About this file
This is a Certification of Offeror/Bidder document issued by the Kenton County Airport Board for the Concourse A Ramp Level Office Upgrades project at Cincinnati/Northern Kentucky International Airport in Kentucky. The certification requires all applicants to complete two mandatory certification statements regarding tax delinquency and felony convictions. Applicants must indicate their current status by checkmark, confirming whether they have any unpaid Federal tax liabilities that have exhausted judicial and administrative remedies and are not being paid under a timely agreement, and whether they have been convicted of a criminal violation under Federal law within the preceding 24 months. The document applies to all tiers of contracting, requiring that subcontractors also incorporate these certification provisions into their agreements. The pre-bid meeting and mandatory site visit are scheduled for April 1, 2026 at 10:00 am, with written questions due by April 17, 2026, responses posted by April 21, 2026, and sealed bids due by April 30, 2026 at 2:00 pm Eastern Time, with contract award anticipated for May 26, 2026. The contract term is 212 calendar days from the Notice to Proceed, which must be issued within 10 days of award.
Applicants who respond affirmatively to either certification statement are ineligible for award unless the Suspension and Debarment Official (SDO) has reviewed the matter and determined that further action is not required. In such cases, applicants must provide detailed information to the Airport Board owner, who will notify the FAA Airports District Office and the agency's SDO to complete required considerations before award decisions are made. The estimated project cost is approximately $951,000, with bidders required to submit a proposal bond equal to 5 percent of the total bid amount and performance and payment bonds each equal to 100 percent of the contract price upon award. The project is federally funded under the Airport Improvement Program and subject to Buy American Act compliance, Federal civil rights requirements including Title VI of the Civil Rights Act of 1964, Equal Employment Opportunity requirements, and affirmative action obligations. Liquidated damages are assessed at $500 per day for contract delays, and all project personnel require airport identification badges at $44 per badge plus a $500 key deposit.

PROJECT NAME
CERTIFICATION OF OFFEROR/BIDDER REGARDING TAX DELINQUENCY AND FELONY CONVICTIONS
The applicant must complete the following two certification statements. The applicant must indicate its current status as it relates to tax delinquency and felony conviction by inserting a checkmark (ü) in the space following the applicable response. The applicant agrees that, if awarded a contract resulting from this solicitation, it will incorporate this provision for certification in all lower tier subcontracts.
Certifications
1) The applicant represents that it is (____) is not (____) a corporation that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability.
2) The applicant represents that it is (____) is not (____) a corporation that was convicted of a criminal violation under any Federal law within the preceding 24 months.
Note If an applicant responds in the affirmative to either of the above representations, the applicant is ineligible to receive an award unless the sponsor has received notification from the agency suspension and debarment official (SDO) that the SDO has considered suspension or debarment and determined that further action is not required to protect the Government’s interests. The applicant therefore must provide information to the Owner about its tax liability or conviction, who will then notify the FAA Airports District Office, which will then notify the agency’s SDO to facilitate completion of the required considerations before award decisions are made.
