About this file
This document is Attachment 12 to Request for Proposal Solicitation No. BPM005633 issued by the Arizona Department of Administration State Procurement Office for Foreign Language Interpretation and Translation Services. The attachment outlines the Method of Approach evaluation category requirements for prospective vendors responding to the solicitation. Offerors must provide detailed written narratives addressing how they will deliver interpretation and translation services as specified in the Scope of Work, including their service delivery methodology, processes for various interpreting settings (on-site interpretation, over-the-phone interpretation, video remote interpreting, court/legal services, document translation, and voiceover translation services), personnel qualifications and assignment processes, and problem resolution procedures. The solicitation emphasizes that offerors bear sole responsibility for submitting complete information and that failure to fully answer all required questions may result in a non-responsive determination.
SouthStar Translation and Interpretation Services submitted a response proposing General Manager and Prime Contractor Margarita Salcido as the primary point of contact overseeing service coordination. The firm indicated it maintains a pool of seasoned, per-diem interpreters and provides 24/7 availability for requests received via email, telephone, or fax. SouthStar described its service delivery process with timeframes ranging from 15 minutes to 24 hours depending on request timing and language availability, conducts background checks and reference verification for all personnel, maintains relationships with local judicial systems and social service agencies, and implements client follow-up procedures to track interpreter performance and customer satisfaction. The response emphasizes immediate action protocols for addressing client concerns, including interpreter replacement when necessary.
