Offeror May Add Information to Footer if Inclined
This workbook is to be completed by Offerors competing for the Full and Open Basic Award/Kirtland AFB Task Order (TO). This workbook will be utilized to competitively establish CPFF fully burdened rates for CPFF CLINs X003 – MH-139 Aircraft Maintenance, and X015 – MH-139 Aircrew Services/FCF for the one Offeror and up to five (5) applicable Teaming Partner(s), if applicable, that are awarded the Kirtland AFB TO. The proposed CPFF rates will be utilized as the basis for a realism analysis, as well as to establish a Total for CPFF CLINs X003 and X015 based upon the Government calculated labor hours. Upon completion of this workbook, the totals for CLINs X003 and X015 shall be manually transferred by the Offeror to Attachment 13C, “Kirtland TEP Matrix” in order to establish the comprehensive TEP inclusive of all FFP and CPFF CLINs as explained below.
This workbook contains twelve (12) distinct tabs including "Instructions", “Offeror Information”, “MH-139 Delivery Schedule”, “Labor Hours”, "Prime Rate Buildup", "TP #1 Rate Buildup", "TP #2 Rate Buildup", "TP #3 Rate Buildup", "TP #4 Rate Buildup", "TP #5 Rate Buildup", “CPFF Rate Table", and “Summary” tabs. A color coded “Key” has been provided in cells G1-H6 of this worksheet for reference throughout completion of the workbook. Blue-colored cells are provided to highlight the title of each worksheet. Gray-colored cells are included solely for informative and directional purposes. Each green-colored cell has been prepopulated with information essential to the automatic calculation of the CPFF totals for CLINs X003 and X015, will automatically populate based on the information input by the Offeror throughout the orange-colored cells in the workbook, and should not be adjusted (unless specifically required for completion of the respective “Rate Buildup” tab(s)). All orange-colored cells shall be completed by the Offeror, if applicable. The Offeror shall only complete orange-colored cells as all other cells have been locked to prevent adjustment (unless adjustments are required on the applicable “Rate Buildup” tabs). Tampering with Attachment 13B, “Kirtland CPFF Rate Tables” outside of what is instructed may result in the Offeror’s proposal being disqualified from further consideration. The yellow-colored cells located in rows 10 and 20 of the “Summary” tab will also prepopulate based upon the labor hour data input by the Offeror in the “Labor Hours” tab, and the labor rate data input by the Offeror in the applicable “Rate Buildup” tab(s) to provide the CPFF totals for CLINs X003 and X015 for each FY. The Offeror shall comply with the instructions on the “Summary” tab as well as below to transfer the TEP data from the yellow-colored cells to the respective yellow-colored cells in the “Option 1” through “Option 4” tabs within Attachment 13C, “Kirtland TEP Matrix”.
Please note that the worksheets only require the Offeror to complete CPFF labor hour and direct labor rate data applicable to CLINs X003 and X015 from Option Year 1 (01 October 2021 through 30 September 2022) through Option Year 4 (01 October 2024 through 3 September 2025), as well as for a potential Extension period. The Offeror is not required to provide CPFF labor hour and direct labor rate date applicable to the base year as the MH-139 replacement helicopter will not be introduced to the Kirtland AFB until Option Year 1.
“Offeror Information” tab: The Offeror shall provide the name, address, DUNS number, and CAGE code for the Offeror and any proposed Teaming Partner(s) on the “Offeror Information” tab.
“MH-139 Delivery Schedule”: Kirtland AFB is scheduled to receive replacement rotary aircraft throughout the anticipated performance period. The “MH-139 Delivery Schedule” tab provides an outline of the anticipated MH-139 delivery schedule utilized to provide Government labor requirements in the “Labor Hours” tab. It is important to note the quantity of replacement aircraft present each Option Year, as well as the quantity of months during which each replacement rotary aircraft (MH-139) will require maintenance as this will impact the anticipated labor hours input by the Offeror on the “Labor Hours” tab.
No replacement aircraft are anticipated during the Base Year. The first aircraft is scheduled for delivery half-way through Option 1, therefore requiring six (6) months of rotary maintenance services. Five (5) additional rotary aircraft are scheduled to be incrementally delivered to Kirtland during Option 2 at a rate of one (1) rotary aircraft delivered every two (2) months, aggregating to six (6) total replacement rotary aircraft (one (1) rotary aircraft delivered in Option 1 and five (5) rotary aircraft delivered in Option 2). Therefore, Option 2 will require 42 total months of rotary maintenance. As all six (6) MH-139 aircraft anticipated at Kirtland AFB will be delivered prior to Option Year 3, a total of 72 months (6 aircraft x 12 months) of rotary maintenance service will be required for both Option Years 3 and 4. The extension period is automatically calculated based on one half of the hours required for Option Year 4, resulting in a total of 36 months of rotary maintenance service.
“Labor Hours” tab: The Offeror shall complete the orange-colored cells (as applicable) to provide the number of hours required for the Prime and each Teaming Partner (if applicable) to perform rotary maintenance services by FY/Option Year on the MH-139 for both CLINs X003 and X015.
