Construction Administration Services Honeymoon Island Sand Placement
Contract Number CN331, Task Assignment Number 21
Description: Design, Permitting, Construction Phases
The following is a scope of services for the design and permitting of additional erosion control structures for improved coastal resilience of the Honeymoon Island State Park beaches along the north parking lots transitioning south to the main beach. Design and permitting will include a fifth erosion control structure between the southern two T-groins in the vicinity of the Oasis Parking Lot at Honeymoon Island State Park located within Pinellas County in Dunedin, Florida. The scope of services also includes initial evaluation of additional erosion control structures south of the existing southernmost T-groin structure with expectation of including at least one additional structure downdrift of the Oasis Parking lot as part of the next project. There are currently four erosion control structures in the vicinity of the North and Oasis parking lots within the park. The project consists of the design of an additional structure or structures fronting the North parking lot and south of the Oasis parking lot. The additional structures will provide enhanced protection to the Oasis parking lot while improving the design life of the beach fill within this region, and still allowing for sand to feed the adjacent beaches downdrift. The structures will be designed to improve the sustainability of sand placed in the vicinity of the Oasis parking lot to serve as a feeder beach to the main beach to the south. Initial evaluation of additional structures further south along the main beach is intended to assess potential future erosion control structures to provide enhanced retention to reduce end losses. This will improve the current beach fill program and provide long term resiliency of the park’s main beach located north of the south parking lot and related facilities. In the following sections, Parks refers to the DEP Department of Recreation and Parks including the Bureau of Design and Construction, County refers to Pinellas County, DEP refers to Department of Environmental Protection, USACE refers to the U.S. Army Corps of Engineers, and Engineer refers to Humiston & Moore Engineers (H&M).
Subtask 1: Background Review & Preliminary Design
1.1 Compile Existing Data:
Engineer will utilize existing beach profile data, engineering, environmental and engineering studies to evaluate the past shoreline and nearshore trends and coastal processes in the project area. Historic shoreline and nearshore volumetric changes following past beach fill projects and performance of the existing erosion control structures will be evaluated as supporting documentation to establish baseline information relative to nearshore trends and local coastal processes along Honeymoon Island. This review will include monitoring reports, analysis of available data including DEP database files, and supporting documentation and surveys from the beach fill and erosion control projects constructed in 2007, 2014/15, and 2021. Additional monitoring survey data of the beaches was collected in 2022. Engineer will also coordinate with Parks to tabulate details of sea turtle monitoring and shorebird monitoring data along the island.
Additional data collection: Given the historic monitoring data and initial environmental resource data collected along this area, limited additional survey data collection consisting of updated surveys of the two borrow areas (A&B) is anticipated as part of the development of the design and permit drawings primarily for inclusion of the borrow sources for sand fill.
Existing beach profile data will be used for design and permitting of erosion control structures.
Deliverable 1.1: Summary of volumetric and shoreline changes on Honeymoon Island between R-4 and R-13 in pdf format. Signed and Sealed surveys in pdf format.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

1.2 Coastal Process Modeling: Several numerical models will be used to assess the influence of proposed structures on the nearshore bathymetry and coastal processes in the vicinity of the area of interest. The models range from high resolution models in time and space to large scale, long term models. Detailed high-resolution models with very small-time steps will be used to analyze the interaction of the waves with the structures and the nearshore sediment transport regime. Long term modeling and analytical approaches will be used to identify regional long term trends and assess interaction of the erosion control structures with the broader coastal setting in the area of interest. The engineering evaluation will consider large-scale hydrodynamic modeling, evaluation of existing conditions and fill performance relative to existing structures, and nearshore coastal process modeling. Evaluation of nearshore wave and flow conditions in the vicinity of the project areas will be conducted using regional and nearshore coastal process models. Modeling applications with updated hydrographic monitoring data using the Coastal Modeling System (CMS) will evaluate nearshore flow, sediment pathways, and morphology changes.
CMS will also be used for the purpose of evaluating design alternatives. Shoreline change modeling and analytical analysis will be used to project the long-term response to the installation of additional erosion control structures and evaluation will include overall performance of existing structures relative to existing gap dimensions for improved resiliency.
The detailed high-resolution model XBeach will be used to evaluate performance under design storm conditions. The modeling will be used in refinement of the proposed structure between the two existing south T-groins to improve the beach fill performance, upland park infrastructure protection, and maintain feeder beach performance relative to future beach fill maintenance. A qualitative analysis will also consider additional erosion control structure(s) south of the existing southern T-groin for improved long-term beach sustainability along the Park’s main beach fronting the south parking lot. Consideration will also be given to project enhancements to reduce end losses along the popular beach extending north of the existing T-groin field. Preliminary design and projected impact analysis will be coordinated with the Park and DEP staff for acceptance.
Alternatives Analysis: Through the modeling listed above, preliminary design alternatives will be developed for erosion control improvements in the vicinity of the southernmost T-groin at Oasis Parking Lot. Preliminary design will include evaluation of shoreline response and projected design life of the beach fill. Through an iterative process, different alternatives of the additional structure characteristics (type, size, permeability, etc.) along with the existing erosion control structures will be evaluated using the modeling approach discussed above.
The intent of this process is to adjust positioning of additional erosion control structures to obtain optimum results for shoreline protection and for minimization of impacts to the adjacent shorelines. We anticipate that the erosion control design alternatives to be considered will consist of a rock mound nearshore breakwater and/or T-groins, similar to those constructed on site. South of the existing T-groin field, additional permeable structure/groin design will be considered on a preliminary basis for future consideration.
When evaluating these alternatives, relative cost, permeability, and practicality from a construction and engineering design perspective will be considered. Relative performance evaluation of the alternatives will be reviewed. Summary of modeling will be discussed with the Bureau of Design & Construction, Engineering Staff of DEP Coastal Engineering and Geology staff and DEP Joint Coastal permitting (JCP) staff prior to completion of the preliminary design report.

3.4 Construction Observation Support: H&M and/or BDC representatives will be on-site daily as required under the State approved QA/QC plan. H&M shall coordinate with BDC staff on as-needed basis during the week and coordinate meetings with Contractor, Park staff, and BDC weekly throughout construction of the project. Engineer shall review daily reports from Contractor and conduct construction observation services as necessary to assess construction performance in reference to technical specifications and regulatory compliance and provide reviews of contractor pay requests for BDC. This will include:
Review daily reports, truck tickets and progress of erosion control structures.
Review of daily dredged tracking records and beach disposal.
Review progress surveys from Contractor, monitor production rates and review Contractor
Pay Requests with BDC.
Periodic photos to document progress. Daily coordination with Park shore-bird monitor for work after February 15th.
Submit turbidity reports on weekly basis from Contractor as required in state and federal permits.
Submit quarterly compliance reports to DEP.
Continue to update as-built drawings based on progress surveys and reports from Contractor.
Collect sand samples per QA/QC.
It is estimated that construction of the project will take 120 days, or less to complete. For budget purposes this proposal assumes construction 7 days a week and H&M involvement on site an average of 4 of the 7 days for the entire project. There may be periods of time where Engineer will be there more frequently and other times less depending on the progress of construction and particular phase of work. Additionally, this budget includes a weekly progress meeting with the contractor on site with park staff and BDC staff.
Services include review of pay requests by Contractor and review of contractor progress surveys.
The weekly meetings proved very effective throughout the construction of Phase I in 2007, Phase II in 2015 and subsequent beach restoration in 2021.
