RE: DEP Agreement CN331 ‐ Humiston & Moore Engineers
Nature‐Based Erosion Control – Von D. Mizell – Eula Johnson State Park Task Assignment Number – 18
Dear Mr. Lippens, Humiston & Moore has prepared the attached proposal summary and man‐hour documentation to collect background data, prepare design documents, and obtain local, state, and federal authorizations to extend the existing rock revetment at two eroding locations adjacent to the main access drive at Dr. Von D. Mizell‐ Eula Johnson State Park. This proposal is prepared based upon a project scope that includes:
Extend the existing rock revetment to address the erosion area at the Dania cutoff.
Install new rock revetment at the erosion area south of the Dania cutoff area.
Provide clean fill to match adjacent grades.
Plant mangroves to provide preliminary stability and enhance future recruitment.
The necessary tasks are identified below:
Site topographic and bathymetric surveys to determine existing and eroded grades.
Preliminary designs (60%) and preapplication meetings with regulatory agencies.
Potential Submerged Aquatic Resources (SAR) survey based upon preapplication meetings.
Prepare and submit permit drawings (90%) and permitting.
Prepare construction documents (100%)
Construction phase services.
The contractor will be responsible for obtaining local building permits. A not to exceed budget for application fees is included in Subtask 4. As requested, we have presented an aggressive timeline. Please review the attached Proposal Summary and Deliverables.
Sincerely, HUMISTON & MOORE ENGINEERS
Matthew Fleming, M.Sc.

Subtask 1: Topographic and Bathymetric Physical Survey
Description: A topographic and bathymetric physical survey is required for permitting with Broward
County and will be necessary for development of project plans and post project certifications. The physical survey will be conducted by Terraquatic and will include collection of upland ground elevations, edge of pavement, and bathymetry to wading depth.
Deliverable: Certified drawings in .pdf and native AutoCAD format.
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2: Preliminary Design (60%) and Preapplication Meetings
Description: Preliminary design drawings (60%) in plan view and cross section will be prepared based upon the survey data collected in Subtask 1. Design documents shall be formatted to the BDC 24" x 36" standard and include the standard BDC border. Each individual sheet shall be clearly labeled and dated.
Designs will be consistent with adjacent topography and structures, to provide a continuous nature‐ based barrier (native limestone and mangroves) to the existing erosion. Designs will provide the basis for preapplication meetings with appropriate federal, state and local environmental regulatory agencies.
Preapplication meetings will be held during BDC’s 3‐week review period for the drawings. The results of preapplication meetings will be provided in a summary follow up.
Deliverables: Preliminary design drawings (50%) in .pdf and native AutoCAD format. Budget‐level cost estimate in .pdf format. Preapplication meeting summary notes in .pdf format.

Subtask 3: Submerged Aquatic Resources Survey
Description: A Submerged Aquatic Resources (SAR) survey may be required by the permitting agencies for this project. The preapplication meeting will review known SAR in the area and recent surveys conducted for the Port Everglades Expansion Project. In recent years the state permitting agencies have become increasingly stringent about screening for not only seagrasses, but all SAR, which generally include seagrasses, corals, and hardbottom habitats. Seagrass mapping, quantification, and mitigation may be required if a project directly impacts, or has the potential to indirectly impact, SAR. Because the park is located within the habitat range of Johnson’s Seagrass, the survey must be conducted during the
Johnson’s Seagrass survey window of June 1st through September 30th.
If required, the SAR survey is designed to be conducted in two phases. The first will consist of a reconnaissance delineation of the presence/absence and location of SAR. The seagrass locations can then be compared to the proposed design to determine if the resources can be avoided and an adequate buffer provided for avoidance and protection. If necessary, quantification will be conducted during a second field mobilization to provide initial background data for future monitoring and/or mitigation that may be required. This proposal does not include development of monitoring or mitigation plans at this time.
Deliverable:
3A ‐ Electronic copy of seagrass survey report documenting presence/absence of seagrasses in pdf format.
3B ‐ Electronic copy of seagrass survey report documenting quantification of seagrasses in pdf format.
