Statement of Work Design-Build Task Order
Revision 1 (7 AUG) 09
PROJECT: WWYK070088 REPAIR BREAK AREA COL 2O93 B3001
1. SCOPE OF WORK
1.1 GENERAL
1.1.1 Conventional Design-Build services shall be required for this Task Order. The work to be performed under the terms of this Task Order consists of furnishing all furnishing all personnel, labor, equipment, tools, materials, plant, transportation, supervision, testing services, quality control, and other items and services necessary to design, manage, and accomplish renovating and enclosing the existing break area at column 2O93 in building 3001 located on Tinker AFB, OK.
1.1.2 The "work" shall mean to provide and install a fully operating and functioning system, assembly, framework, fixture or apparatus that is complete, finished and ready for use by the Government.
"Retrofit" shall mean to also provide the additional work required to modify or integrate an existing system, assembly, framework, fixture or apparatus as necessary to accomplish the "work" and ready for use by the Government.
1.1.3 The Contractor shall be responsible for identifying the necessary logistical, architectural, structural, mechanical and electrical work elements required to install the new systems and assemblies as described herein. Assemblies, framework, fixtures or apparatus not readily identified on plans or the SOW shall be provided by the Contractor as required for a complete, fully operating and functioning system or systems, ready for use by the Government.
1.1.4 All plan information such as floor plan layouts; dimensions; structural, mechanical and electrical data; and location of underground utilities provided by the Government for existing and new construction are based on available as-built documentation, field observation, and equipment selected as design basis by the Government. This information is to be considered approximate and shall be field verified by the Contractor.
1.1.5 The Contractor, as a minimum, is required to comply with the current editions of each of the following base requirements for design and/or construction. The term “most current” is to be understood to mean, “most current as of date of issuance of the task order.”

The above publications are incorporated by reference as mandatory compliance requirements to this SOW. When a UFC specifically states that it shall take precedence; or where requirements of the referenced codes or standards are modified by a UFC, the UFC shall take precedence.
1.2 SPECIAL REQUIREMENTS
1.2.1 Government Occupancy of Facilities & Responsibilities
1.2.1.1 The shop areas adjacent to the area of work shall remain occupied throughout construction as well as the remaining portions of the building. The Contractor shall protect the existing equipment and shall consult with the Government during the pre-bid site visit to develop a
Revision 1 (7 Aug) 09 MACC Statement of Work - 3 of 6 WWYK070088 timeline and plan that accommodates the continued performance of the User’s mission function during the renovation. Costs associated with this liability shall be identified as a separate line item.
1.2.1.2 Prior to construction, the using agency shall remove all existing furniture, equipment, storage shelves, etc. from the construction area and the immediate vicinity. The existing break tables will be reused by the using agency.
1.2.1.3 Prior to construction, the using agency shall coordinate with 72d Comm Squadron to disconnect and remove all existing voice and data cabling from the construction area. At completion of construction, the using agency shall coordinate with 72d Comm. Squadron for installation of voice and data cabling, outlets, etc.
1.2.2 Phasing & Schedules
There is no government-required construction phasing required for this project, however, the contractor shall submit a proposed design and construction schedule along with their bid.
1.2.3 Secured Area(s)
Project is not located in a secured area; however, badges (including temporary badges) shall be displayed at all times.
1.2.4 Working Hours
Standard work hours have been identified for this project. Construction shall take place during normal working hours (7:00 a.m. – 4:00 p.m.). Outages may be the exception. The Contractor shall submit outage requests for approval in accordance with Tinker Spec 00 70 00.
1.2.5 Safety, FOD & Quality Control
1.2.5.1 The work to be performed in this project will require the contractor to work in or travel through areas near operational and/or production aircraft or related components. As such, all contractor personnel and their subcontractors working on this project will be required to complete FOD awareness and prevention training.
1.2.5.2 The Contractor is responsible for ensuring and enforcing industry safety practices, compliance with FOD requirements and quality control of the job site.
1.2.6 EPA Comprehensive Procurement Guide (CPG)
There are no EPA-designated CPG products identified in this concept scope of work. If the Engineer of Record determine that use of CPG products are feasible, the Government shall be notified prior to implementation into the construction documents.
1.2.7 Environmental/Bio-Environmental
An EM/BIO survey indicates that Heavy Metal dust removal shall be required for all horizontal surfaces that are to be disturbed. All horizontal surfaces shall be wiped down with rags and disposed of in barrels provided by the Government. Contractor shall notify the Construction Inspector 5 days prior to start of this work.
1.3 DESIGN/ENGINEERING SERVICES BY CONTRACTOR
1.3.1 The Government has provided a 15% level scope of work. The Contractor shall be required to coordinate this information into their design and provide a 100% design ready for construction.
The following are required:
1.3.1.1 The Contractor shall perform a site investigation to verify existing conditions and if necessary, pull additional as-builts if available from B400, Engineering Support.
1.3.1.1 The design shall consist of drawings, specifications and a design analysis (DA). The design analysis shall consist of but not be limited to providing design solutions showing manufacturer’s
Revision 1 (7 Aug) 09 MACC Statement of Work - 4 of 6 WWYK070088 or technical drawings/ schematics for fabrication and assembly of structural elements; form, fit and attachment details for installation of materials/equipment; and design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e. HVAC loads, lighting, platform supports, etc). Reference Attachment 1 for a typical DA template.
1.3.1.2 Final drawings, specifications and design analysis shall be stamped and sealed by a Professional Architect or Engineer licensed in the State of Oklahoma.
1.3.2 The Contractor shall provide the following submittals to the Government for review:
1.3.2.1 Prior to the 100% design submittal, the Contractor shall allow for a minimum of two Government design reviews (65% and 95%). Each design review shall consist of drawings and a DA and be submitted in electronic format. The Government review period is 7 calendar days.
1.3.2.2 Unless otherwise directed by the Contracting Officer, the Contractor shall not begin construction activities until the Design Review has been reviewed and approved by the Government. All 100% design submittals shall be provided both electronically and in hard copy.
1.4 DEMOLITION, PRE-CONSTRUCTION & CONSTRUCTION: (Note: This section represents a 15% level scope of work. The Contractor shall perform all the necessary investigation and design/engineering required to complete this design to a 100% design level. Reference 1.3 for more details.)
NOTE 1: Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer.
NOTE 2: The Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government; any damaged items shall be repaired or replaced by the Contractor and at no further expense to the Government..
NOTE 3: It shall be the responsibility of the contractor to verify conditions and Pre- Construction Items, including location and depth of all utilities in the immediate construction area.
NOTE 4: The contractor shall record all subsurface utilities (structural members, pipe sizes, material, depth and distance from an above ground landmark) encountered during demolition/construction and reflect the information on the project as-builts or as per as-built requirements.
NOTE 5: Fire alarm system evaluation, design, installation, and testing shall be performed by qualified/experienced personnel as defined in NFPA 72, Chapters 4, 10, and Annex A.
NOTE 6: All electrical work shall be accomplished IAW the requirements of NFPA 70 (National Electric Code), TAFB Base Standard for Building/Utility Electrical Distribution Systems, federal, state, and local codes.
NOTE 7: Remove all conduit/conductors, as required, complete to source (conduit shall not be abandoned in place).
NOTE 8: Any pull box, conduit, cable or other material that is damaged during demolition shall not be reused but shall be replaced with new materials.
NOTE 9: Contractor shall be responsible to restore electrical service to all equipment, devices and circuits that are to remain if such items are affected by demolition.

