Summary of Federal Standard 122BS - Automobiles: Sedans, Gasoline & Alternative Fuel Powered
This is a Federal Standard (Fed Std 122BS, effective May 11, 2026) that establishes specifications and requirements for the procurement of new, commercially produced passenger automobiles by the federal government. The standard covers manufacturer model year 2027 and newer vehicles across nine vehicle classifications: Microcompact, Minicompact, Subcompact, Compact, Midsize, Large, and Station Wagon variants, along with specialized Police use vehicles. Vehicles subject to statutory price limitations under 31 U.S.C. § 1343 are identified by item numbers (7/14, 8C/8H/12A, 9C/9H, 10B/10H/17, and 11B), with specific minimum requirements for volume index, wheelbase, curb weight, engine displacement, transmission type, braking, steering, front seats, airbags, occupant restraints, and tire specifications. Vehicles utilizing emerging technologies including electric, plug-in hybrid electric, and hydrogen fuel cell variants (items 6E, 8E, 8P, 9E, 9F, 9P, 10E, and 12E) are exempt from statutory price limitations.
The standard mandates comprehensive vehicle equipment including air conditioning, power windows and locks, tinted glass, daytime running lights, cruise control, tilt steering, interior and exterior lighting, windshield wipers and washers, rear window defroster, wheel covers, carpeting, OEM AM/FM radio with auxiliary input, and two sets of keys/fobs. Over 30 optional equipment codes are specified for features such as adaptive cruise control, autonomous emergency braking, lane departure warning systems, blind spot detection, parking assist, all-wheel drive, fuel economy packages, electric vehicle fast charging, and telematics systems with three-year minimum subscription. Vehicles must comply with all federal, state, and local regulations applicable on the date of manufacture, include EPA emission control system warranties, and provide OEM basic comprehensive warranty coverage of minimum 3 years/36,000 miles. Pre-delivery inspection and servicing are required, with delivery conducted either through authorized dealer or direct consignee delivery Monday through Friday between 8:00 AM and 4:30 PM, excluding federal holidays. Vehicles must meet fuel economy standards per Executive Order 12375 and conform to 40 CFR Subchapter C-Part 86 for emissions control. Requisitioners must use GSAfleet.gov to select vehicles, colors, and delivery options, with ordering codes identifying standard (S), stand-alone (SA), package (PKG), and not-available (N/A) equipment configurations.
