About this file
This document summarizes an updated 2024 asbestos survey of Pioneer Hall in Ashland, Oregon, conducted by Coleman Creek Consulting, Inc. (CCC) on behalf of the City of Ashland. The survey revisited previous findings from 2017, collecting additional core samples to determine if concealed flooring materials contained asbestos. All 4 samples analyzed were found to have no detectable asbestos, consistent with the 2017 survey. The report recommends that any materials uncovered during future renovations should be sampled and analyzed for asbestos content.
This document is related to a state and local contract opportunity for the rehabilitation of the Community Center and Pioneer Hall facilities in Jackson County, Oregon, managed by the City of Ashland. The project involves selective demolition, structural upgrades, mechanical/electrical/plumbing work, interior and exterior renovations, ADA improvements, and hazardous material abatement. Interested contractors must demonstrate prior experience with similar projects, and bids are due by 2:00 pm PST on April 30, 2024, with a mandatory pre-bid meeting on April 9, 2024. The solicitation does not specify any set-aside designations or restrictions on contractor types, and details on the project budget, funding sources, incumbent contractor, and current contract value are not provided.

UPDATED ASBESTOS SURVEY
OF
PIONEER HALL
73 WINBURN WAY, ASHLAND, OREGON
FOR
CITY OF ASHLAND
INTRODUCTION
Coleman Creek Consulting, Inc. (CCC) was retained by the City of Ashland to perform an updated asbestos survey of Pioneer Hall at the above address, reviewing flooring materials. The purpose of the survey was to determine the presence of asbestos containing materials in Pioneer Hall.
2017 ASBESTOS SURVEY
CCC performed an asbestos survey of Pioneer Hall in 2017. The survey reported no asbestos materials detected, and recommended determining if concealed flooring materials were present beneath surface materials. A copy of the 2017 survey is included in Appendix D
2024 ASBESTOS SURVEY
David W. Fawcett of CCC visited the Pioneer Hall March 8, 2024. Mr. Fawcett collected representative flooring samples beneath surface flooring by core sampling the floor in the areas of wood floor, and collecting representative floor samples beneath the surface floor materials. See Site Sample Record Sheet (page 3) for a description of the samples and locations. For a visual representation of sample locations, see Appendix A, Asbestos Sample Location Diagram. Bulk sample location photographs are attached in Appendix B.
ASBESTOS ANALYSIS
All samples collected were sent overnight delivery to EMLab P&K. Samples were analyzed for asbestos using Polarized Light Microscopy (PLM) techniques (EPA Method 600/R-93/116). All four samples collected were reported none detected for asbestos. See the results in Appendix C.
RECOMMENDATIONS
If materials not sampled are uncovered during renovation activities, a sample(s) should be collected and analyzed for asbestos content.

All samples were received in acceptable condition unless noted in the Report Comments portion in the body of the report. The results relate only to the samples as received and tested. The results include an inherent uncertainty of measurement associated with estimating percentages by polarized light microscopy. Measurement uncertainty data for sample results with >1% asbestos concentration can be provided when requested.
Eurofins EPK Built Environment Testing, LLC ("the Company"), a member of the Eurofins Built Environment Testing group of companies, shall have no liability to the client or the client's customer with respect to decisions or recommendations made, actions taken or courses of conduct implemented by either the client or the client's customer as a result of or based upon the Test Results. The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.

ASBESTOS SURVEY
OF
PIONEER HALL
73 WINBURN WAY, ASHLAND, OREGON
FOR
CITY OF ASHLAND
INTRODUCTION
Coleman Creek Consulting, Inc. (CCC) was retained by the City of Ashland to perform an asbestos survey of Pioneer Hall at the above address. The purpose of the survey was to determine the presence of asbestos containing materials in Pioneer Hall.
ASBESTOS SURVEY
David W. Fawcett of CCC visited the Pioneer Hall August 4, 2017, met with Kaylea Kathol, and walked through Pioneer Hall. Mr. Fawcett collected representative bulk samples from the interior and exterior of Pioneer Hall.
All samples collected were reported none detected for asbestos. See the results in Appendix C.
CONCEALED MATERIALS
Destructive sampling was not performed during this survey. It is possible that other flooring materials may exist under the sheet vinyl flooring found throughout the building. Other materials may be concealed by past renovation work. If materials not sampled during this survey are uncovered, a sample should be collected and analyzed for asbestos.
RECOMMENDATIONS
If materials not sampled are uncovered during renovation activities, a sample(s) should be collected and analyzed for asbestos content.
