About this file
This is a Method of Approach document submitted in response to Request for Proposal Solicitation No. BPM005633 for Foreign Language Interpretation and Translation Services issued by the Arizona Department of Administration State Procurement Office. The offeror, Languages Translation Services (LTS), proposes to provide comprehensive interpretation and translation services across multiple languages and service delivery modes, including on-site interpretation, over-the-phone interpretation, video remote interpreting, court/legal interpretation, document translation, and voiceover translation services. The proposal addresses the State's need for certified and qualified language professionals capable of handling regular and expedited project timelines. For common languages such as Spanish, LTS commits to connecting clients with interpreters within one minute; rare languages and Native American or Pacific Island languages require pre-scheduling. The company's quality assurance processes involve multiple layers of review including competency testing, certification verification, independent proofreading, and desktop publishing expertise to ensure accurate, culturally sensitive translations and interpretations.
LTS emphasizes its technical and administrative capacity through modern infrastructure including TRADOS translation memory software, high-speed internet, secure FTP servers, PDF editing capabilities, and Microsoft Office suite to facilitate multi-project management. The firm's personnel include founders Daniel S. Sabore (35+ years experience) and Tsigie T. Hailegnaw (27+ years experience) who lead customer support operations. All translators and interpreters must meet minimum qualifications including bachelor's degrees, five years of field-specific experience, native fluency in target languages, and certifications from recognized organizations such as the American Translators Association, courts, or the National Board for Certifying Medical Interpreters. LTS demonstrates customer satisfaction through 98 five-star reviews on YellowPages since 2015 and a BBB A+ rating, with documented testimonials from state agencies including Rhode Island Department of Health, Washington State Governor's Office, Oregon Department of Human Services, Tulsa Public Schools, and multiple county governments praising the firm's punctuality, accuracy, and responsiveness to urgent project requirements.

FULLY.
Question 1: Method of Approach
Provide a written narrative response that describes how you will provide the Specific Requirements as listed in the Scope of Work. The language of the narrative should be straightforward and limited to facts, solutions to problems, and plans of proposed action. The response shall at minimum describe and provide a response for each of the following bullet points listed below:
a. How do you plan to provide the service?
b. What are your processes for providing these services?
Offeror Response:
a. We plan to provide the service of recruiting certified and qualified translators and interpreters with excellent customer service, appropriate tools and techniques, and meeting the requested deadlines.
Vetting of Translators and Interpreters
LTS’s first step in assessing a candidate is an in-depth phone interview and checking the qualifications to determine if the applicant meets our minimum standards and qualifications. Those who do meet our initial standards must then undergo a thorough, comprehensive process that includes:
• Competency testing
• Completion of a skills self-assessment/checklist
• Licensure/Certification verification
• Reference requests and verification
We have an in-depth vetting process that includes the following requirements to ensure that we hire the best-qualified translators and interpreters who can provide accurate and culturally sensitive professional translation and interpreting services:
Language skills: They should be proficient in both the source and target languages.
Education and Experience: They should have at least Bachelor’s Degree in linguistics, translation and/or related fields. They should have at least five years of experience in translation and interpreting in a specific area, such as legal, medical, technical, or scientific fields.
Certifications or Qualifications: They should be certified or qualified by an independent organization like the American Translators Association, federal and state courts, National Board for Certifying Medical
Interpreters, etc.

State Procurement Office
Assessments: They have to pass a language proficiency test administered by a language assessment organization such as the Defense Language.
References and background check: We check the references and backgrounds of translators, interpreters, and other professionals.
Testing and interview: We administer tests and interviews in a specific field, such as legal, medical, etc., to ensure they can provide accurate, culturally sensitive, and well-formatted translations. Their skills are tested during each translation they execute as an independent professional translator reviews each document they translate as one of the steps in our quality control processes.
We also check their performance during the job performance and give them feedback for any needed improvement.
Our screening, testing, selection, recruitment, and training processes are ongoing.
We train our translators and interpreters in critical aspects of the business, such as professional code of conduct, customer service, formatting, correct and consistent terminologies in each field they are assigned to do, etc.
The mission of LTS is to foster economic development and enhance smooth communications among different partners in providing accurate language services.
We have a proven record of accomplishments in working for many national and international public and private organizations and individuals.
We are dedicated and well organized to exceed the expectations in our service.
LTS’s overall role and responsibility are to execute the entire requested job punctually, accurately, and confidentially. LTS’ project managers review the documents they receive from our clients. They select a team of linguists who are highly qualified and educated, professional translators, editors, proofreaders, reviewers, desktop publishers, typesetters, formatting experts, and other professionals needed to accomplish the tasks requested by the client promptly. Providing the required services is our day-to-day routine activity, and we will provide the client with accurate and punctual services.
Project Management and Quality Assurance
Work Plan/Approach Proposed
Quality Assurance Procedures

