52.212-2-- Evaluation -- Commercial Items (Oct 2014)

METHODOLOGY AND WEIGHTS

The overall evaluation methodology will be Lowest Price Technically Acceptable (LPTA) as tailored IAW FAR 13.106-2. The Government will select the proposal found to be most advantageous to the Government with technical approach and price considered. The evaluation criteria are divided into two (2) factors: Technical Capability and Cost/Price. Technical Capability will be assessed as acceptable or unacceptable based on meeting the requirements of the Statement of Work (SOW) (attachment 1).

Discussions: IAW FAR 13.106-2(b)(3), discussions are not required; however the Government reserves the right to conduct discussions if it is determined to be in the best interests of the Government.

1. Factor 1: Technical: This technical proposal will be rated as “Acceptable” or “Unacceptable” based on the technical proposal evaluation definitions stated below.

Acceptable - Meets all specified technical capability requirements necessary for acceptable contract performance.

Unacceptable - Fails to meet one or more specified technical capability requirements. Proposals with an unacceptable rating are considered not awardable.

In accordance with SOW paragraph 2.1, the Contractor shall provide at a minimum the below as specified in the Senior Leadership Workshop (SLW) Statement of Work (SOW), dated 26 June 2017, schedule and events for the SLW. Contractors who fail to meet the sub-factors will be deemed technically unacceptable. Contractors shall provide supporting rationale on its ability to perform the requirements in the SOW by addressing the following technical sub-factors:

Sub-factor 1: In accordance with SOW dated 26 June 2017, paragraph 2.1 Summary of Requirements, the Contractor shall provide the following at a minimum:

1.1 Availability: The Offeror’s proposal will be evaluated on the availability of its meeting space and associated overnight accommodations within the required period of performance.

1.2 Adequacy of Conference Space: The Offeror’s proposal will be evaluated on the adequacy of the SLW/meeting room space according to the requirements set forth in para 2.1 of the SOW.

1.3 Ability to Meet Audio Visual and Information Technology Needs: The Offeror’s proposal will be evaluated on the ability to meet all AV/IT needs set forth in para 2.1.

1.4 Ability to Provide a dedicated facility/meeting planner: The Offeror’s proposal will be evaluated on the ability to provide a facility/meeting planner as described in para 2.9.

The hotel must be capable of offering facilities within a 40-mile radius of Dulles International Airport.

Sub-factor 2: In accordance with SOW dated 26 June 2017, paragraph 1.2 and 2, the Contractor shall provide the following at a minimum:

2.1 Travel, lodging and meals for Government personnel attending the conference shall be reimbursed in accordance with the standard per diem rates in the DOD Joint Travel Regulation.

Note to Offerors - Offerors shall address as specifically as possible the proposed methodology for accomplishing/satisfying these subfactors. All requirements specified in the solicitation’s SOW are mandatory. By the Offeror’s submitted response, the Offeror is representing that the Offeror can and will perform all requirements specified in the solicitation’s SOW. Do not merely reiterate the requirements in the solicitation’s SOW but instead discuss how you will perform the requirements.

2. Factor 2: Cost/Price: Cost/Price will be evaluated for reasonableness and completeness.

Other than Certified Cost and Pricing Data may be requested if determined necessary by the Contracting Officer.

Pricing shall be included in the proposal and submitted on the Pricing Schedule (Attachment 2).

(a) Price Reasonableness as defined: The offeror’s Price proposal will be evaluated to ensure it is fair and reasonable, with guidance from FAR 15.404. For additional information see

FAR 31.201-3.

(b) Completeness as defined: A proposal is complete when all cost/price data, as outlined in the solicitation, has been submitted in the required format.