The Government has provided “Government Calculated Hours” as shown in column C. These hours were derived from the total hours utilized by labor category to perform one month of rotary maintenance service on the UH-1N presently in service as presented in cells A3-B17, multiplied by the number of “months” anticipated to maintain the MH-139 based on the delivery schedule outlined in the “MH-139 Delivery Schedule” tab.
These hours as broken down by labor category are solely provided as a reference to assist in the completion of the spreadsheet. However, the total hour values provided in cells C35, C53, C71, C89, and C107 must all be allocated. Specifically, the Offeror shall distribute the total hours applicable to each FY as detailed in cells C35, C53, C71, C89, and C107 across the provided labor categories to demonstrate the breakdown of labor anticipated by the Offeror. Although the Offeror can allocate the total hours anticipated across the labor categories as they see fit (meaning that the hours allocated may vary from those input by the Government in column C), they shall allocate all of the total hours presented (ex: the Offeror shall distribute all of the 5,271 hours presented in Cell C35 of FY 2022/Option Year 1 across cells D21 through I34).
The labor hours, as input by the Offeror, will be carried forward to the “CPFF Rate Table” tab. Once the Offeror has completed their fully burdened labor rate buildup on the applicable “TP Rate Buildup” worksheets, the labor hours and fully burdened rates will automatically calculate the CPFF totals for CLINs X003 and X015 on the “CPFF Rate Table” tab.
“Rate Buildup” tabs: The Prime Offeror and each applicable Teaming Partner shall utilize the applicable “Rate Buildup” tab to input the components of their proposed CPFF labor rates for each labor category under which they plan to perform. The Government has identified twelve (12) labor categories applicable to CLIN X003 – MH-139 Aircraft Maintenance and two (2) labor categories applicable to CLIN X015 – MH-139 Aircrew Services/FCF. The identified labor categories are anticipated to be inclusive of all labor categories expected to be used within CPFF CLINs X003 and X015 throughout Option Year 1 through Option Year 4, and any potential six (6) month Extension period of the contract. All CPFF labor categories shall be covered and proposed collectively by the Prime and/or Teaming Partner(s). These rates may be proposed by the Prime, Teaming Partner(s), or both. The Offeror shall ensure that all labor categories are covered, but not all labor categories must be covered by any one business entity. If an Offeror’s labor category nomenclature differs from the Government’s, the Offeror must input the Offeror’s labor classification within column B of the applicable “Rate Buildup” worksheet. Please note that Offerors shall not add or subtract Government identified labor categories. Failure to propose rates for all labor categories will render the proposal incomplete, and the entire proposal will be subject to rejection.
The Offeror’s proposal shall include a CPFF fully burdened labor rate build-up for each Government directed labor category to include the hourly base rate, each applicable indirect rate, and profit. Offerors are expected to use the customary formats and calculations consistent with their normal accounting practices to develop the proposed CPFF fully burdened labor rates. Each labor rate shall be presented by FY, covering FY 2022 (01 October 2021 – 30 September 2022) through FY 2025 (01 October 2024 – 30 September 2025) as required by each worksheet. Each FY follows the Government’s FY: 01 October through 30 September. CPFF labor rates utilized during the “Extension” period will automatically be priced at the hourly rate established for “Option 4”. All dollar amounts input by the Offeror on the applicable “Rate Buildup” tabs shall be presented to the hundredths place (two decimal places).
The following guidelines highlight the major elements normally associated with the buildup of fully burdened labor rates and documentation the Offeror must provide to support the realism of the proposed fully burdened labor rates:
-Base Labor Rates: The Offeror shall provide base labor rates associated with each labor category. Base rates are the hourly rates that the employees will be paid for performance under the Kirtland Task Order. A base rate shall be proposed for each labor category across each FY as well as the basis and rationale for all proposed base labor rates. The most common basis for a proposed base rate is the actual rate the employee is currently being paid. When a composite base labor rate is proposed, a separate worksheet that identifies the individuals, their rates, and the weighting assigned to each rate to arrive at the single composite rate shall be provided. If an individual in a particular labor category is currently not employed, a verifiable method used to establish the reasonableness of proposed rate shall be provided (e.g. wage verification survey, Salary.com, quotes, etc.). Supporting payroll data and rationale for all position classifications anticipated to be used under the contract shall be submitted as part of the proposal.
-Base Labor Rate Escalation: Depending upon the Offeror’s customary practices, escalation may be proposed and base labor rates may require adjustment for annual cost of living increases. Base rate adjustments can occur when calculating year one rates if employees would normally receive pay increases prior to the end of the first contract year. Base rates for contract out-years may require escalation adjustments to reflect what employees will receive for those periods. If applicable, the methodology used to escalate out-year rates shall be provided in the Offeror’s documented proposal to include the escalation factors applied, the basis for the escalation factors used, and the dates that pay increases are effective.
