About this file

This is a Task Assignment Change Order Form issued by the Florida Department of Environmental Protection (FDEP) for Contract CN331. The document authorizes a change order for work being performed by Humiston & Moore Engineers, a coastal engineering firm specializing in design and permitting, in partnership with Pinnacle Ecological, Inc. The project involves nature-based erosion control work at Von D. Mizell-Eula Johnson State Park in Dania, Florida, and requires coordination with the U.S. Army Corps of Engineers (USACE) for permitting purposes.

Change Order No. 02 adds $12,373.48 in funding to the original task amount of $81,472.12, bringing the total task cost to $93,845.60. The funding supports the execution of Subtask 4a: a pre-construction Submerged Aquatic Resources (SAR) survey to facilitate USACE permit processing. The survey work consists of two subtasks: Subtask 4a1 ($4,259.28) covers initial benthic assessment and presence/absence documentation of seagrasses, while Subtask 4a2 ($8,114.20) includes quantification of seagrasses, data analysis, and final reporting. The scope requires approximately two field days to complete benthic assessment and seagrass surveying within 20 feet of mean low water and the previous edge of documented seagrass, with deliverables including a seagrass survey report and resource delineation map. The project end date remains December 30, 2024, and payment is contingent upon FDEP approval of deliverables.

RE: DEP Agreement CN331 - Humiston & Moore Engineers Nature-Based Erosion Control – Von D. Mizell – Eula Johnson State Park Task Assignment Number – 18 – CO# Pre-construction Benthic Survey I Work Areas

Dear Mr. Pollock, Humiston & Moore has prepared the attached proposal summary and man-hour documentation to conduct a pre-construction Submerged Aquatic Resources (SAR) survey to facilitate USACE permit processing. The survey will extend 20 feet seaward of the previous edge of seagrass documented in August 2022 as requested by USACE in order to allow for processing of an application in the interim. The survey will be conducted in the two work areas shown in Figure 1.

Should you require any additional information to process this request, please advise.

Sincerely, HUMISTON & MOORE ENGINEERS

Brett D. Moore, P.E., BC.CE., President

Nature Based Erosion Control Pre-Construction Seagrass Survey

Von D. Mizell – Eula Johnson State Park

CN331 - TA # 18 – CO#

Subtask 4a: Submerged Aquatic Resources Survey Description: A Submerged Aquatic Resources (SAR) survey completed in August 2022 was sufficient to facilitate pre-construction meetings with the regulatory agencies. Preli9minary design has avoided impacts to documented seagrass. To facilitate the ability to proceed with regulatory permitting and processing of applications, the U.S. Army Corps of Engineers (USACE) has agreed to accept a pre-construction seagrass survey in the vicinity of the proposed area of work as sufficient for ensuing avoidance of seagrasses. The requirements will need to update the benthic survey data within 20 feet of MLW. And the previous edge of documented seagrass.

Costs will include the benthic assessment and SAV survey, data analysis, and an assessment report summarizing the survey results and field observations. In addition to the benthic assessment report, deliverables will include a map of delineated resources and copies of representative still photographic data collected during the in-water field surveys.

Deliverable:

4a1 - Electronic copy of seagrass survey report documenting presence/absence of seagrasses in pdf format.

4a2 - Electronic copy of seagrass survey report documenting quantification of seagrasses in pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Schedule: The benthic assessment and SAV survey will require approximately two (2) field days to complete. Following completion of the field work and data collection, Pinnacle’s scientific team will conduct data analysis, plot delineation data to generate a resource map, and prepare a draft report for the area surveyed. The draft report will be ready for review within 4 weeks following completion of the field effort. A final report will be submitted 1 week following completion of the draft review.
