RE: DEP Agreement CN331 ‐ Humiston & Moore Engineers
Hillsborough River State Park – Scope Revision – Natural Embankment Task Assignment Number – 13 – Change Order 1
Dear Ms. Carron;
Humiston & Moore has prepared the attached as a change order to Task 13 under contract (CN331). Task 13 initially consisted of 6 subtasks scoped to replace the existing failed seawall with a more robust seawall at the same location. During work on that task, it was decided that a natural looking embankment was the preferred design alternative. The original Task 13 subtasks 4‐Permit Applications; 5‐Construction Documents; and 6‐Bid Support and Construction Phase will be replaced with Task 13 CO1 subtasks 4‐Data Collection, Project Definition, and Pre‐Application Meetings; 5‐50% Design, Preliminary Erosion Control Design, and Permit Applications; and 6‐ 100% Design Documents. A fishing pier and pathway compliant with the Americans with Disabilities Act (ADA) is included in the designs and permitting as requested.
This proposal summary and man‐hour documentation provides for design documents and permit applications for local, state, and federal authorizations, as necessary, to replace the failed seawall at Hillsborough River State Park with an engineered natural embankment.
It has been assumed that an engineered embankment satisfactory to BDC can be established at this location. Structural elements such as a toe wall or mechanically stabilized earth have not been included.
Based on initial comments from the Water Management District, permitting for the natural embankment is anticipated to involve a more detailed review than for the previous wall replacement approach. The timeline for review by regulatory and resource agencies is often variable. Application fees will be paid by the owner.
It is anticipated that BDC will handle bidding and routine construction observation in‐house. Bid and construction phase services will be available under a separate task assignment to supplement those “in‐house” services with three site visits by the architectural firm, three site visits by the structural engineer, and two site visits by Humiston & Moore Engineers in order to ensure adequate supervision to provide any necessary certifications post construction.
As requested, we have presented an aggressive timeline. Please review the attached Proposal Summary and Deliverables.
Sincerely, HUMISTON & MOORE ENGINEERS
Matthew Fleming Brett Moore, P.E.
