STANDARDIZED COMMENT MATRIX INSTRUCTIONS
The matrix below is a Word document table to be used as a template for submitting comments on draft publications and draft program directives. Except as noted below, an entry is required in each of the columns. To facilitate consolidating matrixes from various sources, do not adjust the column widths or the matrix. Use the column headings in the document header as a guide to adjust column widths.
Column 1 – ITEM Numeric order of comments. Automatically numbered as rows are added. See MISC below for instructions on how to add additional rows.
Column 2 – PAGE Page numbers are located at the bottom of each page.
Column 3 – COMMENT Comment text in line-in-line-out format according to JSM 5711.01A, Joint Staff Correspondence Preparation (Examples are provided in JP 1-01, Annex A to Appendix E). To facilitate adjudication of comments, copy complete sentences into the matrix so that it may not be necessary to refer back to the publication to understand the rationale for the change. Do not use Tools, Track Changes mode to edit the comments in the matrix. Include deleted material in the comment in the strike through mode. Add material in the comment with underlining. Do not combine separate comments into one long comment in the matrix, (i.e. 5 comments rolled up into one).
Column 4 - RESPONSE Provide concise objective explanation of the rationale for the comment. Please be specific, do not use this area to just place questions or state that area needs to be reworked…give specific examples, other publications or guidance.
Column 5 – DECISION (accomplished by OPR) A – Accept R – Reject (Rationale required for rejection.)
M – Modify (Accept with modification; Rationale required for modification.)

Section L, 4.3.1
What does the Government mean by, “a complete contract consists of the tabs ‘business relationship’ and ‘past performance’?”
This statement has been deleted.
M
Section L, Table 2.2 and L.5.1.
Under Volume II Cost Price, Table 2.2 lists a section titled “Exceptions and Acronyms” and L.5.1 lists the same section as “Exceptions and Rationale”. Can the Government deconflict the terminology?
Table 2.2 was corrected to “Exceptions and Rationale” Acronyms should be outlined in the “Glossary of Abbreviations and Acronyms” section. Please include “Exceptions and Rationale” in the applicable section.
M
Attachment 12
Under Subfactor 4, the Cross Reference Matrix references PWS sections 4.2.1 and 4.2.2, neither of which exist. Can you clarify which PWS sections are meant to be referenced?
Changed reference on Cross Reference to reflect correct paragraph numbers 5.2.11 covers security clearance, 5.12 thru 5. 12.3.11. covers Mobilization (includes Basic and Kirtland PWS)
M
Attachment 12
Under Subfactor 5, the Cross Reference Matrix references PWS section 4.6, which does not exist. Can you clarify which PWS section is meant to be referenced?
Changed reference on Cross Reference to reflect correct paragraph numbers 2.13 thru 2.13.2. covers small business (Basic PWS only)
M
Section L 5.3.1. and 5.3.2.
These sections appear to reference Attachment 13B and 13C incorrectly. This is consistent throughout Section L.5 Please clarify.
Attachment numbers 13B and 13C were erroneously switched in the RFP. Attachments 13B and 13C have been adjusted in the amendment to correspond with the attachment instructions. The “Kirtland CPFF Rate Tables” attachment is now designated as Attachment 13B, and the “Kirtland TEP Matrix” attachment is now designated as Attachment 13C.
A
Section L, 6.1.2.
The Government references Section 6 for instructions for completing price matrices. Should this reference actually be Section 5?
The reference has been modified to Section 5.
M
Section L (F&O), 3.2.6.
Subfactor 4: Phase-In/ Mobilization
Can the Government disclose the amount of time between Contract Award and the pre-performance conference?
Time between the two events will vary depending on when contract award takes place. The pre-performance conference for the Kirtland requirement will likely take place in early July 2020 (roughly 60 days prior to the start of the mobilization period).
A
8.
Final RFP General
From the Draft RFP to the Final RFP, the Government withdrew the requirement for an Organizational Change History. This section is typically used, in part, to justify the use of work from other company divisions, including DFARS 252.204-7012 required novations, for our past performance citations. Would the Government consider reinstating the Organizational Change History requirement or allow for this explanation to be provided in a 2 page Past Performance Introduction or as an Appendix to Volume II?
Table 2.2., Section 4.0 has been modified to increase the Title/Introduction Page to 3 pages.
M
9.
Final RFP Section L, 4.1.
The Government states that past performance information should be submitted for the offeror and all “significant” teaming partners. Further definition of “significant” as subcontractors who are proposed to perform 20 percent or more of the proposed effort based on total evaluated price or perform aspects of the effort the offeror considers critical to overall successful performance. Would the Government consider a 2-3 page Past Performance Introduction so that we may introduce our “significant” subcontractors and provide our justification for submitting their past performance or consider adding additional pages in each individual subcontractor’s past performance citation?
The Government has increased the Past performance Introduction to 3 pages.
M
10.
RFP Attachment 8FO and 9FO
The Past Performance Questionnaire temple provided with the final RFP appears to be missing a signature and has the previous contract number. Can the Government please provide an updated Attachment 8FO and 9 FO that includes the correct information?
The Past Performance Questionnaire has been modified to include the correct solicitation number.
M
Section L,
2.2.2. and 3.2.2.
Should the Proposed Teaming/Subcontractor List (Attachment 6) and the Cross-Reference Matrix (Attachment 12) be presented prior to the Technical Subfactors in Volume 1 (as specified in Table 2.2) or at the end of Volume 1 (as specified in 3.2.2)?
Paragraph 3.2.2 has been modified to put the Cross Reference Matrix prior to the Technical Subfactors.
M
Section L, 2.2.2. and Table 2.2.
Is it the Government’s intention to require the Proposed Teaming/ Subcontractor List (Attachment 6) to be included in multiple Volumes (I, II, and IV)?
Yes, this is because once the proposal is submitted, the volumes will be separated/segregated and distributed to each of our evaluation teams. That is why certain attachments are requested in both volumes (so the teams remain independent during the factor assessment portion of the source selection).
A
Section L, 4.3.1.
The section references “business relationship and “past performance” tabs, which seems to be an artifact from a spreadsheet that we can’t find in the RFP documents. Will the Government clarify these references?
The sentence has been deleted.

