A pre-bid/pre-proposal conference will be conducted at 9:00am MST Thursday, 10 January 2019 for the purpose of answering questions regarding this solicitation. A second site visit will be conducted at 9:00am MST Thursday, 24 January 2019 for the purpose of taking field measurements as necessary for proposal submission.
Submit the names of all attendees (not to exceed 4) to Samantha Hough via email at samantha.hough.2@us.af.mil and steven.lynn.2@us.af.mil. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees.

DRAFT REQUEST FOR PROPOSAL:
All documents included in this notice are considered DRAFT documents and are subject to change. Questions or suggestions to draft documents are welcome, please submit these via e-mail to the POC and CO identified below. Answers will be provided along with the solicitation. All dates included in the draft documents are not actual dates that will be used in the formal solicitation. The purpose of posting a DRAFT solicitation is to gather information to ensure the requirement and documents are clear, this will be used to finalize a formal solicitation. Questions or suggestions regarding any of these documents are due on November 30 at 3:00 pm MST.
The Department of the Air Force, 28th Contracting Squadron intends to issue a formal RFP anywhere from 30 Nov 18 to 31 Dec 18 but is subject to change. Please submit any questions at your earliest convenience but no later than 30 Nov 18.

This solicitation will be for several indefinite delivery indefinite quantity (IDIQ) contracts in the Multiple Award Construction Contract (MACC) On-Ramp Program at Ellsworth Air Force Base, South Dakota.
The procurement consists of one solicitation with the intent to award to a target of three (3) IDIQ MACC Construction Contracts to the responsible offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the best value, price and non-price factors considered. The Government reserves the right to evaluate and/or award more than or fewer than the target number of contracts.
It has been determined to solicit the MACC On-ramp solicitation as a Service Disabled Veteran Owned Small Business, SBA certified 8(a) Small Disadvantaged Businesses, and HUBZone set-aside only.
The North American Industry Classification Standard (NAICS) is 237990 and the annual size standard is $36.5 million.
This procurement is to provide new construction, renovation, alteration, demolition, and repair work by design-build or design-bid-build for facilities. All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each task order. The jobs will include, but are not limited to, tasks in a variety of trades such as carpentry, roofing, excavation, electrical, plumbing, sheet metal, painting, demolition, concrete masonry, welding, HVAC, asbestos removal, etc. .
The contract period will be the date of award to 29 June 2021. The guaranteed minimum dollar amount for each contract is $500.00. The maximum dollar value for the MACC On-Ramp is $18,000,000.00.
The solicitation will be issued via Federal Business Opportunities at https://www.fbo.gov/. No paper copies of the solicitation, specifications, or plans will be issued from this office. Requests for the RFP by any other means will not be accepted. Prospective contractors must be registered in the System for Award Management (www.sam.gov) in order to be eligible for award. There will be no preannouncement of when the solicitation will be available; however, the issuance date for this solicitation is anticipated to be on or about 14 November 2018.
