RE: DEP Agreement CN331 - Humiston & Moore Engineers Honeymoon Island State Park Change Order #2 Interim Beach Nourishment Task Assignment Number – 21

Dear Mr. McCullum, In reference to recent conversations regarding an interim Beach Nourishment, we are preparing this second Change Order to address the necessary tasks needed for the construction phase, post project certification and post project monitoring.

Change Order # 1 was approved to develop the plans and technical specifications to support bidding and selection of a contractor in 2024. The scope for the construction phase and post construction certification and as-builts is provided with costs broken down by week for construction. These are the same rates and relative costs approved under the main contractor for a later phase of construction and used previously in 2021.

Sincerely, HUMISTON & MOORE ENGINEERS

Brett D. Moore, P.E., BC.DE.

President

Interim Beach Nourishment at Honeymoon Island State Park

CN331 - TA #21 Change Order No. 2

Description: Construction Phase

The following services are related to the construction phase for Beach Nourishment Project at Honeymoon Island State Park, in Pinellas County. The project involves the dredging of sand from the offshore borrow area along the north shoal of Hurricane Pass and the sand spit at the south end of Honeymoon Island and placement of that sand within the authorized beach fill area along the park beach fronting the Gulf of Mexico and the North and Oasis Parking Lots. H&M will continue to work closely with the DEP Bureau of Design and Construction (BDC) staff and appointed representative for this project.

In general, this will include the following.

1. Provide construction management of observation services through construction to Final

Completion.

2. Provide post construction Report and Certification for state and federal permits.

Subtask 5d.1-16: Construction Observation Supportp Construction Observation Support: H&M and/or BDC representatives will be on-site as required under the State approved QA/QC plan. H&M shall coordinate with BDC staff on as-needed basis during the week and coordinate meetings with Contractor, Park staff, and BDC weekly throughout construction of the project. Engineer shall review daily reports from Contractor and conduct construction observation services as necessary to assess construction performance in reference to technical specifications and regulatory compliance and provide reviews of contractor pay requests for BDC. This will include:

Review daily reports, truck tickets and progress of erosion control structures.

Review of daily dredged tracking records and beach disposal.

Review progress surveys from Contractor, monitor production rates and review Contractor Pay

Requests with BDC.

Periodic photos to document progress. Daily coordination with Park shore-bird monitor for work after February 15th.

Submit turbidity reports on weekly basis from Contractor as required in state and federal permits.

Submit quarterly compliance reports to DEP.

Continue to update as-built drawings based on progress surveys and reports from Contractor.

Collect sand samples per QA/QC.

It is estimated that construction of the project will take 120 days, or less to complete. For budget purposes this proposal assumes construction 7 days a week and H&M involvement on site an average of 4 of the 7 days for the entire project. There may be periods of time where Engineer will be there more frequently and other times less depending on the progress of construction and particular phase of work. Additionally, this budget includes a weekly progress meeting with the contractor on site with park staff and BDC staff.

Services include review of pay requests by Contractor and review of contractor progress surveys. The weekly meetings proved very effective throughout the construction of Phase I in 2007, Phase II in 2015 and subsequent beach restoration in 2021.

Deliverable 5d.1-16: Summaries of Weekly Site Meetings for day 1 through 120 to be submitted electronically in pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 5e: Substantial Completion, Post Construction Report, Certifications, and Monitoring 5e Substantial Completion, Post Project Report and Certifications: Upon nearing project completion, the Contractor, Engineer and BDC staff will conduct a walk-through of the project to determine if the Work is substantially complete and develop a punch list for the Contractor. Once the contractor addresses all of the items on the punch list and has provided sufficient post dredge and fill placement survey information and related survey certifications, Engineer can recommend to the DEP Parks and BDC that the project construction be deemed substantially complete so the contractor may demobilize, upon acceptance by the BDC.

Upon completion of the project and review of post construction survey data provided by Contractor, H&M as Engineer of Record, will provide all necessary project certifications including beach profile and post dredge as-built surveys to the BDC, DEP and USACE for project and permit compliance. In accordance with the DEP QA/QC program as part of the state DEP permit, sediment samples will be collected and analyzed on 500-foot stations and include background station. Analysis will include grain-size analysis and Munsell Color. Post construction report will include analysis of sediment, and a summary of dredge tracking data and turbidity monitoring. Project certifications would include reference to a set of record as-built construction plans. Surveys collected by Contractor and used for pay quantity and compliance surveys will be used to address the 60-day post construction reporting referenced in Subtask 4.

Deliverable 5e: Copy of Post Construction Report, Project Certifications to DEP and USACE provided electronically in pdf format.

The ongoing monitoring of the project will be supplemented with a post construction survey of the beach profiles, erosion control structures, and borrow areas. A monitoring schedule and related costs will be submitted as future work following the post project monitoring survey and report for compliance with ongoing monitoring requirements and supplemental requirements of the state and federal permits.

Subtask 6.1: Post Construction Survey: Conduct beach profile surveys, borrow area surveys and analysis within 6-months of project completion. Coordinate with surveyor on site, post and check data and initial plots. Changes from schedule will be coordinated with DEP and BDC staff in advance in an effort to schedule monitoring consistent with previous monitoring typically conducted in August or September.