Attachment 1B Kirtland PWS Annex, Page 80, Paragraph 3.13.5, E Tool Technical Support and Appendix BC
The Kirtland PWS identifies responsibilities for E-Tool Maintenance, the number of systems supported and their location. However, we cannot find the workload data associated with all the E-Tool requirements the contractor is responsible for performing, which is essential for us to develop an effective staffing solution for this critical function. Request the Government provide E-Tool workload data for each contractor performed function.
E-Tool workload data can be found in appendix B, paragraph B.4 and appendix BC.

Attachment 1B Kirtland PWS Annex, Page 138, Section 7.0, Aircrew Flight Equipment Program Management and Attachment 16, AFGSC Aircrew Flight Equipment Listing
Kirtland PWS Section 7.0, Paragraph 7.1.1 states that Aircrew Flight Equipment is not part of the Kirtland requirement, however Attachment 16 provides a complete listing of Aircrew Flight Equipment Listing supported. Please clarify:
| a. | If there is a requirement to provide Aircrew Flight Equipment support to Kirtland |
| b. | Whether or not our proposals need to identify personnel/resources to support the Aircrew Flight Equipment listed in Attachment 16 |
| c. | If so, please provide the corresponding maintenance/supply workload data, and |
| d. | If not, please clarify how we address the requirement in our Technical Proposal. |
a. There is no requirement to provide Aircrew Flight Equipment management for Kirtland. Attachment 16 AFGSC Aircrew Flight Equipment List is provided to give contractors a point of reference when proposing to item 2c of section 3.2.4 of the Instructions to Offerors.
2c) Provide a detailed process to effectively manage Aircrew Flight Equipment to include management strategies and logistics (for reference see Attachment 16 AFGSC- Aircrew Flight Equipment Listing).
b. Proposals need to adequately satisfy the requirement listed at 2c of section 3.2.4 of the Instructions to Offerors. Provide the “process” you propose to use to manage the AFE for AFGSC. This question is scenario-based because no AFE management is required for the Kirtland AFB requirement.
c. Maintenance/supply workload data is not necessary to adequately address your process for management and logistics for these AFE items.
d. See item b A
Kirtland CPFF Rate Tables
Attachment 13C requires the Prime contractor and supporting Team Members/Subcontractors to provide Salary Rates and supporting Build-ups in the clear and in a single document. This requirement results in all Team Members/Subcontractors having to disclose proprietary information to the prime contractor, rather than a fully burdened rate. Request the Government either:
| a. | Revise Attachment 13C to use only Fully Burdened Rates without Fee, or |
| b. | If the Government wants full rate build-ups from Team Members/ Subcontractors, request the Government add a separate Attachment for Team Member/ Subcontractor Rate Build-ups, which will be submitted directly to the Government rather than the Prime Contractor as the Government requires electronic proposal submission. |
As explained in the “Kirtland CPFF Rate Tables” attachment instructions, “Due to privacy concerns, Teaming Partners may be unwilling to provide a breakdown of their labor and indirect rates to the Prime Offeror. If desired, a separate workbook can be submitted directly to the Government by each Teaming Partner. The Teaming Partner shall accurately complete the “Offeror Information” tab providing their information as well as the information of the Prime Offeror, the “Labor Hours” tab, and the applicable “TP Rate Buildup” tab. In this instance the Prime Offeror is still responsible for accurately distributing the labor hours on the “Labor Hours” tab of their workbook to all parties, as well as obtaining from the Teaming Partner and entering all applicable fully burdened CPFF labor rates into the “Total CPFF Rate” columns on the applicable “TP Rate Buildup” tab(s).”
Please note that the “Rate Buildup” tabs have been left unprotected; therefore, the prime offeror can adjust columns as necessary to include directly inputting the Teaming Partner(s) fully burdened rate directly into the applicable “Total CPFF Rate” column(s).