-Indirect Rates: A simplified rate breakout structure has been included, comprised of common indirect rates including one Fringe rate, one Overhead (OH) rate, one General and Administrative (G&A) rate, one Fixed Fee rate, and one Facilities Capital Cost of Money (FCCOM) rate. In the proposal, the Offeror shall show each individual rate, as applicable, and describe the allocation base. The allocation base is the cost category that the rate is multiplied by to calculate the indirect dollars. An example is a labor Overhead rate applied to direct labor dollars; the latter being the allocation base. Simplified burdening formulas have also been applied in which 1) Fringe is applied to base labor to arrive at the Fringe cost, 2) OH is applied to the base labor and resulting Fringe cost to establish an OH cost, 3) G&A is then applied to the base labor, resulting Fringe cost, and resulting OH cost to establish a G&A cost, 4) Fixed Fee rate is applied to the aggregate cost comprised of the base labor plus calculated Fringe, OH, and G&A cost to establish the proposed Fixed Fee, 5) and FCCOM is applied to base labor to establish the FCCOM cost. If the Offeror is able to accurately convey their customary rate structure utilizing the provided rates or less, the Offeror shall only input the applicable base labor cost rate and applicable indirect rate percentages into the orange-highlighted cells. If necessary, the Offeror may input additional indirect rate columns and adjust formulas to align the applicable “Rate Buildup” tab(s) to their customary rate structure; however, all adjusted cells must be highlighted in yellow by the Offeror. Further, the Offeror must notate all indirect rate adjustments within their written price proposal. Please note the Offeror shall ensure the accuracy of the “Total CPFF Rate” columns as the fully burdened CPFF labor rate will be automatically carried forward to establish the Total for each Option Year by Offeror on the “CPFF Rate Table” tab.
In order to support proposed indirect rates the Offeror shall include one of the following items listed in order of preference: 1) a current Forward Pricing Rate Agreement or Forward Pricing Rate Recommendation memorandum issued by the Defense Contract Management Agency (DCMA), 2) a completed Defense Contract Audit Agency (DCAA) proposal audit opining on all of the proposed indirect rates, issued within the last calendar year, 3) completed DCAA audits detailing both the adequacy and compliance of the Offeror’s most recently issued Disclosure Statement (DS) as well as the accompanying DS, 4) independent accounting firm audit results issued on the proposed indirect rates within the last FY, 5) the most recently issued DCAA provisional billing rate memorandum discussing the approved indirect rates as well as a copy of the most recently completed fiscal year end actually incurred indirect rates, or 6) if no audited indirect rate information is available, financial data and the methodology used to calculate the proposed indirect rates must be submitted. The Offeror shall identify unallowable costs in accordance with FAR Part 31, as well as the build-up of the indirect rates, including applicable pools and bases. In addition, provide actual indirect rates breakdowns for the previous three years.
-Fixed Fee Rates: The Offeror shall identify fixed fee percentages/dollar values separately.
Due to privacy concerns, Teaming Partners may be unwilling to provide a breakdown of their labor and indirect rates to the Prime Offeror. If desired, a separate workbook can be submitted directly to the Government by each Teaming Partner. The Teaming Partner shall accurately complete the “Offeror Information” tab providing their information as well as the information of the Prime Offeror, the “Labor Hours” tab, and the applicable “TP Rate Buildup” tab. In this instance the Prime Offeror is still responsible for accurately distributing the labor hours on the “Labor Hours” tab of their workbook to all parties, as well as obtaining from the Teaming Partner and entering all applicable fully burdened CPFF labor rates into the “Total CPFF Rate” columns on the applicable “TP Rate Buildup” tab(s).
“CPFF Rate Table” tab: The “CPFF Rate Table” will automatically populate based upon the hours distributed by the Offeror within the “Labor Hours” tab, as well as the CPFF labor hour rates established by the Offeror by labor category within the “Rate Buildup” tabs. The Offeror shall not input any data or make any adjustments to the “CPFF Rate Table” tab. The tables on the tab have been broken down by Offeror (Prime and applicable Teaming Partner(s)), as well as by FY/Option Year for each anticipated labor category. A total CPFF for each period will automatically be calculated in the “Total” column of each FY by multiplying the labor rate input by the Offeror by the labor hours as distributed by the Offeror. The total CPFF for each tab will automatically be summed on the “Summary” tab.
“Summary” tab: Upon completion of all applicable orange-colored cells in the workbook, the summary tab will comprehensively populate based on the Offeror input CPFF labor rates input in the applicable “Rate Buildup” tabs and labor hours per labor category as distributed by the Offeror on the “Labor Hours” tab. The total CPFF as highlighted in yellow by FY in rows 10 and 20 of the “Summary” tab shall then be manually transferred from this workbook by the Offeror to Attachment 13C, “Kirtland TEP Matrix”. These values shall be input into the respective tab applicable to each outlined FY in accordance with the instructions provided on the “Summary” tab. The CPFF calculated by FY for CLINs X003 – MH-139 Aircraft Maintenance and X015 – MH-139 Aircrew Services/FCF in this workbook will then be utilized within the Offeror’s proposed TEP for the Kirtland AFB TO in the Attachment 13C, “Kirtland TEP Matrix” workbook in accordance with the Subjective Trade-Off evaluation parameters outlined in the solicitation.
