About this file
This document contains questions and answers related to a federal construction contract opportunity at Ellsworth Air Force Base in South Dakota. The contract involves the construction of a new bathroom facility near an existing parking lot and football field. The government will provide topographical data but recommends contractors conduct their own survey. As-built drawings are not available for existing utilities including pipes, power lines, and manholes, so contractors should estimate depths and connections. Sufficient gas, water, electrical, and sewer capacities were confirmed but contractors will determine final connection points and sizing. The submission deadline will be adjusted based on when additional data is provided. Only a 65% design is required for the initial submission.

Question 19: Is/are you are going to provide survey of that area?
Answer 19: CES will provide a .pdf file of the topographical data we have. It is highly recommended to conduct your own survey as outlined in the SOW, section 3a.
Question 20: Will the government provide the topographical survey for the project or will each team submitting need to provide it for the design?
Answer 20: CES will provide a .pdf file of the topographical data we have. It is highly recommended to conduct your own survey as outlined in the SOW, section 3a.
Question 21: Will the government provide the geotechnical report for the project or will each team need to provide it for the design?
Answer 21: The government does not have a geotechnical report for that particular area. For the purpose of this award process, please utilize the foundational requirements as stated in the SOW, and plan on accomplishing a geotechnical investigation after award.
Question 22: Is/are the as built drawings for the available power and the size of the drain pipes?
Question 23: Will the government provide the utility locations, including the sizes, depth and voltages or will each team need to provide it for the design?
Answer 22/23: CES does not have the as-built drawings for the pipes or power. The provided utility location drawings show the utilities in the area. The gas line is 3” ∅ at 3-4’ depth and has enough capacity.
The storm line is 60” ∅ at 10’3” (from MH rim to pipe invert) at the manhole east of the running track. The concrete lid of the storm drain junction box by Twinning Street could not be removed.
The contractor shall estimate the storm drain depth for the purpose of the design. The lid will be removed after award to continue the design. The electrical panel adjacent to the football field has enough capacity as determined by our electricians. The KVA rating for the transformer is 75 KVA. The secondary voltage is 120/208V. The panel as it is currently installed is rated for 250A.
The water line adjacent to the football field is a 4” ∅ at 7’ and has enough capacity. The sanitary line is 8” ∅ and has enough capacity. Please see attached for the inverts of the various nearby manholes. The 65% design shall determine the utility tie-in points, the utility size and routing to supply the building.
Question 24: Since the submittal package requires a 65% design to be included with the submittal, will the government adjust the submission date dependent on if they provide the survey, Geotech and utility locates based on when these are provided to the potential bidders?
Answer 24: The submission date will be appropriately adjusted.
Question 25: Storm Sewer Questions a. Please confirm the size of the storm sewer pipe under the track and flowing to the east. b. The invert of the junction box is needed to determine pipe slope to the east of the track. Can AF staff open the junction box to allow this measurement?
Answer 25: A) See response to Question 22 and 23
Question 26: Sanitary Sewer Main Questions: a. Please confirm the size of the existing gravity sanitary sewer main. b. Is it the intent of AF to construct the new sewer connection as a gravity main versus a long sewer service? c. Our initial survey indicates that possible conflicts may exist between the storm and sanitary. Gravity fed sewer from proposed location of the new Bathhouse to the existing sanitary sewer main could be challenging and costly with storm sewer pipe crossing. Would the AF prefer this to be a pumped system in this case?
Answer 26: A) The existing gravity sanitary sewer is 8” ∅. B) Please connect to the existing sanitary main.
C) Upon investigation and analysis, there exists sufficient elevation drop to connect to MH2, as labeled in the attached. This connection would de-conflict with the existing storm line.
Question 27: Water Main Questions: a. Is it the intent of the AF to construct a long water service (500’-600’) or is there benefit to construct this as a new water main and potentially add a FH near the Bathhouse?
Answer 27: You can connect to the adjacent 4” ∅ line just North of the football field; it is less than 400’ from the proposed site and has enough capacity.
Question 28: There appears to be a transformer located on the North side of the track. Is this where power needs to be brought from to the new building?
Answer 28: There is sufficient capacity on the panel attached to the transformer.
Question 29: How should the exterior lighting be controlled? Photocell for dusk to dawn operation or utilize an astronomical time clock to allow the user field selectable settings?
Answer 29: Please utilize photocell for dusk to dawn operation, with the ability to shut off the exterior lights during the winter months as the facility will not be in use during that period.
Question 30: Will the doors have standard lock and key; or, is there a need for some type of access control system to allow for automatic locking and unlocking of the doors?
Answer 30: The preferred lock and key is the Best 7 pin with removable core. Provide the cores the Govt. Our lock shop will key and install the cores after construction.
Question 31: Will a 35% Design Review be required for the sample project? If so, will the CO need to issue a
Notice to Proceed prior to moving on to the 65% Design Drawings?
Answer 31: No, only a 65% design is required for this award.
Question 32: Is there a preferred heat source for the building? i.e. Furnace or Unit Heaters
Answer 32: There is no preferred heat source; CES only requests that whatever method is chosen is energy efficient.
Question 33: Can a new gas line be connected directly to the main line?
Answer 33: Yes, with coordination.
Question 34: Can new electrical, sewer and/or water lines be connected off service lines?
Answer 34: Yes, there is sufficient capacity for all the services listed.
Question 35: Can you provide the existing site utility plan?
Answer 35: See prior responses on utilities.
Question 36: What is the existing utility line sizes and capacities (Gas, Storm, Electrical, Water, Sewer)?
Answer 36: See prior responses on utilities.
Question 37: Can you provide existing GIS information?
Answer 37: CES will provide a .pdf file of the topographical data we have. It is highly recommended to conduct your own survey as outlined in the SOW, section 3a.
Question 38: Can you provide existing topography?
Answer 38: CES will provide a .pdf file of the topographical data we have. It is highly recommended to conduct your own survey as outlined in the SOW, section 3a.
Question 39: How close to the existing parking lot do you want the new latrine building?
Answer 39: That is up to the contractor to determine. However we have looked at the building placement and will allow the building or portions of the building to be placed in the parking lot area as long as sufficient clearances are provided from the road.
Question 40: Can you provide an existing site plan which shows elevations of the new bathroom building and the existing utilities? It is not clear from the site plan provided which direction would be appropriate to allow gravity connection to the existing sewer lines (or if it is actually uphill to the new sewer lines, which would require pressure sewer/lift station).
Answer 40: CES will provide a .pdf file of the topographical data we have. It is highly recommended to conduct your own survey as outlined in the SOW, section 3a. Upon gathering the requesting information on the sanitary sewer lines, it was determined that there is sufficient elevation for the new facility to connect to the sanitary main at MH2, as named on the attached drawing showing the site and manhole elevations.
Question 41: What is the secondary voltage and KVA rating for the transformer on the other side of the field from the new building?
Answer 41: The KVA rating for the transformer is 75 KVA. The secondary voltage is 120/208V. The panel as it is currently installed is rated for 250A.
Question 42: What does this transformer feed?
Answer 42: The transformer currently only feeds the stadium lights surrounding the football field.
Question 43: Can we get an as built drawing of the installation of the light towers and/or that transformer?
Answer 43: CES does not have any as-builts for the lights or transformer.
Question 44: If not can there be another site visit to look at this?
Answer 44: Yes, please provide a couple dates and we will coordinate with the electricians.
