REVIEW OF LIGHT FIXTURES FOR PCB BALLASTS
ASHLAND COMMUNITY CENTER BUILDING
59 Winburn Way, Ashland, Oregon
FOR
CITY OF ASHLAND
INTRODUCTION
Coleman Creek Consulting, Inc. (CCC) was retained by the City of Ashland to perform a PCB ballast light fixture review of the portion of the Community Center Building scheduled for renovation, including replacement of lighting. The purpose of the PCB ballast light fixture review was to determine the location of PCB ballasts in the areas reviewed.
SCOPE OF WORK
It was decided that representative light fixtures would be reviewed for the presence of PCB ballasts.
PCB ballasts were banned in 1979 by the Environmental Protection Agency under the Toxic Substances Control Act (TSCA). TSCA required labeling indicating no PCB’s in the ballasts manufactured after 1979, including, “No PCB’s, “PCB-Free” and “Non-PCB”. Testing of individual ballasts is impractical, therefore, all ballasts that do not contain the above wording should be assumed to contain PCB’s. Recently, the requirement to provide a mention of PCB’s on the label was eliminated, making PCB identification more difficult.
LIGHT FIXTURE BALLAST REVIEW
David W. Fawcett of CCC visited the Ashland Community Center Building June 1, 2023, and reviewed the facility. According to a plaque affixed to the front of the building, original construction was in 1922, and renovation occurred in 1986. Mr. Fawcett the building for the presence of light fixtures that may contain PCB ballasts. The only fluorescent light fixture was noted in the basement, was noted of newer construction. No other fluorescent light fixtures were noted in the Community Center Building.
RECOMMENDATIONS
All fluorescent bulbs to be removed should be removed and disposed as universal waste prior to renovation activities.