Section L, Page 9, Paragraph 3.2.3. Subfactor 1: Aircraft Maintenance, Aircraft Weapons Maintenance, 1f
Please identify the following in order to detail the security protocols taken for transporting “gun systems”
| a. | Please identify what constitute gun systems (e.g. 7.62 Machine Guns, etc.) |
| b. | Do the gun systems have to be transported off Installation to get to the airfield? |
a) The M240D Gun and 7.62mm caliber ammunition (in cans), constitute the Gun System in the context of this question.
b) During normal daily operations; off installation transportation is not applicable. The helicopter flies to the firing range with pre-mounted gun systems. During TDY operations; off installation transportation may be applicable due to temporary duty location parameters.

Air Force Consolidated Basic Contract PWS, Paragraph 3.5.1.2, and Attachment 1B, Kirtland AFB PWS Annex, Appendix K, Paragraph K.3
Paragraph K.3.1 states “Contractor aircrew shall be qualified on the UH-1N, MH-139, HH-60G and HH-60W (dual qualification is allowed) as indicated by successful completion of formal USAF aircrew qualification training course and as required by DCMA INST 8210.1C. In the event that such personnel are unavailable, the contractor may substitute personnel who have the required qualifications in accordance with DCMA INST 8210.1C.”
| a. | Please confirm that USA, USN, USMC, and or USCG aircrew personnel who have successfully completed their respective branch of service formal aircrew training course(s) are acceptable as long as they possess the required certifications in the respective aircraft as per DCMA INST 8210.1C. |
| b. | The USAF is the only United States Military Service, to date, to acquire the MH-139. As there is no source of USAF or other service aircrews and the topic of MH-139 aircrew training is not addressed in either PWS, please confirm that the Government will provide the required MH-139 training in conjunction with the new equipment training program when the MH-139 is fielded. |
| c. | If the Government is not providing MH-139 New Equipment Training, please provide guidance for capturing the costs of such training in the supporting cost proposal. |
a. A pilot from the Army/Navy/Marines/Coast Guard would be acceptable to fly UH-1N, MH-139, HH-60G and HH-60W helicopters but only after government provided training in the respective aircraft.
b. Government will provide MH-139 training in accordance with appendix K, paragraph K.4.1.—“Initial and refresher basic aircraft qualification will be provided by the Government”... Government will add a note to paragraph K.4.1 to ensure the new airframes (MH-139 and HH-60W) are specifically identified.

Section B, CLIN 0006 and 0007 “Overhead, G&A, and profit will not be paid.”
Is it the Government’s intent to restrict the application of G&A to contractor Travel and Purchase costs incurred in direct support of this contract?
It is the government’s intent to make CLINs 0005-0008 Cost-Reimbursable (CR) Line Items. No profit will be applied to these costs. However in accordance with CAS compliance and the contractor-approved accounting systems, recoupment of indirect costs (such as overhead and G&A) related to execution of these CR CLINs will be allowable charges.
