual Task Order SOW that will identify the project as either a Fast Track DB or a
Conventional DB.
2 Design/Build
Tinker MACC SOW section B paragraph 1.1.2 outlines commissioning requirements as it pertains to LEED and Tinker MACC. During the pre-proposal conference commissioning was questioned to be applicable for all projects and was answered by clarifying that commissioning shall be utilized on a project specific basis and is not required for each and every seed project and future task order. Is this correct? Under what basis or direction shall each project require commissioning? Shall LEED's requirement as a prerequisite be followed?
That is correct. Commission requirements shall be identified in the Task Order SOW's. At this time, LEED is not a requirement.

The existing office cubicle in the NW corner of area A is not addressed in the SOW or conceptual drawings. TRG is under the impression that this space was not accounted for during the planning of this seed project's scope of work and therefore shall not be in this contract and is to be removed by the user before construction begins. Is this correct?
That is correct. The cubicle in question will be removed by the Users prior to construction start.
4 Contracting

The SOW of this Area A does not address modifications to the existing suspended ceiling.
During the site visit on July 17th TSS mentioned that the ceiling shall remain. The height of the existing ceiling conflicts with the height of the new overhead door. The ceiling may be reconfigured near the OH door but without complete removal the ceiling height will limit the potential of this opening into the space. During previous projects done in B3001 on Tinker AFB it was stated that a majority of the soils under B3001 are to be treated as contaminated. Are we to treat the underlying soils as contaminated and thus requiring contaminated soil remediation?
Since building 3001 is an EPA-regulated facility, the soil is classified as a CERCLA waste
(CERCLA is an env. law term). Most soil from B3001 digs turn out to be non-hazardous.
For bidding purposes, the soil is non-hazardous. Once digging begins, Base Environmental will have the soil tested for contamination. If the soil turns out to be contaminated, then a modification to the contract will be required for remediation. If the soil turns out to be non-hazardous, then the soil may be placed back into the ground after the plumbing lines have been run. Excess non-hazardous soil shall be hauled off to Eask Oak landfill.

108 Design/Build
It is understood from the pre-proposal conference that full size 100% design documents, signed by the engineers and architects of record, are required for the two design-build seed projects as part of the response to the proposal. Given the limited information provided in the RFP and at the site visit and the liability taken when signing and sealing drawings, could
100% 'not for construction', non-signed and sealed plans be submitted in lieu of signed and sealed plans with the intent to field verify existing conditions prior to signature and seal once awarded?
Yes. 100% non signed and sealed drawings may be submitted in lieu of sealed.
109 Design/Build
Are there specific drafting standards required regarding Revit or 3D modeling software?
Can we assume that BIM is not required on the two design-build seed project? What about later projects in the MACC – will BIM be required?
Revit, 3D modeling or BIM are not required.
110 Design/Build
Will the Gov‘t require electronic CAD files of all projects designed in this MACC and if so, what software and version will be required?
The Government is currently using AutoCAD 2009 and will be moving to 2010.
111 Design/Build
Can the electronic CAD files of the two design-build seed projects be provided? These are necessary to create the 100% documents.
CAD files of the drawings which were in the design package were provided with the solicitation package.
112 Design/Build
Can all as-builts of the existing facilities where the two design build projects are located please be provided in order to verify existing conditions?
All of the asbuilts for building 2122 which included CAD and TIFF files were provided on
7/20/09. Asbuilts for building 3001 are attached.
113 Design/Build
The RFP requires the design-builder to verify the functionality of the existing fire alarm systems. This could not be done at the site visit. Are we to assume that the existing fire alarm systems are in proper, functioning order?
114 Design/Build
The RFP requires the verification of the number of A/V fire devices, sprinklers, and pull stations. This could not be accurately done at the site visit. Can as-builts showing the location of all fire devices be provided (for the two design-build seed projects)?
Attached are the locations for fire devices for 070244. Design Build project 070088 will need all new fire devices.
115 Design/Build
In the absence of pressure and flow data on the existing fire protection system supply, are we to assume that the existing fire protection system has adequate capacity to support the reconfigured sprinkler layout?
116 Design/Build
Section L, on page 56 of 78, Paragraph #11 states that ―The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Word 2003®, MS
Excel 2003®, MS-Project 2003®, and MS-Power Point 2003®, or Microsoft Office XP®, as applicable.‖ Are we allowed to use Adobe PDF? This will enable us to turn our proposal into a single document and bookmark the different areas that will be tabbed in our original proposal.
117 Design/Build
In Volume 1 – Technical, on page 59 of 78, Sub-factor 3, we are referred to using the SOW in attachment 2 to complete the design and price for seed projects A&B. It is still unclear what is actually required to be submitted for this proposal. SOW Attachment 2 seems to ask for 100% signed and sealed design documents. Please clarify the exact documents that will be required and evaluated.
100% plans, specifications and design analysis are required to be signed and sealed. The
Contractor shall use the 42 division UFGS specifications in conjunction with the Tinker
Specifications provided in Section F of the MACC Contract Statement of Work. Please see the Attachment 2 Contract Statement of Work Section A paragraph 1.1.1 Full Design Build the first sentence covers this.
118 Contracting
In Volume 2 – Past Performance, beginning on page 60 of 78, it states that contractors shall submit past performance information on any major subcontractor with which there is an arrangement to perform more than 25% of the work for the resultant contract effort. Does this include the design team? If so, attachment 9, 10 and 11 seem to be written from the construction only side for contractors and sub-contractors not the design firms. Please advice.
There is no distinction between the trade of subcontractors.
119 Design/Build
At the pre-proposal conference, it was heard that the government is expecting both 100% signed and sealed plans for the proposal submittal as well as 100% specifications? Is that indeed the case – 100% specs are required? I cannot find in the RFP where it requests specifications. We are assuming that Tinker requires UFGS – does Tinker prefer 42 division UFGS or 16 division UFGS?
100% plans, specifications and design analysis are required to be signed and sealed. The
Contractor shall use the 42 division UFGS specifications in conjunction with the Tinker
Specifications provided in Section F of the MACC Contract Statement of Work. Please see the Attachment 2 Contract Statement of Work Section A paragraph 1.1.1 Full Design Build the first sentence covers this.
