RE: Contract CN331 – Task Assignment 20

Coastal Process Resiliency Assessment and Management Recommendations for Hurricane Pass, Honeymoon Island State Park, and Caladesi Island State Park

Dear Terry, For your review, Humiston & Moore Engineers has provided a proposal summary and professional‐hours documentation for the tasks identified below. The overall purpose of the project is to develop a regional understanding of natural and anthropogenic changes along the coastline for future planning and management, including the impacts of Sea Level Rise (SLR). This project represents pre‐engineering services to identify geomorphic changes at the regional inlet and barrier island complex consisting of Honeymoon and Caladesi Islands, as well as the associated inlets and shoals. This will provide the scientific understanding to make informed management decisions related to inlet management, beach nourishment and SLR predictions. Specific goals and tasks have been identified and are provided in the attached Scope of Work dated 06 February 2023.

This proposal follows the deliverables identified in the Scope of Work. Fixed fee costs with wage rate breakouts are provided. We look forward to working with the Bureau of Design and Construction on this important and substantial project.

Sincerely, HUMISTON & MOORE ENGINEERS

Matthew Fleming, P.E.

Description: This task allows for collection and laboratory analysis of up to 10 vibracores to determine sediment suitability for future borrow area design. Vibracores are anticipated at the Honeymoon / Three

Rooker ebb shoal, the Hurricane Pass ebb shoal, and the Hurricane Pass flood shoal. This data collection will supplement previous geotechnical investigations. Sediment will be analyzed for grain‐size to determine suitability for beach placement. Due to the nature of collecting sediment offshore, a maximum of two attempts will be made at each location for the fixed price provided. Cores will be logged, and a maximum of 30 grainsize analyses will be conducted.

Deliverable: Geotechnical report of sediment at vibracore locations in .pdf format.

Description: Report 1 will summarize the existing literature and document inlet and barrier island evolution throughout the system. The report will provide an understanding of regional barrier island morphologic changes over the long‐term and Hurricane Pass inlet evolution over the last two decades.

The report will assess volumetric and shoreline change to establish historic timeline and trends. The report will also include historic and recent geotechnical data to confirm suitability for beach placement of potential borrow area locations. This will provide the basis for detailed work and modeling that will be developed in Report 2.
