About this file

This is a Task Assignment Change Order Form issued by the Florida Department of Environmental Protection (FDEP) for Contract CN331, Task Assignment 22, Change Order 1. The document establishes a modification to an existing consulting agreement between FDEP and Humiston & Moore Engineers, a coastal engineering firm specializing in beach restoration and coastal systems design. The project is located at Gasparilla Island State Park in Lee County, Florida, and involves an interim beach nourishment initiative funded through ARPA (American Rescue Plan Act) resources. The contract is managed by Ralph Perkins (FDEP Contract Manager) and Brett Moore, P.E. (Consultant Representative), with oversight from FDEP's Bureau of Design and Construction and Parks Service divisions.

The change order authorizes $33,818.00 in fixed-fee services for design, bidding, and pre-construction phases of a beach nourishment project involving offshore sand dredging from Boca Grande Pass (approximately 1.3 miles offshore) and placement along the park's Gulf-facing beach. The work is divided into three subtasks: Subtask 5a ($17,656.00) covers construction plans, technical specifications, bid schedule, and opinion of probable costs; Subtask 5b ($7,422.00) encompasses pre-bid conference coordination, technical support, addenda preparation, and bid review and recommendation; and Subtask 5c ($8,740.00) addresses pre-construction regulatory requirements and agency coordination meetings. The contract execution date is August 3, 2023, with a task end date of July 27, 2026. Construction observation support (Subtask 5d) and post-construction certification services (Subtask 5e) are scoped with costs to be determined upon design completion. Payment is due upon FDEP approval of deliverables for each subtask.

RE: DEP Agreement CN331 - Humiston & Moore Engineers Conceptual Alternatives Analysis for Coastal Resiliency Enhancements Gasparilla Island State Park Change Order #1 Interim Beach Nourishment Task Assignment Number 22

Dear Mr. Sandel, In reference to recent conversations regarding the use of ARPA funds toward an interim Beach Nourishment, we are preparing this Change Order to address the necessary tasks needed to develop the plans and technical specifications to support bidding and selection of a contractor in 2024. We intend to use existing data which we have collected as part of Task Assignment 22, in conjunction with existing monitoring data from previous restoration efforts on Gasparilla Island. In addition, we have included relative costs for support through the bidding phase. The scope for the construction phase and post construction certification and as-builts is provided and costs will be determined once the design is completed and accepted by your Department.

Sincerely, HUMISTON & MOORE ENGINEERS

Brett D. Moore, P.E., BC.DE.

President

Interim Beach Nourishment at Gasparilla Island State Park

CN331 - TA #22 Change Order 1

Description: Design, Bid, and Construction Phases

The following services are related to the design, bidding and construction phases for Beach Nourishment Project at Gasparilla Island State Park, in Lee County. The project involves the dredging of sand from the offshore borrow area along the north shoal of Boca Grande Pass approximately 1.3 miles offshore and placement of that sand within the authorized beach fill area along the park beach fronting the Gulf of Mexico. H&M will continue to work closely with the DEP Bureau of Design and Construction (BDC) staff and appointed representative for this project.

In general, the necessary steps will include the following.

1. Obtain existing monitoring data of the authorized offshore borrow area and prepare construction plans and specifications for the beach fill based on the offshore data and recent topographic and bathymetric data along the beach fill area collected under Contract CN331-TA22.

2. Provide Request for Information (RFI) support as needed during the bidding process and selection of a contractor. It is assumed this will include an onsite meeting pre-Bid meeting with prospective bidders and Park staff.

3. Conduct the pre-construction conferences with regulatory agencies, review pre-construction submittals from the Contractor, including Operations Plan, and obtain NTP for construction.

4. Provide construction management of observation services through construction to Final Completion.

5. Provide post construction Report and Certification for state and federal permits.

Subtask 5a: Construction Plans, Technical Specifications, Bid Schedule, Opinion of Probable Costs Using existing available data from monitoring of the authorized offshore borrow area and recent data collected as part of this contract along the gulf beaches within the park, prepare construction plans, technical specifications, a Bid Schedule, and an Opinion of Probable Costs to be used for bidding.