NOTE 10: All new fire sprinkler system work shall be accomplished IAW UFC 3-600-01, NFPA, federal, state, and local requirements.
1.4.1 Architectural:
1.4.1.1.1 Enclose the existing area with metal stud and drywall construction.
1.4.1.1.2 Install new dropped ceiling system Armstrong, Optima Vector 24” x 24” x 7/8” acoustical tile ceiling and grid. Ceiling and lighting installed IAW UFC 4-010-01, Standard 20.
1.4.1.1.3 Modify stairs and doorways to comply with Life Safety, ANSI standards and current IBC egress requirements.
1.4.1.1.4 Replace existing cabinet and sink with new sink and millwork. New location to be determined by designer.
1.4.1.1.5 Furnish and install new doors, frames and hardware. Paint new doors and frames.
1.4.1.1.6 Paint walls Cor-O-Fect III Multi-Color Seamless Wallcoating Color 134-3950.
1.4.1.1.7 Replace existing base with new rubber cove base color Roppe P194 Burnt Umber.
1.4.1.1.8 Replace existing floor with new VCT tile floor and base. Color and type 50% checkerboard pattern Mannington Commercial Brushworks 713 Florentine 12”x12” tiles and 50% Mannington Commercial Brushworks 703 Ecru 12”x12” tiles.
1.4.1.1.9 Reuse existing seating and ensure existing capacity remains.
1.4.1.1.10 Paint exterior of break area walls white.
1.4.2 Mechanical/Plumbing:
1.4.2.1 Provide conditioned air for the new breakroom using building 3001 air. Provide filters.
1.4.2.2 Furnish and install new double sink into new casework at location of demoed sink shown on sheet A01. Connect to existing supply and sanitary piping.
1.4.2.3 Utilize existing water heater and filter.
1.4.3 Fire Protection:
1.4.3.1 Install new wet pipe sprinkler system. Tie-in to existing branch line located in the mechanical closet.
1.4.4 Electrical:
1.4.4.1 Remove all existing devices, conduits and conductors back to source panel board.
1.4.4.2 Remove all existing light fixtures which are wholly over the remodel area. Provide conduit and conductors to maintain remaining light fixture row circuitry.
1.4.4.3 The contractor shall provide a completed electrical lighting and power design based on the schematic design provided. The design shall include all routing for conduits, panel locations, circuit sizes, etc. Include equipment cut sheets, design data, operations manuals, etc.
1.4.4.4 All receptacles shall be specification grade, 20 amp, including GFCI receptacles.
1.4.4.5 All lighting/emergency lighting shall be approved by submittal.
1.4.4.6 All wall switches shall be 120 / 277v, 20 amp, specification grade.
1.4.4.7 Existing service to existing water heater shall remain.

1.4.4.8 Ensure adequate electrical for large coffee pot, 3 microwaves, 1 ice maker, 2 refrigerators minimum and 2 computer kiosks.
1.4.5 Fire Alarm:
1.4.5.1 Modifying the existing fire alarm system for current code compliance. The system shall be tested upon completion of the Work.
1.4.5.2 Contractor shall tie-in to existing FACP located approximately at column grid location A109.
1.4.5.3 Fire Alarm horn shall maintain 15db above the ambient noise with a max of 120db.

3. GOVERNMENT FURNISHED PROPERTY:
There is no Government Furnished Property included in this Task Order, however, there are 15 existing break tables that need to be taken into consideration during design.
4. LOCATION
Project area is located in building 3001 at column O93 on the second floor, on Tinker Air Force Base, Oklahoma. Refer to the drawing cover sheet for more information.
