RENOVATION LEAD PAINT SURVEY
OF
ASHLAND COMMUNITY CENTER
59 WINBURN WAY, ASHLAND, OREGON
FOR
CITY OF ASHLAND
INTRODUCTION
Coleman Creek Consulting, Inc. (CCC) was retained by the City of Ashland (COA) to perform a lead paint survey of the Community Center Building at the above location. The purpose of the lead paint survey was to determine the concentration of lead in paint prior to renovation activities.
LEAD PAINT SURVEY
David W. Fawcett of CCC visited the Community Center Building June 1, 2023 and reviewed the building with Robert Hallberger, COA Maintenance. Mr. Fawcett collected representative paint chip samples from the interior and exterior of the Community Center Building. See Lead Paint Site Sample Record Sheet (page 3) for description and location of samples. See Lead Paint Sample Diagram in Appendix A for a visual representation of the sample locations. See representative photographs of paint sample locations in Appendix B. Mr. Fawcett packaged the paint samples for overnight delivery to Eurofins EPK for lead paint analysis.
LEAD PAINT SAMPLE ANALYSIS
The submitted paint samples were analyzed by Eurofins EPK with the following method: NIOSH 7082 and EPA 7000B Modified. Lead paint concentration results are listed below:
1. The four paint samples collected from interior surfaces (Samples 23-059A.L1-L4) were reported with lead concentrations ranging from <74 to 2,600 parts per million (ppm) lead.
2. The two paint samples collected from exterior surfaces (Samples 23-059A.L5 and L6) were reported with lead concentrations of 76,000 and 66,000 ppm lead.
The Eurofins EPK Lead: Flame Atomic Absorption Spectrometry laboratory report is enclosed in Appendix C.
LEAD REGULATORY STANDARDS
OSHA requires an assessment of lead paint exposure during disturbance of lead painted materials. The Oregon Health Authority lead abatement requirements and standards do not apply to demolition projects that impact lead painted materials. EPA requires lead safe work practices be performed during disturbance of lead based painted materials in child-occupied buildings.

RECOMMENDATIONS
Lead was noted detected in concentrations up to 2,600 ppm in interior locations, and concentrations up to 76,000 ppm in exterior locations. Coleman Creek Consulting, Inc recommends development of a lead painted materials handling program prior to disturbance to guide the contractor during renovation activities.
