Scope of Work George Crady Fishing Pier Assessment (Structure No. 740055)
Nassau/Duval Counties, Florida
Contract Number CN202, Task Assignment Number (42)
Project Objective: The George Crady fishing pier is located within the George Crady Fishing Pier State Park in Nassau County and Duval County, Florida. The fishing pier structure the former original AIA bridge crossing over the Nassau River. Built in the 1940’s, the bridge has been converted from vehicle traffic and is now accessible to pedestrians only as a fishing pier. A portion of the original bridge is permanently closed to the public due to aging condition and deterioration.
As a result of Hurricane Nicole passing through Florida on November 9th and 10th, 2022, and out of an abundance of caution, the FDEP has temporarily closed the remaining portion of the fishing pier until further assessment can confirm no additional apparent damage that would jeopardize public safety. The Florida Department of Environmental Protection (FDEP) has requested Michael Baker International (Consultant) to perform an assessment to determine if the pier can be reopened to the public or if apparent damage has occurred since the last inspection report.
The Consultant will perform a visual assessment of the structure using qualified bridge inspection staff and provide a summary of findings memorandum or email along with recommendations for reopening the pier. This lump sum fee is split between the Subtasks as shown below.
Subtask 1 – Bridge Assessment Services
1. Structural Assessment – The Consultant will perform a visual condition assessment of the superstructure and substructure using qualified resources. The assessment will be limited to only the spans that are normally open for fishing. The portion of the structure that is permanently closed will not be assessed as part of this scope of services. The inspectors will collect field data documenting the condition of the structure as follows:
a. Most recent inspection reports will be reviewed, previous critical findings will be identified.
b. Critical elements affecting safety will be measured and compared to previous inspection report results.
c. Inspectors will utilize watercraft access provided by the FDEP to assess the substructure elements visible from the water.
d. No lift equipment, non-destructive testing, or destructive testing will be utilized as part of this scope.
e. FDEP will provide Michael Baker with information and plans and inspection reports regarding the structure.
2. Post-Assessment Meeting – Michael Baker will be available for a video conference with the client project manager and other Department staff to discuss post-inspection findings at FDEP’s request.
Assumptions:
1. FDEP will supply the most current inspection reports and any current limitations placed on the piers based on prior findings and/or recommendations from FDOT.
2. The fishing pier does not have any substantial changes in condition in already-noted damaged elements between the most recent inspection and prior to Hurricane Ian.
3. The previous inspection report(s) performed by FDOT consultants have noted all relevant issues and no elements have been missed/omitted from the inspection report(s).
Assignment Deliverables:
1. Memorandum Email Notification of Findings – A letter will be submitted recommending reopening the pier or keeping it closed for further investigation. If no findings of concern are identified during the assessment, the Consultant will recommend reopening the structure. If concerns are identified based on the most recent inspection reports provided by FDEP, Michael Baker will record the assessment findings and recommend further action for the structure. The recommendations will be generated from a qualified licensed structural engineer or certified bridge inspector (CBI).
Performance Measures: Deliverables will be reviewed by the Department to confirm they are complete, accurate and timely.
