PRE-PROPOSAL CONFERENCE MINUTES

MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)

SOLICITATION FA8101-09-R-0021

16 JUL 09, 1300 HOURS

Meeting began at 1:07 p.m. with opening remarks and introduction of the presenters:

Cynthia Obermeyer, Contracting Officer, 72 CONS/PKBA, Richard Stewart, SRM Engineering Manager, Tinker Support Services J/V, 72 ABW/CECED

Welcome: Ms. Cathy Scheirman, Deputy Director, 72 ABW/CE

Briefing: Please reference the attached slides from the pre-proposal conference. Ms Obermeyer presented slides 1-17. Mr. Stewart presented slides 18 – 27.

Windshield Tour: Mr. Bill Ward, Chief, Engineering Branch, 72 ABW/CEPE

Mr. Ward gave a brief history of Tinker Air Force Base. The 72 Air Base Wing provides services and support for the Oklahoma City Air Logistics Center and its tenant organizations. See attached briefing. Windshield tour began at 1400 hours.

Questions and Answers during the windshield tour:

1. Do you own GM plant?

Response: No, it is a 50 year lease.

2. What is in the big tank north of TAC?

Response: It is either hot or cold water-depending on time of year.

3. Is there shift work at B3001?

Response: Yes, most of it is shift work.

4. Why all the temporary chillers?

Response: We do not have the capacity for full chillers. Chillers at 3705 will become a function at TAC.

5. Who was awarded the Gate 1 contract?

Response: Nobody yet. It is currently in the source selection stage.

6. How many proposals did you get?

Response: They keep a tight lid on that.

Questions and answers have been captured as much as possible. Offerors are advised to submit a

Request for Information regarding any questions they may have.

7. Is all that is required for the first 2 seed projects is pricing and design (design analysis)? Is full design necessary for the first 2 seed projects?

Response: Yes. The Government needs to see contractor’s ability to execute the designs in accordance with the statement of work. They are not complex designs. Contractor has to show their design capabilities on initial bidding of the MACC.

8. Is the 100% design to be stamped and sealed for the 2 seed projects?

Response: Yes. The design requirements are laid out in scope of work for each individual seed project. Follow statement of work for the basic MACC requirement and any particulars will be further described and defined in the individual project statement of work.

9. How important is the subcontracting past performance information

Response: By contract regulations, the prime contractor is required to perform a certain percentage of the total project, less the cost of materials. That percentage is cited in the solicitation documents. If you are entering into a long term relationship with a subcontractor through the expected life of the MACC contract, the offeror shall provide the past performance information for the subcontractor as described in section L and section M of the basic solicitation.

10. Will the Government award all 6 seed projects? Is it likely to award MACC without awarding a seed project?

Response: It is the Government’s intent to award up to six basic MACC contracts. We are guaranteeing a minimum guarantee of $75,000 to each awardee. This minimum guarantee will be satisfied with the award of a seed project for each basic contract awarded. Should the

Government not award six basic contracts, the remaining see project will be awarded using Past

Performance procedures in accordance with the Federal Acquisition Regulations.

11. Is past performance compliance limited to those that have had previous contracts with Tinker

Air Force Base? Is there a limit on past performance?

Response: No, there is no preference for a contractor with past performance history from projects performed at Tinker Air Force Base. The source of past performance information is not a determining factor is the evaluation. Those sources outside the gate are no different than those inside the gates.

12. Will we be provided CCL’s or budgets for the seed project?

Response: The CCL is not available. Contractors shall provide the best design possible at the most reasonable price. In the follow-on project task orders after the source selection for the basic contracts, the CCL will be provided.

13. Can the follow-on task orders be awarded to one person?

Response: Yes, please reference the Task Order Procedures in section H of the solicitation. The Government must follow those procedures when soliciting the task orders. It does allow for a sole source award if the Contracting Officer meets the procedural requirements of the Task Order Procedures clause.

14. Will the MACC supersede existing IDIQ?

Response: No, all existing contracts will stay in place. The MACC is just another contract vehicle.

15. Are the design projects intended to meet LEED certified?

Response: Generally they do not need LEED certified but should be up to standard. The task order submittal requirements should indicate when there is a requirement of LEED certification. Request you submit a Request for Information if ever there is a question concerning the requirement for LEED certification.

16. Do we need a formal teaming arrangement for design/built partner?

Response: You will need to visit with the Small Business Administration concerning their requirement concern your small business certification and teaming arrangements or partnerships. It will depend on the CAGE code that you submit your offer under.

17. What if I need to leave after lunch for the 17 Jul 09 site visit?

Response: If you decline to attend the site visits or any part of them then we would need statement in writing stating you are not attending certain sites. The schedule and order is already set to progress through the areas in a logical manner with a break for lunch. No project site visits will be available after the 17 Jul 09 visit. It would be better if you were there to see the sites in order to have full knowledge and awareness when submitting your offer.

18. Do some or all of seeds need commissioning?

Response: The basic statement of work has the specifics regarding commissioning. Most equipment is commissioned when installed per manufacturer’s recommendation in meeting the warranty requirements. Subsequent projects will be addressed in each individual task order statement of work.

19. Are steel toed boots required for site visit on 17 Jul?

Response: No.

20. Is the project range $50K to $5M?

Response: Reference the Order Limitation clause of the solicitation. That range seems very close but validate for sure with the clause.

21. Will MILCON work come thru this contract?

Response: No, MILCON work will not be placed on the MACC contract.

22. Will all questions and answers be posted?

Response: Yes, on FedBizOpps.

Ms. Obermeyer presented logistical overview of the site visit tour for the next day.
