Amendment #1 Anclote Key State Park Power Infrastructure Analysis

Pasco County, FL Statewide Contract CN202, Task Assignment 34

This Amendment #1 adds in additional scope and subtasks to the original task assignment signed 12/8/2020.

Project Objective: Under the original Contract, Michael Baker International (MBI) completed a field inspection and electrical load assessment of Anclote Key State Park and provided a report to FDEP with recommendations for design improvements.

This amendment will utilize recommendations in that report to complete a partial electrical system upgrade/rehabilitation as directed by FDEP. Due to budgetary constraints, a full system rehabilitation or rebuild per recommendations of the report is not included and improvements will be limited to those requested by FDEP, as outlined in this scope.

Subtask 2: Site Survey

LD Bradley will perform a limited topographical survey of the existing generator platform and a 125’ x 125’ area around the platform. All existing features within this area will be located, including trees greater than 4” in diameter. Vertical and horizontal datum will be established as necessary for flood certification.

Assumptions:

1. FDEP will provide transportation to/from the mainland and island for the survey crew and equipment.

Deliverable:

A signed and sealed topographical survey drawing will be provided in .pdf form (hardcopy upon request). Electronic topography CADD files (.dwg format) will also be provided.

Performance Measure: Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 3: SWFWMD Permitting Exemption Request

The CONSULTANT will coordinate as necessary with the SWFWMD to request confirmation that the proposed construction is exempt under the State of Florida’s Environmental Resource Permitting regulations. The CONSULTANT will prepare the necessary supporting documentation and graphics to provide with the request for confirmation of exemption. The CONSULTANT will describe the scope of the project and receive comments from SWFWMD regarding special conditions that may be stipulated with issuance of the exemption verification.

Deliverable:

A .pdf copy of the SWFWMD’s confirmation will be provided to the Department that the project is exempt, once received.

Assumptions:

1. The project is located in an upland area that has previously been disturbed and developed.

2. The project area does not contain wetlands or habitat for protected species.

3. No wetland delineation or protected species survey is included.

4. No Clean Water Act Section 404 permitting is required.

5. The project qualifies for an exemption from Southwest Florida Water Management District

Environmental Resource Permitting.

6. No preapplication meeting with the Southwest Florida Water Management District will be requested prior to submittal of the exemption verification request.

7. If additional field work beyond the survey for the generator platform design is required to provide information in support of the exemption verification request, this will be provided under a separate agreement.

8. If it is necessary to complete a SWFWMD environmental resource permit application, this will be provided under a separate agreement.

Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 4: Electrical System Rehabilitation Design

MBI will provide electrical rehabilitation design of the existing power generation system at Anclote Key.

Included in the design are electrical design calculations of the generator using the basis of design manufacturer’s software and electrical load tabulation/summary, and specification set. Rehabilitation will be limited to the following:

A. Demolition and removal of the existing generators and associated connections.

B. Design and integration of one new genset, rated for the final calculated design load, assumed at

20kW (TBD after design computations are performed).

C. Replacement of the existing panel to match output of system, assumed at 100A, 120/240V.

D. Replacement of automatic transfer switch, assumed at 100A, 250V rated.

E. Existing system control programming modifications.

1. There are no additional electrical utility loads being added at this time.

2. Conversion of propane system equipment to electric are not occurring at this time.

3. Proposed gensets will not be designed to back-charge batteries.

4. Information to develop the final design is based on existing drawings and information collected in the field due to limited existing as-built information and subsequent repairs/retrofits.

Deliverables:

The following will be provided to FDEP in electronic format:

a. Pre-final plans and specifications for agency review (in .pdf format)

b. Final (100%) plans and specifications for construction (in .pdf format)

c. Final CADD files (.dgn or .dwg format)

Subtask 5: Structural Design & Permitting

Tocoi Engineering (TE) will perform the following engineering services for the design of the new generator platform. The replacement structure will need to have a deck that conforms to FDEP flood zone requirements (the area lies within an FDEP flood zone with flood elevation of 18.0 (NAVD)). Pinellas County building division has confirmed a required deck elevation of BFE +1’, or 19’ which would suggest a minimum deck height between 12 and 17 feet above grade, pending survey results.

A. One site visit is included by TE for the purposes of survey coordination and site data gathering.

TE will coordinate with the FDEP as necessary to obtain on-site measurements, calculations, photos, and other field data required to perform the preliminary engineering and necessary floodplain certification.

A. A new timber platform will be designed to the elevations noted earlier and to the loads necessary to support the proposed generator and ancillary equipment. One stairwell access will be included to the platform top.

B. TE will design Preliminary Plans (to pre-final completion stage) for FDEP review and comment. A Storm Water Pollution Prevention and Erosion Control Plan, locating silt fences and hay bales on plan sheets, will be included. An existing layout/conditions plan will be included to show necessary site demolition.

C. TE will revise the Preliminary Plans as necessary based on comments from FDEP and prepare final engineered plans and details for use as a construction document.

D. TE will confer and coordinate with the area Water Management District to discuss floodplain area concerns and any structural requirements necessary to develop the permit drawings.

E. A floodplain analysis and certification will be provided to FDEP upon completion of the project for use in obtaining building permits necessary for construction

1. FDEP will provide transportation to/from the mainland and island for the field assessment/inspection.

2. No wetland or waterway impacts are anticipated with this project. TE does not anticipate drainage considerations for this project.

3. A full site survey is not required for Pinellas County Building Department permitting. Plan sheets will show obtained ground elevations and serve as backup documentation for floodplain certification.

4. Cost estimates will be based on all materials and equipment being flown in/out via helicopter from Honeymoon Island State Park (or alternate site as preferred by contractor). The existing boardwalk cannot be used for mobilization of equipment due to stated condition by FDEP Park Staff.

Deliverables:

The following will be provided to FDEP in electronic format:
