RE: Statewide Contract: CN202, Task Assignment 43 Withlacoochee Trail Resurfacing; Citrus, Hernando & Pasco Counties

Dear Ms. Carron, For your review, Michael Baker International, Inc., is attaching a proposal summary and man-hour documentation for providing design services for Withlacoochee Trail Resurfacing Plans.

Please review the attached Proposal Summary and deliverables and let me know if there are any questions or comments.

Withlacoochee Trail Resurfacing

Citrus, Hernando, & Pasco Counties

Statewide Contract CN202, Task Assignment 43

Project Objective: The purpose of this scope of services is to provide professional services to mill and resurface approximately 46 miles of the Withlacoochee Trail. This includes a field investigation, environmental permitting, milling, resurfacing, minor signage, minor pavement markings, and construction sequencing for trail closure(s). Survey services and geotechnical explorations are excluded at this time. The intent is to prepare two separate plan sets (possibly three dependent upon construction funding) with each set covering approximately half of the 46-mile trail length (See Figure 1)

Figure 1 – Trail Map Showing Possible Construction Segments

General project understandings, guidelines, and coordination was provided by the FDEP project manager.

Project objectives will be accomplished with the subtasks outlined and detailed below:

Subtask 1: Field Investigation Michael Baker International (MBI) will perform a field investigation of the entire trail from the Owensboro Trailhead (Dade City, FL) to the Gulf Junction Trailhead (Citrus Springs, FL). The field investigation will be limited to verification of general pavement conditions and any observable hazards or issues along the corridor, which may affect construction.

• Field Investigation will be performed by MBI personnel utilizing a motorized golf cart or “side-by-side” and will require multiple days and personnel to complete.

• The memo report will Identify areas where pavement condition may be failing beyond normal deterioration.

• Adjacent trailheads or connected parking areas will be included for this subtask. Areas for potential contractor staging will also be identified to the extent possible.

• Limited measurements will be obtained to verify trail width(s).

Assumptions:

• FDEP will provide access to the project area.

• As-built Data will be provided by FDEP or FDOT.

• No environmental (wetlands, contamination, etc) investigation or flagging will be performed.

Deliverables:

• A memorandum report in electronic (PDF) format. Photos of existing conditions and any specific areas where further pavement investigation (Pavement Cores and/or Geotechnical Boring) is warranted will be identifed. A planning level cost estimate will be included for each segment with the goal of keeping construction costs at or below $2M/segment.

Performance Measure:

• Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Fixed Price Cost:

Company Classification Rate Hours Cost

MBI Project Manager $238.84 12 $2,866.08

MBI Senior Engineer $149.58 28 $4,188.24

MBI Engineer $108.85 68 $7,401.80

Subtotal (Subtask 1) 108 $14,456.12

Subtask 2: SWFWMD Pre-Application Meeting

MBI will coordinate, schedule, and attend a pre-application meeting with SWFWMD. A representative of the CLIENT will be invited to attend the meeting. SWFWMD pre-application meeting materials, supporting documentation, and graphics for the meeting will be prepared. During the meeting MBI will seek to verify that the project will be exempt from Environmental Resource Permitting because the ground disturbance will be limited to milling of the existing paved trail and resurfacing of the existing trail with no associated widening and no shift in the alignment.

Assumptions:

• SWFWMD provides notes from preapplication meetings therefore no minutes will be prepared by the CONSULTANT.

• Wetland delineation, Clean Water Act Section 404 permitting, completion of Uniform Mitigation

Assessment Method forms, development of a wetland mitigation plan, mitigation bank coordination, and purchase of wetland mitigation credits are not included because the project is limited to the footprint of the existing paved trail and will not have wetland impact.

• Based on coordination with the SWFWMD, milling and resurfacing is normally an exempt activity, but in cases where there is an existing permit for a facility, milling and resurfacing is typically reviewed as a Minor Modification to the existing permit.

Deliverables:

• Electronic version (PDF) of Meeting Minutes

Performance Measure:

• Final deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Fixed Price Cost:

MBI Environmental Scientist $106.81 9 $961.29

Total (Subtask 2) 10 $1,133.56

Subtask 3: SWFWMD Verification of Environmental Resource Permit (ERP) Exemption

SWFWMD Request for Verification of Environmental Resource Permit (ERP) Exemption

MBI will prepare an application for the request for verification of exemption from Environmental

Resource Permitting. This will include the design plans as well as additional graphics as required by the exemption request application form. The application will include a narrative that will provide a brief description of the project and describe that the project will avoid wetland impacts. The draft application will be submitted to the CLIENT for approval. Once approval from the CLIENT is received the application for the exemption will be submitted via the SWFWMD’s e-permitting portal.

SWFWMD RAI Response

MBI will respond to SWFWMD Requests for Additional Information for issues related to our scope of services. If SWFWMD requires additional services or tasks to obtain the authorization which are not included in the scope of services, then an amendment to our contract will be required.

Assumptions:

• Based on a map search review of the Florida’s Water Permitting Portal Website, there is no existing permit for the Withlacoochee Trail. Therefore, the project should be exempt from ERP permitting, and a request for verification of exemption will be submitted.

• If it is determined that the project requires an Environmental Resource Permit (ERP), preparation of the ERP application will be provided under a separate agreement.

• Protected species survey, permitting, and mitigation are not included.

• The draft SWFWMD request for verification of exemption application will be provided to the

CLIENT in Electronic Format (PDF) for review and approval prior to submittal via e-permitting.

Performance Measure:

• Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.

Subtask 4: Florida Fish and Wildlife Conservation Commission (FWC) Coordination

MBI will coordinate as needed with FWC to receive recommendations for the best methods for avoiding impacts to gopher tortoises. These recommendations will be added to the general notes of the plan set.

If it is determined by FWC that a gopher tortoise conservation permit and tortoise relocation will be required, the CONSULTANT will advise the CLIENT of the necessity of the permit.

Assumptions:

• Active gopher tortoise burrows are known to occur in multiple locations along the trail.

• Based on the coordination with FWC described in Subtask 4 and feedback from the project engineers, the CONSULTANT will seek to identify measures to avoid gopher tortoise impacts that will not require gopher tortoise permitting and relocation.

• If the contractor’s means and methods will require driving of equipment off the paved trail, such as for two dump trucks moving in opposite directions to pass each other, there will be potential for gopher tortoise impacts.

• Gopher tortoise surveys are only valid for 90 days. If the contractor’s means and methods would include driving vehicles off the trail, necessitating measures to avoid impact to gopher tortoises such as flagging of burrows or establishing designated passing areas in portions of the trail without tortoises, gopher tortoise survey of the trail would be required. This would likely have to be completed in segments, as the work proceeds, to implement these avoidance measures.

• Since gopher tortoise survey, permitting, and relocation, if required, would be associated with the construction phase, it is not included in this scope.

• Electronic version (PDF) of correspondence between MBI and FWC.

Performance Measure:

• Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
