Question 1: Are there suitable fill materials stockpiled or located on the base that could be used on this project?
Answer 1: There is not any suitable fill material on base. 28 CES recommends use of SDOT-grade fill for use on site.
Question 2: Per Atch 21 Section L – Instructions, Condition, and Notice to Offerors, 3.3 Section III - Past Performance is there only a 15 page maximum for this factor?
Answer 2: The 15 page limit (5 projects @ 3 pages each) is just for Tab C (3.3.2.4). Tab A (3.3.2.2) and Tab B (3.3.2.3) do not have a page number limit.
Question 3: Item 12 of the GIPR indicates that the specification need to be UFGS format. At the Jan 10 meeting MasterSpec was also indicated as an approve specification format. Is MasterSpec an approved format?
Answer 3: For this solicitation, no, please submit in accordance with UFGS standards as found here:
http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs. In the future, MasterSpec may be used if identified in the solicitation.
Question 4: Should security style plumbing fixtures (stainless steel) be provided or are porcelain acceptable?
Answer 4: Porcelain fixtures are acceptable.
Question 5: Should wall hydrants be provided on the exterior of the building? Should hose bibbs be provided for cleaning inside the bathrooms?
Answer 5: No, the SOW does not mention the use of wall hydrants. Hose bibbs are not required due to the inclusion of a janitor’s closet with mop sink in the SOW, section 2CC.
Question 6: Regarding the Past Performance Questionnaire: What is the correct due date for the PPQ’s? The solicitation states two different dates: “ten (10) calendar days prior to the required due date” (pg. 1 , Attachment 21), which would be February 19 or February 25th (pg. 4, Attachment 21)?
Answer 6: The Government is requesting that PPQs be submitted early to allow the Government to organize the past performance information received in preparation for the Past Performance evaluation conducted after the solicitation closing. As stated in section L Failure to receive PPQs by the earlier date will not result in offeror disqualification. Any PPQs that are received prior to past performance evaluation and are considered Recent and Relevant will be included in the past performance evaluation.
Question 7: Will all future task orders require 65% drawings for submission of bids?
Answer 7: No, future task orders will not typically require a design at the time of proposal submission.
Project dependent design phases will occur after task order award, upon issuance of applicable Notice to Proceed.
Question 8: Do you have existing soil testing?
Answer 8: We do not have any geotechnical reports for soil testing. We highly recommend planning to bring appropriate fill (SDOT) for use on site.
Question 9: Many of our references for the Past Performance Evaluation Questionnaires are on furlough due to the government shutdown. Will prior project PPQ’s be acceptable to submit?
Answer 9: PPQ provided as attachment 19 is specific to this solicitation. PPQs from prior solicitation will not include the same information and prevent an equal evaluation. No questionnaire submittals will be accepted from the offeror being evaluated, evaluators shall send questionnaires directly to the Government. As stated in http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs section L Failure to receive PPQs by the earlier date will not result in offeror disqualification. Any PPQs that are received prior to past performance evaluation and are considered Recent and Relevant will be included in the past performance evaluation.
Question 10: Many of our references for the Past Performance Evaluation Questionnaires are on furlough due to the government shutdown. Will you accept questionnaire submittals directly from the offeror being evaluated?
Answer 11: Evaluators shall send questionnaires directly to the Government. No questionnaire submittals will be accepted from the offeror being evaluated. Once the evaluator completes the questionnaires, the information shall be considered sensitive and shall not be released to the offeror.
Question 12: Is master spec acceptable?
Answer 12: See question 3.
Question 13: Do you intend for the bathroom doors to face the existing parking lot or the track?
Answer 13: The doors shall face the parking lot.
Question 14: Can Section II and Section III be combined in one PDF as 1 portion of the technical proposal?
Do you want all three sections in their own separate PDF?
Answer 14: No, Section II and Section III may not be combined into one PDF. Please provide all three sections as their own PDFs as outlined in the solicitation.
Question 15: Is there a set percentage for overhead and a percentage for profit we are allowed to use on the AF Form 3052?
Answer 15: No, there is no set percentage. It is up to each contractor to determine their overhead and profit rates.
Question 16: Would the owner be able to provide a sample of a filled out AF3052 to show how much detail they expect the project to be broken down into?
Answer 16: The Government will not provide a sample of a filled out AF3052. It is up to each contractor to determine what the major cost elements are for their proposal.
Question 17: Should the labor costs on the front page of the AF3052 include wage rate, fringe benefits, and burden for total cost?
Answer 17: It is only necessary to provide major cost elements. The Government is not expecting a breakdown of pricing for each labor category, however if a contractor were to elect to provide labor hours it would be appropriate to provide the fully burdened labor costs.
Question 18: Section L Para 3.3.5 - If the projects referenced already hold a CPAR evaluation, do you still need a PPQ? Also, will we need to provide you with a copy of the CPAR?
Answer 18: PPQ’s can be used for projects not already covered by CPAR reports so if there is already a completed CPAR report, a separate PPQ is not necessary. If you do not anticipate any PPQ’s because all of your projects are covered under existing CPAR reports please state this in your proposal when submitted. The Government will pull CPAR reports for all contractors whose past performance is evaluated.
