Task Assignment Summary

This is a Task Assignment Notification Form issued by the Florida Department of Environmental Protection (FDEP) under contract CN331 with Humiston & Moore Engineers for coastal resiliency enhancements at Gasparilla Island State Park. The task assignment, designated TA22, is managed by the FDEP Bureau of Design and Construction with Marc Damon, P.E. serving as the consultant representative and Ralph Perkins as the FDEP contract manager. The project is located at Gasparilla Island State Park in Florida and involves coordination with the U.S. Army Corps of Engineers (USACE) regarding the adjacent Gasparilla Island Shore Protection Project.

The contract scope comprises four subtasks with a total fixed price cost of $112,550.00 and no reimbursable costs. Subtask 1 addresses site review and topographic/bathymetric survey work ($28,120.00); Subtask 2 involves historic review, data assessment, and permeability analysis ($24,396.00); Subtask 3 includes alternatives analysis and engineering design with permit-ready deliverables ($38,184.00); and Subtask 4 provides beach nourishment coordination with USACE through a scheduled 2024 fill placement event ($21,850.00). The project schedule extends up to 720 calendar days from authorization, with individual subtasks scheduled for completion within 90, 180, 270, and 720 days respectively. Payment is contingent upon FDEP approval of deliverables for each subtask, with work focused on enhancing sediment retention, protecting the historic lighthouse, and evaluating erosion control structure modifications.

RE: DEP Agreement CN331 - Humiston & Moore Engineers Conceptual Alternatives Analysis for Coastal Resiliency Enhancements Gasparilla Island State Park Task Assignment Number – xx

Dear Mr. Sandel, Gasparilla Island State Park (the Park) is located at the southern tip of Gasparilla Island. The park shoreline fronts both the Gulf of Mexico and Boca Grande Pass, a natural deep-water inlet. The Gulf beach is supported by two terminal groins at the south end of the park. These structures were installed several decades ago to reduce erosion in the vicinity of the historic lighthouse. The structures have been both buried and emergent over time and appear to allow some bypassing to the inlet bank. To the north of the Park’s Gulf beach is a historic seawall that acts similar to a terminal groin supporting the beach to the north. However, the seawall also interrupts sand exchange and limits supply to the Park’s main beach.

The Park’s Gulf beaches have been managed by beach nourishment since the 2000’s, which has been found to erode relatively rapidly. The Gulf beach was severely impacted by Hurricane Irma and several other tropical systems in recent years. In 2019 the Gulf beach was included as a “betterment” add-on project to the adjacent US Army Corps of Engineers (USACE) Gasparilla Island Shore Protection Project (SPP). It is understood that the USACE is proceeding toward a fill placement event at the SPP scheduled for 2024. This Task Assignment includes a subtask to provide design coordination, construction administration, and environmental and geotechnical review and coordination with USACE on behalf of the Bureau of Design and Construction.

This Task Assignment will provide data collection, alternatives analysis, and engineering for enhancements to coastal resiliency at the Park. A final analysis will provide a summary of coastal conditions at the park over time, including performance of past beach fill placement, assessment of groin permeability, alternatives analysis and engineering for coastal resiliency enhancement project at the Park. Alternatives and engineering design will focus on enhancing sediment retention adjacent to existing erosion control structures and maintaining and protection for the lighthouse on both the Gulf and Inlet shorelines.

Sincerely, HUMISTON & MOORE ENGINEERS

Marc Damon, P.E.

Subtask 1: Site Review and Topographic / Bathymetric Survey

Description: H&M will review the existing structures to evaluate structural integrity, dimensions, and function relative to the coastal conditions at the time of the site visit. Topographic and Bathymetric survey data will be collected by Hyatt Survey Services to establish existing conditions, gather additional data between the monuments collected during annual monitoring, and assess the beach in the vicinity of the existing structures.

Deliverable:

• Survey data in .xyz format, plots of survey data, and drawings in native autocad format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2: Historic Review, Data Assessment, and Permeability Analysis

Description: H&M will compile relevant available historic beach profile data and aerial photography at the park. Sources of data may include DEP Beaches, Inlets and Ports Program (BIPP), US Army Corps of

Engineers (USACE) project delivery monitoring data, project monitoring analysis, publicly available rectified aerial photos and H&M’s in-house aerial photography database.

Beach profile information will be used to determine historic trends in shore position and volume change throughout the park, including response to nourishment projects. This assessment will provide a general evaluation as to past fill performance and develop an understanding of the permeability of the existing terminal groins.

Deliverable:

• Plots of historic beach profiles from survey data and aerial imagery. Plots will be provided in .pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 3: Alternatives Analysis and Engineering Design

Description: This subtask will provide alternatives analysis and engineering design. Several conceptual alternatives will be developed to approximately 10% detail for comparison. This will allow development of planning level construction quantities and costs (Class D estimates), anticipated shoreline response, and permitting considerations. At this stage, shoreline response will be evaluated based upon engineering experience and assessment of recent data and prior model studies for comparison of management strategies. H&M will provide a progress update via web conference to review alternatives with BDC and

DEP BIPP to select a design alternative before proceeding to engineering analysis.

After design selection, Engineering design and a technical analaysis will be prepared to support future permitting of erosion control structures. A design engineering analysis and permit plans will be prepared. A design review meeting will be conducted by web conference to receive comments on the draft prior to finalizing the report and drawings.

Deliverable: Technical engineering analysis documenting beach conditions and anticipated response to fill for conceptual design alternatives. Engineering analysis for the selected design will be documented for the preferred design alternative. The report will include permit plans to form the basis for a preapplication meeting with State and Federal permitting agencies. The report will be provided in .pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