Arizona Department of Administration
State Procurement Office
Project Approach and methodology for ensuring the quality of services. We ensure the quality of the documents through many steps, which include recruiting the best qualified, experienced, and educated professionals who are native speakers of the target language, use the correct terminology, etc.
We recruit all language professionals specializing in various fields, certified, qualified, highly educated, and experienced. They demonstrate and maintain proficiency levels and accuracy in varied subject matter areas and formats, including, but not limited to, education, medical and health-related terms, building codes, transportation information, criminal justice, and location information.
We keep the confidentiality of the documents that we handle, and only authorized personnel access the information. Our computers are password protected. All our employees sign the confidentiality agreement before they start the job.
We have a proven ability to maintain accuracy and cultural competency in converting source texts in one language into target texts in another language, with the meaning and intent of the source text.
Translation Quality Control
We monitor the jobs of our translators continuously to ensure continuous service improvement.
Our quality control system is well organized. We perform it in many steps to make sure that the document is translated and formatted accurately. Professional translators, independent proofreaders/editors, quality control experts, and desktop publishers are involved in the entire process.
The Project Manager (PM) will assign the job to highly experienced and educated translators who are native speakers of a target language and near-native/native level of the source language and who use appropriate tools and have extensive experience in working with similar kinds of documents.
During the translation process, they will use relevant reference materials for the field. An independent professional linguist, and an expert editor/proofreader, will review, edit, and proofread the translated document to check the linguistic, cultural sensitivity, and formatting aspects and carefully compare the source and the target text side by side.
The reviewed, proofread, and edited document will be checked for formatting issues by our Quality Control
Experts (QCE) and given back to the original translator to incorporate the changes suggested by the reviewer, editor, proofreader, and QCE.
After the initial translator implements the final changes, the document will be ready for printing and publication. If necessary, the accurately translated document will be given to a Desktop Publishing (DTP)
Engineer for layout and formatting. After the DTP is completed, it will be sent back to the proofreader to ensure that the final desktop-published document is ready for printing.
The reviewer will proofread the desktop-published version to make sure the document is free from any linguistic and formatting errors. The reviewer, proofreader, editor, and QCE will print out the entire
Foreign Language Interpretation and Translation

State Procurement Office document and recheck the quality. Any errors that are observed at this stage will be corrected and sent back to the translator and DTP Engineer.
Finally, we will deliver the ready-to-print version to the client. Any correction that the client may suggest will be corrected immediately. The simplified management and organizational structure of LTS (Figure 1) that we developed helps facilitate each step's tasks. The PM and the Administrator coordinate all the functions carried out by the translators, reviewers, editors, DTP Engineers, Interpreters, and QCE. Moreover, the structure aids in keeping track of the workflow and quality control effectively because the staff/expert in each chain is fully responsible for his/her task. The management/coordination team ensures the adequate performance of each project. It takes prompt action when any correction is needed. We assure you that we will provide the best quality job.
Fig. 1. Simplified management and organizational structure (Chart) of LTS.
Daily schedule based on 1,000-3,000 words/day/translator starting on the first day of the job:
It has the following eight steps, summarized in 4 steps in the chart in Figure 2.
Step 1: Acceptance and recording of the task from the client by the project manager.
Step 2. Assigning the job to translators
Step 3. Receiving the translated document back from the translator and checking

Step 4. Forwarding the translated document to a reviewer/proofreader
Step 5. Receiving the reviewed document with track changes, check and forward it to the translator.
Step 6. The translator implements the necessary changes and sends back the final document to the project manager.
Step 7. The formatting expert checks the formatting and forwards the final ready-to-print version to the client.
Step 8. Accept any feedback from the client and implement any requested changes from the client and send the document back to the client.
We also edit/proofread already translated texts using track changes. Only experienced editors in a specific field are used for editing.
When the volume of the project is substantial, and the request is rushed, we assign the jobs to as many translators as possible. We have all the translated documents reviewed by one experienced translator who is an expert in that specific field to keep a consistency of correct terms throughout the documents.
