Mizell-Eula Johnson State Park in Broward County, Florida. The contract is held under FDEP Agreement CN331 with Humiston & Moore Engineers as the primary consultant, supported by subcontractors including Pinnacle Ecological, Terracon, Terraquatic, and Reuben Clarson Consulting. The project is managed by FDEP's Bureau of Design and Construction, with Theresa Carron serving as the FDEP Project Manager and Alyssa Skehan as the Contract Manager.

The task assignment covers data collection, design, permitting, and construction document preparation for the repair or replacement of approximately 300 linear feet of deteriorated seawall. The scope includes seven subtasks: seagrass survey and wetland delineation ($17,243.30), geotechnical investigation ($9,631.26), topographic and bathymetric survey ($2,738.50), site inspection ($6,002.00), structural design ($4,887.05), permit applications and responses to requests for additional information ($11,613.00 fixed price plus $2,000.00 reimbursable not-to-exceed), and construction documents ($5,867.00). The total fixed price cost is $57,982.11 with additional reimbursable costs of $2,000.00 for permit application fees, bringing the total task amount to $59,982.11. The project timeline extends from execution through June 24, 2023, with completion expected within 210 calendar days, and payment is contingent upon FDEP approval of deliverables for each subtask.

RE: DEP Agreement CN331 ‐ Humiston & Moore Engineers

Seawall Replacement – Von D. Mizell – Eula Johnson State Park Task Assignment Number – 16

Dear Ms. Carron.

Humiston & Moore has prepared the attached proposal summary and man‐hour documentation to collect background data, prepare design documents, and obtain local, state, and federal authorizations to repair or replace approximately 300 linear feet of deteriorated seawall at Dr. Von D. Mizell‐Eula Johnson State Park. This proposal is prepared assuming that wall replacement at the existing location will be the preferred approach. The necessary tasks are identified below:

Data collection to consist of seagrass survey, geotechnical investigation, and site survey;

Site assessment to develop a recommendation to repair or replace;

Structural design;

Permit applications and response to RAI (as needed); and

Construction Documents.

Construction Observation will be included in a subsequent proposal. The contractor will be responsible for obtaining local building permits. A not to exceed budget for application fees is included in Task 6. As requested, we have presented an aggressive timeline. Please review the attached Proposal Summary and Deliverables.

Sincerely, HUMISTON & MOORE ENGINEERS

Matthew Fleming Brett Moore, P.E., D.CE.

Data Collection, Design, Permitting, and Construction Documents for Seawall Replacement

Von D. Mizell – Eula Johnson State Park

CN331 ‐ TA # TBD

Subtask 1: Seagrass Survey

Description: A Seagrass Survey is anticipated in the vicinity of the existing seawall to determine the presence or absence of seagrasses (protected species) and will also include wetland delineation in the upland areas. Because the park is located within the habitat range of Johnson’s Seagrass, the survey must be conducted during the Johnson’s Seagrass survey window of June 1st through September 30th.

If seagrasses are identified, delineation and quantification will be conducted during the initial mobilization. Quantification will provide initial background data to determine presence and abundance for future monitoring and mitigation, if necessary.

1A ‐ Seagrass survey and wetland delineation in the vicinity of the existing wall.

1B ‐ Seagrass quantification if seagrasses are identified.

Deliverable:

1A ‐ Electronic copy of seagrass survey report documenting presence/absence of seagrasses and upland wetland delineation in pdf format

1B ‐ Electronic copy of seagrass survey report documenting quantification of seagrasses in pdf format.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 2: Geotechnical Investigation

Description: A geotechnical investigation is required to determine the sediments retained by the seawall and subsurface conditions that will support a new wall. Based upon the type of construction used for the existing wall it is possible that there is rock at or near the base of the existing wall. The presence and elevation of any rock strata will be determined for use in structural design.

Deliverable: Geotechnical report of subsurface conditions at the site will be provided in .pdf format.

Subtask 6: Permit Applications and RAI Responses

Description: H&M will prepare and submit permit applications for Broward County, Florida DEP and

USACE permits to repair and/or replace the existing deteriorated seawall. It is anticipated that the

Broward County permit will be a General Permit, the DEP authorization will be an Exemption and USACE authorization will be by SPGP or Nationwide permit. In general, these authorizations require that the seawall be replaced by a seawall within 12 to 18 inches of its current location with minimal impact to protected species and habitats. We recommend a reimbursable budget of $2,000 for permit application fees which are anticipated to be in the range of $1,000 to $2,000. This proposal assumes that development of mitigation and monitoring plans for the assumed wall replacement will not be required.

During the permitting process, H&M will respond in writing to Requests for Additional Information (RAI) based upon information previously gathered.

Deliverable: Permit applications for Broward County, Florida DEP and USACE and RAI responses.
